Gradualisht ajo \u00ebsht\u00eb zgjerua dhe me disa shtete t\u00eb tjera. Mir\u00ebpo, nuk ka arrijtur rezultate t\u00eb d\u00ebshirueshme.<\/h2>\n<p><!--more--><\/p>\n<h2>Bashk\u00ebpunimi ekonomik i Detit t\u00eb Zi \u00ebsht\u00eb themeluar m\u00eb 1992, me nism\u00ebn e Turqis\u00eb. E kan\u00eb themeluar 11 vende: pes\u00eb ballkanike, tri bregdetare t\u00eb Detit t\u00eb Zi dhe tri vende t\u00eb Kaukazit. Antare \u00ebsht\u00eb dhe Greqia. Po ashtu \u00ebsht\u00eb themeluar dhe Banka e Detit t\u00eb Zi p\u00ebr tregti dhe zhvillim me seli n\u00eb Selanik. Pastaj jan\u00eb themeluar Qendra nd\u00ebrkomb\u00ebtare p\u00ebr studime t\u00eb Detit t\u00eb Zi n\u00eb Athin\u00eb, Qendra rajonale e Deti t\u00eb Zi p\u00ebr energji n\u00eb Sofi, Qendra p\u00ebr koordinim dhe shk\u00ebmbimin e t\u00eb dh\u00ebnave statistikore n\u00eb Stamboll. Megjithat\u00eb, dallimet e m\u00ebdha ekonomike dhe shoq\u00ebrore jan\u00eb t\u00eb disfavorshme p\u00ebr arritjen e sukses\u00ebve m\u00eb t\u00eb m\u00ebdha, sikurse jan\u00eb ato n\u00eb vendet homogjene.<\/h2>\n<h2>Zona Qendrore\u00a0 europiane p\u00ebr tregti t\u00eb lir\u00eb (CEFTA) \u00ebsht\u00eb zhvilluar nga grupa e \u201cVishegradit\u201d, t\u00eb Polonis\u00eb, \u00c7ekosllovakis\u00eb dhe Hungaris\u00eb(1991) si Klub p\u00ebr presion p\u00ebr hyrjen e shpejt n\u00eb BE.<\/h2>\n<h2>Nisma p\u00ebr bashk\u00ebpunim n\u00eb Europ\u00ebn Juglindore (SECI) \u00ebsht\u00eb b\u00ebr nga SHBA, m\u00eb 1996. Ajo paraqet nj\u00eb orientim tipik amerikan p\u00ebr bashk\u00ebpunim pragmatik dhe nga pak ngjan n\u00eb kushtet e planit t\u00eb Marshallit. SECI nxit planifikimin e zhvillimit t\u00eb t\u00ebr\u00eb rajonit,\u00a0 p\u00ebrcaktimin e aksioneve t\u00eb duhura dhe, natyrisht, t\u00eb shpejtimit t\u00eb iniciativ\u00ebs private. An\u00ebtare jan\u00eb dhe vende ballkanike. Pas nismjes s\u00eb Paktit p\u00ebr stabilizim, SECI ka filluar t\u00eb p\u00ebrfshihet n\u00eb t\u00eb.<\/h2>\n<h2>Nisma Adriatik Jonian. P\u00eb t\u00eb e ka b\u00ebr nism\u00ebn Italia, m\u00eb 2000, me q\u00ebllim p\u00ebr\u00a0 t\u00eb forcuar dimensionin mediteran t\u00eb BE. Fushat e bashk\u00ebpunimit jan\u00eb: ekonomia, qarkullimi i mall\u00ebrave, turizmi, bashk\u00ebpunimi teknik, mbrojtja e mjedisit, kultura, shkenca dhe arsimi, si dhe lufta kund\u00ebr aktiviteteve ilegale. Antare jan\u00eb vende ballkanike dhe Italia.<\/h2>\n<h2>Pakti i stabilitetit n\u00eb Europ\u00ebn Juglindore. N\u00eb vitin 1999, n\u00eb koh\u00ebn e bombardimit t\u00eb Serbis\u00eb, ministri gjerman Joschka Fischher e ka b\u00ebr nism\u00ebn e pasluft\u00ebs. N\u00eb at\u00eb kuad\u00ebr \u00ebsht\u00eb theksuar p\u00ebrshpejtimi i integrimit t\u00eb plot\u00eb t\u00eb atyre vendeve n\u00eb struktur\u00ebn e BE&#8230; me q\u00ebllim t\u00eb an\u00ebtarsimit n\u00eb BE. Fjala \u00ebsht\u00eb p\u00ebr stabilzim, sigurim, demokraci dhe p\u00ebr zhvillimin ekonomik rajonal. Si an\u00ebtare jan\u00eb parapa 28 vende t\u00eb Ballkanit dhe t\u00eb tjera, si dhe 16 organizata nd\u00ebrkomb\u00ebtare.<\/h2>\n<h2>Shtetet e Ballkanit Pr\u00ebndimor n\u00eb m\u00ebnyr\u00eb deklarative jan\u00eb p\u00ebrcaktuar p\u00ebr integrime europiane. Por n\u00eb BE nuk hyhet n\u00ebp\u00ebr rrug\u00eb shkurtore, sikurse mendojn\u00eb disa politikan\u00eb t\u00eb ballkanit. Por u duhet ti p\u00ebrmbushin kriteriet e p\u00ebrcaktuara p\u00ebrkat\u00ebse europiane.<\/h2>\n<h2>P\u00ebrsa i p\u00ebrket Nism\u00ebs \u201dMini Shengen\u201d, jam i m\u00ebndimit se ajo \u00ebsht\u00eb e parakohshme, derisa m\u00eb par\u00eb t\u00eb zgjidhen disa \u00e7\u00ebshtje politike n\u00eb rajon, para s\u00eb gjithash vendosjen e normalizimit t\u00eb plot\u00eb nd\u00ebrmjet Kosov\u00ebs dhe Serbis\u00eb, respektivisht t\u00eb njohjes t\u00eb tyre reciproke shtet\u00ebrore. Ajo \u00ebsht\u00eb \u00e7\u00ebshtje q\u00ebndrore e stabilitetit politik rajonal.<\/h2>\n<h2>Disa njohje tregojn\u00eb se nuk \u00ebsht\u00eb tejkalua ideologjia politike e viteve t\u00eb 90-ta n\u00eb S\u00ebrbi. Fjala \u00ebsht\u00eb p\u00ebr ide t\u00eb nj\u00ebjta dhe p\u00ebr gj\u00ebndjen shpit\u00ebrore mitologjike, por n\u00eb nj\u00eb koh\u00eb dhe rrethana plot\u00ebsisht t\u00eb ndryshme gjeopolitike. Pra ka t\u00eb b\u00ebj me nj\u00eb mitologji politike dhe ideologji, e cila gjithher\u00eb ka qen\u00eb e rrezikshme p\u00ebr paq dhe stabilitet rajonal. Andaj, \u00ebsht\u00eb i nevojsh\u00ebm diferencimi i politik\u00ebs mitologjike dhe i asaj reale.<\/h2>\n<h2>Mini- Shengeni aktual ka t\u00eb b\u00ebj nd\u00ebrmjet Serbis\u00eb, Shqip\u00ebris\u00eb dhe Maqedonis\u00eb s\u00eb Veriut, dhe ajo paraqet nj\u00eb eksperiment politik, meq\u00ebn\u00ebse zhvillimi i integrimeve n\u00eb Ballkan n\u00ebnkupton p\u00ebrfshirjen e t\u00eb gjitha 6 shteteve t\u00eb Ballkanit Pr\u00ebndimor, dmth. dhe t\u00eb Malit t\u00eb Zi, Kosov\u00ebs dhe Bosnjes e Hercegovin\u00ebs. Pa\u00a0 ato shtete Iniciativa\u00a0 n\u00eb fjal\u00eb do t\u00eb p\u00ebrjetoj\u00eb mossukses.<\/h2>\n<h2>P\u00ebrfaq\u00ebsuesit e k\u00ebsaj Nism\u00eb deklarojn\u00eb se ajo do t\u00eb ket\u00eb nj\u00eb \u201d r\u00ebnd\u00ebsi t\u00eb madhe\u201d. Me fjal\u00eb t\u00eb tjera, ajo do t\u00eb mund\u00ebsoj qytetar\u00ebve me kalua kufijt me kart\u00eb t\u00eb identitetit. N\u00eb at\u00eb m\u00ebnyr\u00eb do t\u00eb mund\u00ebsohet qarkullimi i lir\u00eb i madh\u00ebrave, kapitalit, njerz\u00ebve dhe sh\u00ebrbimeve, si dhe t\u00eb krijimit t\u00eb tregut t\u00eb pun\u00ebs. M\u00eb tutje shtojn\u00eb:\u00a0 se do t\u00eb zvog\u00eblohen humbjet me milona dhe pritja e gjat\u00eb me kamiona n\u00eb kufij. N\u00eb lidhje me at\u00eb, parashtrohet pyetja, \u00e7ka ajo do t\u00eb thot\u00eb n\u00eb praktik\u00eb, kur fare mir\u00eb dihet, se v\u00ebndet e Ballkanit Prendimor jan\u00eb t\u00eb vog\u00ebla, t\u00eb prapambetua, t\u00eb pa zhvilluara. Ato kan\u00eb: prodhim, relativisht t\u00eb ul\u00ebt, papun\u00ebsim shum\u00eb t\u00eb madh, treg t\u00eb kufizuar, import m\u00eb t\u00eb madh se\u00a0 export, deficit permanent t\u00eb tregtis\u00eb. M\u00eb tutje, p\u00ebr \u00e7far\u00eb tregu t\u00eb pun\u00ebs, kapitali, industrie t\u00eb zhvilluar dhe teknologjie bashk\u00ebkohore \u00ebsht\u00eb fjala, kur prej atyre vendeve ikin dhe qytetar\u00ebt e tyre. N\u00eb baz\u00eb t\u00eb cilave burime konstatohet, se do t\u00eb zvog\u00eblohen humbjet me miliona, respektivisht, n\u00eb lidhje me t\u00eb, a ekziston ndonj\u00eb studim shkencor. Konstatimi i tyre, se nuk do t\u00eb b\u00ebhet pritje e gjat\u00eb n\u00eb kufij, a do t\u00eb thot\u00eb ajo se nuk do t\u00eb ket\u00eb kontrollim cil\u00ebsore dhe\u00a0 adekuat n\u00eb kufij. N\u00eb qoft\u00eb se b\u00ebhet ashtu, at\u00ebher\u00eb n\u00eb koh\u00ebn e kriz\u00ebs emigruese, natyrisht se do t\u00eb\u00a0 ket\u00eb kalim ilegal n\u00ebp\u00ebrmjet t\u00eb kufijve, kontrabanda\u00a0 me madh\u00ebra dhe droga, si dhe aktivitete t\u00eb grupeve kriminale.<\/h2>\n<h2>Mund t\u00eb konstatohet se pa stabilizim politik n\u00eb rajon, nuk ka as bashk\u00ebpunim t\u00eb suksessh\u00ebm ekonomik. P\u00ebrkundrazi, gjith\u00eb \u00e7ka tjet\u00ebr paraqet g\u00ebnjim apo mashtrim politik, respektivisht mund t\u00eb supozohet se nism\u00ebtari ka ambicie dhe q\u00ebllime t\u00eb tjera politike .<\/h2>\n<h2>Ajo q\u00eb paraqet befasi, \u00e7udi dhe shqet\u00ebsim \u00ebsht\u00eb fakti se Shqip\u00ebria e pranoi k\u00ebt\u00eb nism\u00eb t\u00eb presidentit t\u00eb Serbis\u00eb Aleksand\u00ebr Vu\u00e7iq pa marr\u00ebveshje me Kosov\u00ebn, u rreshtua dhe u b\u00eb parntner\u00a0 i Serbis\u00eb dhe Maqedonis\u00eb s\u00eb Veriut, edhe pse jam i bindur se nj\u00eb iniciativ\u00eb e till\u00eb ka nj\u00eb prapavij\u00eb\u00a0 t\u00eb d\u00ebmshme politike p\u00ebr Kosov\u00ebn, respektivisht, gjoja e normalizimit t\u00eb marr\u00ebdh\u00ebnieve n\u00ebp\u00ebrmjet t\u00eb tregtis\u00eb s\u00eb lir\u00eb,\u00a0 pa njohje shtet\u00ebrore t\u00eb Kosov\u00ebs, por si n\u00eb koh\u00ebn e ish-Jugosllavis\u00eb, si Krahin\u00eb e Serbis\u00eb. Me fjal\u00eb t\u00eb tjera, S\u00ebrbia b\u00ebn\u00eb manovra p\u00ebr legjitimin e nj\u00eb gj\u00ebndje t\u00eb till\u00eb politike dhe p\u00ebr shtyrjen e njohjes s\u00eb Kosov\u00ebs. Ata kishte me u dasht\u00eb p\u00ebr ta ditur shteti shqiptar, por dhe\u00a0 partit\u00eb politike shqiptare n\u00eb Maqedonin e Veriut q\u00eb jan\u00eb n\u00eb koalicion me Kryeministrin Zoran\u00a0 Zaev.<\/h2>\n<h2>P\u00ebr nj\u00eb pohim t\u00eb till\u00eb, nuk ka argumentim m\u00eb t\u00eb mir\u00eb sesa nj\u00eb seri t\u00eb\u00a0 Tribunave dhe Tryezave t\u00eb rrumbullakta t\u00eb mbajtura n\u00eb muajt\u00eb e fundit t\u00eb vitit 2019, n\u00eb Beograd, ku kan\u00eb marr\u00eb pjes\u00eb nj\u00eb num\u00ebr i madh i profesorve t\u00eb fakulteteve t\u00eb ndryshme t\u00eb Serbis\u00eb, gjeneral\u00eb t\u00eb pensionuar, p\u00ebrfaq\u00ebsues t\u00eb Kish\u00ebs ortodokse serbe, dhe si tem\u00eb diskutimi kan\u00eb pasur:\u201dReintegrimi ose caktimi i\u00a0 kufijve- diskutime p\u00ebr ardhm\u00ebrin e Kosov\u00ebs,\u00a0 t\u00eb parapara si form\u00eb e metod\u00eb n\u00ebp\u00ebrmjet t\u00eb cil\u00ebs p\u00ebr k\u00ebt\u00eb \u00e7\u00ebshtje do t\u00eb duhej t\u00eb vihet deri te harmonizimi i q\u00ebndrimeve t\u00eb opinionit intelektual serb dhe mbart\u00ebsve t\u00eb pushtetit politik serb.<\/h2>\n<h2>Si p\u00ebrfundim nga k\u00ebto tubime t\u00eb elit\u00ebs intelektuale serbe, mund t\u00eb p\u00ebrmblillet n\u00eb deklerat\u00ebn e njohur t\u00eb Millosheviqit:\u201dP\u00ebrs\u00ebri jemi para betejave dhe n\u00eb beteja\u201d, pra jan\u00eb shpreh pretendime territoriale ndaj Kosov\u00ebs, por at\u00eb kur t\u00eb arrihen kushtet e p\u00ebrshtatshme, pra n\u00eb momentin e volitsh\u00ebm. Ata thon\u00eb se koha punon p\u00ebr ta, meq\u00ebn\u00ebse\u00a0 ka nd\u00ebrrime n\u00eb\u00a0 planin global t\u00eb marr\u00ebdh\u00ebnieve t\u00eb fuqive t\u00eb m\u00ebdha, duke mendur para s\u00eb gjithash p\u00ebr forcimin e Rusis\u00eb n\u00eb marr\u00ebdh\u00ebniet nd\u00ebrkomb\u00ebtare.<\/h2>\n<h2>Sipas tyre strategjia m\u00eb e mir\u00eb politike e Serbis\u00eb ndaj Kosov\u00ebs \u00ebsht\u00eb ngrirja e konfliktit. Opsioni tjet\u00ebr \u00ebsht\u00eb: n\u00ebse Serbia n\u00ebn shantazh t\u00eb fuqive t\u00eb m\u00ebdha i duhet me l\u00ebshua p\u00eb dhe me e p\u00ebrmbush zgjidhjen e imponuar t\u00eb tyre, at\u00ebher\u00eb ajo nuk duhet t\u00eb n\u00ebnshkruaj kurrfar\u00eb dokumenti detyrues, n\u00eb m\u00ebnyr\u00eb q\u00eb n\u00eb momentin e volitsh\u00ebm historik, me t\u00eb \u201dmir\u00eb apo me forc\u00eb\u201d t\u00eb b\u00ebj reintegrimin e Kosov\u00ebs n\u00eb sistemin juridiko-politik t\u00eb Serbis\u00eb.<\/h2>\n<h2>Tubimet e tilla serbe dhe diskutimet e pjes\u00ebmarr\u00ebsve n\u00eb to, d\u00ebshmojn\u00eb se serbizimi i madh kurr nuk shuhet, ai vet\u00ebm se qet\u00ebsohet n\u00eb rrethana gjeopolitike t\u00eb pa p\u00ebrshtatshme p\u00ebr t\u00eb. Andaj, shpeshher\u00eb maskohet si jo i rreziksh\u00ebm dhe anakron, duke i p\u00ebrdorur sikur vektor persona shkencor, kulturor, politik\u00eb dhe fetar, e n\u00eb momentin e duhur kalon prej tyre n\u00eb masat popullore serbe.<\/h2>\n<h2>Mir\u00ebpo, sikurse ideologjia utopiste, serbizmi i madh \u00ebsht\u00eb i gjall\u00eb, madje dhe n\u00eb ato momente kur duket se nuk ka kurr far\u00eb shprese p\u00ebr t\u00eb mbijetuar, e jo m\u00eb p\u00ebr tu zbatuar.<\/h2>\n<h2>Sot \u00ebsht\u00eb e qart\u00eb, se Serbia e ka humb luft\u00ebn me NATO-n n\u00eb Kosov\u00eb, dhe e ka n\u00ebnshkrua kapitulimin. Kurse, n\u00eb an\u00ebn tjet\u00ebr, p\u00ebrs\u00ebri Kosova \u00ebsht\u00eb n\u00ebn mbrojtjen e NATO-s\u00eb. Prandaj, disktimet e tilla nacionaliste nuk duhet t\u00eb jen\u00eb shum\u00eb shqetsuese, por as t\u00eb n\u00ebn\u00e7mohen.<\/h2>\n<h2>\u00c7ka duhet b\u00ebr?<\/h2>\n<h2>Vet\u00eb fakti se organizimi i tribunave dhe tryezave t\u00eb rrumbullakta p\u00ebr Reintegrimin e Kosov\u00ebs n\u00eb S\u00ebrbi, flet\u00eb p\u00ebr gj\u00ebndjen shpit\u00ebrore t\u00eb shoq\u00ebris\u00eb serbe, n\u00eb ve\u00e7anti t\u00eb opinionit t\u00eb saj intelektual. Idet\u00eb e tilla nuk kan\u00eb t\u00eb b\u00ebjn\u00eb me nj\u00eb politik reale, por mitologjike, p\u00ebr \u00e7ka nuk ka sh\u00ebrim. P\u00ebr ithtar\u00ebt e till\u00eb pushtimi i tokave t\u00eb huaja \u00ebsht\u00eb detyr\u00eb e shenjt\u00eb dhe nj\u00ebheri \u00ebsht\u00eb arsyeja e vetekzistenc\u00ebs s\u00eb tyre.<\/h2>\n<h2>Kishte me qen\u00eb naivitet me i konsiderua tubimet dhe diskutimet e tilla si budallaki, sepse ideja e Serbis\u00eb s\u00eb madhe sikurse nj\u00eb s\u00ebmundje epidemike ekziston dhe mbijeton tashm\u00eb disa shekuj dhe se gjithmon\u00eb manifestohet n\u00eb koh\u00ebn kur p\u00ebr at\u00eb arrihen kushtet e volitshme. Ajo mund t\u00eb kap\u00ebrcej dhe gjenerata, periudha t\u00eb t\u00ebra, por kurr n\u00eb t\u00eb v\u00ebrtet\u00eb nuk shuhet apo vdes\u00eb.<\/h2>\n<h2>P\u00ebrgjigja e vetme p\u00ebr k\u00ebt\u00eb fenomen t\u00eb politik\u00ebs dhe ides\u00eb pushtuese serbe \u00ebsht\u00eb q\u00eb shqiptar\u00ebt e Kosov\u00ebs, institucinet shtet\u00ebrore dhe t\u00eb gjitha resurset shoq\u00ebrore duhet t\u00eb jen\u00eb t\u00eb vetdijsh\u00ebm n\u00eb \u00e7do moment ndaj saj; Kosova si shtet duhet n\u00eb vazhdim\u00ebsi t\u00eb forcohet, mos me l\u00ebjua krijimin e rrethanave t\u00eb tilla, n\u00eb t\u00eb cilat Serbia mund t\u00eb orvatet p\u00ebr send\u00ebrtimin e ides\u00eb s\u00eb saj p\u00ebr Serbin\u00eb e madhe. Konkretisht p\u00ebr shqiptar\u00ebt ajo do t\u00eb thot\u00eb me qen\u00eb gjithmon vigjilent, t\u00eb zgjuar dhe sy\u00e7el\u00eb, por para s\u00eb gjithash me i siguruar levrat e vet\u00ebmbrojtjes efektive dhe kapacitetet politike, diplomatike dhe ushtarake t\u00eb cilat vet\u00eb iden\u00eb e agresionit serbomadh me e \u00e7vler\u00ebsuar dhe me e b\u00ebr t\u00eb pamundur t\u00eb p\u00ebs\u00ebritet. N\u00eb ve\u00e7anti kosova n\u00eb fush\u00ebn e diplomacis\u00eb duhet t\u00eb ket\u00eb kuadra me kapacicete t\u00eb m\u00ebdha profesionale politike, me njohuri t\u00eb larta empirike dhe teorike.
