Problem i flamurit \u00ebsht\u00eb diskutuar shum\u00eb, ve\u00e7an\u00ebrisht problem i yllit, aq sa n\u00eb ndonj\u00eb rast ka pas\u00eb edhe konflikte t\u00eb rrezikshme. Prania e disa partive politike tek shqiptar\u00ebt e diaspores, si dhe qendrimet e ndryshme, deri n\u00eb ndarje pro e kundra simbolit, i \u00e7uan shqiptar\u00ebt \u00a0n\u00eb \u00a0ndarje diametralisht t\u00eb kund\u00ebrta.\u00a0 Ky fenomen, m\u00eb s\u00eb shum\u00ebti u vu re pas viteve 70, ku n\u00eb Amerik\u00eb erdh\u00ebn shum\u00eb mal\u00ebsor\u00eb t\u00eb trojeve shqiptare \u00a0t\u00eb mbetura padrejt\u00ebsisht n\u00ebn Mal t\u00eb Zi. Malli q\u00eb kishin ata p\u00ebr flamurin shqiptar, por edhe konsiderimi i Enver Hoxh\u00ebs si i vetmi lider i shqiptar\u00ebve t\u00eb atyre viteve, b\u00ebri ndarjen e tyre me shqiptar\u00ebt q\u00eb kishin emigruar si shenj\u00eb revolte kund\u00eb regjimit komunsit dhe diktatorit Hoxha, i cili i kishte burgosur, internuar dhe pushkatuar t\u00eb af\u00ebrmit e tyre.\u00a0 Kjo ndodhi edhe mes shqiptar\u00ebve malsor\u00eb mes nj\u00ebri tjetrit, pro e kundra diktatorit. Sherbimi sekret shqiptar dhe ai jugosllav punonin sekush p\u00ebr interesin e tij n\u00eb dam t\u00eb shqiptar\u00ebve, n\u00eb dam t\u00eb mal\u00ebsor\u00ebve, secili me strategjin\u00eb, p\u00ebr t\u00eb mbajtur n\u00ebn kontroll diasporen, pasi dihej forca e saj po t\u00eb ishte e bashkuar.<\/p>\n<p>Shqiptar\u00ebt e pal\u00ebkundur t\u00eb t\u00eb tria besimeve, nuk pan\u00eb fen\u00eb dhe politiken si p\u00ebr\u00e7arje, por si mjet\u00a0 bashkimi. T\u00eb ndikuar nga disa drejtues antikomunsit te fes\u00eb dhe Institucionet q\u00eb drejtonin: Kishat Katolike, Teqja dhe Xhamia Shqiptare, dhe deg\u00ebve\u00a0 politike, si Balli Komb\u00ebtar, Legaliteti, Indipedent\u00ebt dhe Heroizma Shqiptare, u bashkuan rreth tyre dhe hartuan nj\u00eb Statut dhe Komision t\u00eb p\u00ebrhersh\u00ebm p\u00ebr t\u00eb festuar k\u00ebt\u00eb ngjarje, si ngjarja m\u00eb e madhe e Historis\u00eb, edhe pse u cil\u00ebsua jo e plot\u00eb p\u00ebr arsye t\u00eb mos p\u00ebrfshirjes s\u00eb t\u00eb gjitha trojeve shqiptare n\u00eb kufirin politik t\u00eb quajtur Shqip\u00ebri.<\/p>\n<p>Ndikimi tjet\u00ebr negative ishte dita e \u00e7lirimit, t\u00eb cil\u00ebn Partia Komuniste\u00a0 Shqiptare e la n\u00eb nj\u00eb dit\u00eb me festen e \u00e7lirimit t\u00eb Jugosllavis\u00eb. Kjo b\u00ebnte q\u00eb disa mal\u00ebsor\u00eb t\u00eb ardhur nga Mal\u00ebsia e mbetur n\u00ebn Mal t\u00eb Zi t\u00eb festonin me\u00a0 jugosllavet 29 N\u00ebndorin. Shqiptar\u00ebt e ardhur nga Shqip\u00ebria politike, n\u00eb p\u00ebrgjith\u00ebsi ishin t\u00eb ikur nga regjimi, pasi ende nuk u ishin hapur dyert levizjeve t\u00eb lira, k\u00ebshtuq\u00eb ata ishin p\u00ebrkrah\u00ebs t\u00eb flak\u00ebt p\u00ebr t\u00eb\u00a0 kujtuar 28 Nendorin si dat\u00eb Historike t\u00eb vetme ( Pavar\u00ebsia dhe \u00c7lirirmi ) dhe\u00a0 flamurin pa yllin komunist n\u00eb t\u00eb.<\/p>\n<p>P\u00ebr disa vite, Baba Rexhepi e Vehbi Ismaili,\u00a0 Dom Prek Ndre Vashaj e Prek Camaj e m\u00eb von\u00eb Don Anton K\u00e7ira bashk\u00eb me patritotet Ferdi Toptani, Bajram \u00c7unmulaj, Tajar Shaska, Fehmi Kokalari, Petrit Butka, \u00a0Prek Gruda, Xhafer Malushi, Mark Martini, Ekrem Bardha, Julian \u00c7efa, Vasel Ujkaj, Lesh Grishaj, Hasan Aliko, Pashko Vu\u00e7inaj, Toni Jun\u00e7aj, Nok Lulgjuraj Rexhep Ymeri, Gjon Nikollaj, Gjelosh Goj\u00e7aj, \u00a0Pjet\u00ebr Ivezaj, Prel\u00eb Lulgjuraj, Gjon Kelmendi e t\u00eb tjer\u00eb e drejtuan dhe kujtuan 28 N\u00ebntorin si t\u00eb vetmen fest\u00eb historike t\u00eb shqip\u00ebtar\u00ebve. N\u00eb m\u00ebnyr\u00eb t\u00eb organizuar Pavar\u00ebsia u kujtua qysh\u00ebse shqiptar\u00ebt filluan t\u00eb konsolidoheshin \u00a0aty\u00a0 nga 1920\u00a0 e pas, por n\u00eb vitet 60-t\u00eb grupime t\u00eb m\u00ebdha filluan ta p\u00ebrkujtojn\u00eb k\u00ebt\u00eb dat\u00eb edhe me miq\u00eb amerikan. Me nd\u00ebrtimin e Xhamis\u00eb dhe t\u00eb Teqes\u00eb, si m\u00eb t\u00eb parat, si dhe t\u00eb dy Kishave katolike pak m\u00eb von\u00eb, p\u00ebrkujtimet e Pavar\u00ebsis\u00eb sa vinin e b\u00ebh\u00ebshin m\u00eb t\u00eb organizuara, edhe pse hasnin n\u00eb shum\u00eb pengesa, sidomos politike. Pik\u00ebrish p\u00ebr k\u00ebto pengesa Balli Komb\u00ebtar e festoi Pavar\u00ebsin\u00eb deri von\u00eb n\u00eb vete. Nga fundi i viteve 60-t\u00eb, sidomos n\u00eb \u00a0vitin 1968 u p\u00ebrkujtua n\u00eb Sheraton Kadillak n\u00eb qend\u00ebr t\u00eb Detroitit me nj\u00eb ceremoni v\u00ebrtet\u00eb shum\u00eb t\u00eb bukur. N\u00eb vitet 70-t\u00eb, sa vinte e\u00a0 Pavar\u00ebsia\u00a0 p\u00ebrkujtohej shum\u00eb m\u00eb solemnisht dhe n\u00eb m\u00ebnyr\u00eb t\u00eb organizuar.<\/p>\n<p>N\u00eb vitet 80 u pa e nevojshme q\u00eb ky organizim, si i vetmi i k\u00ebsaj natyre, t\u00eb b\u00ebh\u00ebj me nj\u00eb disiplin\u00eb t\u00eb caktuar, ndaj edhe u hartua nj\u00eb\u00a0 Rregullore, se si do t\u00eb\u00a0 p\u00ebrkujtohej Pavar\u00ebsia \u00e7do vit. Ajo u\u00a0 propozua dhe hartua nga Bashk\u00ebsia e Shqiptar\u00ebve t\u00eb Detroitit me rrethe dhe Windsorit, n\u00eb fillimin e n\u00ebndorit t\u00eb vitit 1984. Rregullorja ka 18 nene, ku flitet p\u00ebr r\u00ebnd\u00ebsin\u00eb e p\u00ebrkujtimit t\u00eb k\u00ebsaj\u00a0 date, si dhe p\u00ebr organizimin deri n\u00eb detaje dhe, n\u00eb fund, n\u00ebnshkruhet prej 27 emrave, nga m\u00eb t\u00eb njohurit n\u00eb Detroit e rrethina, si dhe nga Windsor i Kanadas\u00eb.<\/p>\n<p>Ja disa nga nenet:<\/p>\n<p>Neni 3. \u00c7do shqiptar q\u00eb rron n\u00eb shtetin e Michiganit dhe n\u00eb qytetin Windsor \u2013 Kanada, pranohet t\u00eb marr\u00eb pjes\u00eb n\u00eb Komisionin e Bashk\u00ebsis\u00eb me punue si t\u00eb gjith\u00eb, p\u00ebr Fest\u00ebn e 28 Nandorit.<\/p>\n<p>Neni 4. Festa e Flamurit ka qellim, q\u00eb shqiptar\u00ebt s\u00eb bashku ta g\u00ebzojn\u00eb k\u00ebt\u00eb dat\u00eb historike n\u00eb dashuri e miq\u00ebsi vllaz\u00ebrore dhe t\u2019i tregojn\u00eb brezit t\u00eb ardh\u2019sh\u00ebm historin\u00eb\u00a0 e rac\u00ebs shqiptare.<\/p>\n<p>Neni 6. Festa t\u00eb b\u00ebh\u00ebt n\u00eb Kishen Katolike Shqiptare t\u00eb Sh\u00ebn Palit, 3411 East\/ 12 Mille\/ Warren, MI.48092<\/p>\n<p>Neni 11. Karakteri i Festes s\u00eb Flamurit duhet t\u00eb ket\u00eb nj\u00eb pasqyr\u00eb g\u00ebzimi me k\u00ebng\u00eb e valle, duke u dh\u00ebn\u00eb dor\u00ebn nj\u00ebri-tjetrit si vllez\u00ebr dhe e kalumja midis njer\u00ebzis\u00eb t\u00eb lihet n\u00eb harres\u00eb.<\/p>\n<p>Duke u ndalur vet\u00ebm tek ky nen, shohim se \u00e7far\u00eb p\u00ebrkushtimi shqiptar dhe se \u00e7far\u00eb fryme paq\u00ebsore ka pas\u00eb Komisioni q\u00eb e ka n\u00ebnshkruar k\u00ebt\u00eb rregullore.<\/p>\n<p>N\u00eb rregullore p\u00ebrcaktohen me detaje detyrat e komisionit, fol\u00ebsit kryesor, p\u00ebrsh\u00ebndetjeve me koh\u00eb t\u00eb caktuar p\u00ebr shqiptar\u00ebt si dhe leximi i mesazheve t\u00eb zyrtar\u00ebve amerikan.<\/p>\n<p>Ka nj\u00eb nen t\u00eb ve\u00e7ant\u00eb p\u00ebr administrimin e t\u00eb ardhurave, p\u00ebr t\u00eb cilat hapet nj\u00eb llogari bankare, ku dhjet\u00eb p\u00ebrqind\u00a0 i mbeten Komisionit p\u00ebr shpenzimet, nd\u00ebrsa t\u00eb tjerat i jepen Kish\u00ebs si dhurat\u00eb.<\/p>\n<p>N\u00eb k\u00ebt\u00eb rregullore, tri nene jan\u00eb p\u00ebr rregullin dhe disiplinen e fest\u00ebs. Po citojm\u00eb nenin 14: Nj\u00eb p\u00ebrson q\u00eb mendon me nd\u00ebrhy p\u00ebr t\u00eb p\u00ebrmbysur Komisionin e Bashk\u00ebsis\u00eb, o t\u00eb shkat\u00ebrroj\u00eb festen e Indipidenc\u00ebs shqiptare, me mjete grindje revolucionare, menj\u00ebher\u00eb, emri i tij ( o i saj\u00eb) i nepet autoriteteve ligjore.<\/p>\n<p>Komisioni \u00ebsht\u00eb detyruar ta paraqes\u00eb nj\u00eb pik\u00eb t\u00eb till\u00eb n\u00eb rregulloren e tij nga eksperincat e m\u00ebparshme dhe, asesi ky nen nuk ka ardhur rast\u00ebsisht.
