Udh\u00ebtimi im i par\u00eb n\u00eb Kosov\u00eb ishte n\u00eb n\u00ebntor t\u00eb vitit 1989 p\u00ebr t\u00eb sfiduar Sllobodan Millosheviqin rreth okupimit brutal ushtarak t\u00eb Kosov\u00ebs n\u00eb marsin paraprak dhe p\u00ebr t\u2019i takuar gazetar\u00ebt dhe aktivist\u00ebt e t\u00eb Drejtave t\u00eb Njeriut (Zenun \u00c7elajn, Zekeria Canan dhe t\u00eb tjer\u00ebt) fshehurazi n\u00eb sht\u00ebpit\u00eb e tyre dhe p\u00ebr t\u00eb raportuar p\u00ebrs\u00ebri te miqt\u00eb tan\u00eb n\u00eb Kongresin e SHBA-s\u00eb, kongresist\u00ebt\u00a0 Tom Lantos e Ben Gilman dhe senatorin Bob Dole.<\/p>\n

Kam takuar Dr. Ibrahim Rugov\u00ebn n\u00eb at\u00eb udh\u00ebtim kur ai ishte kreu i \u201cShoqat\u00ebs letrare t\u00eb Kosov\u00ebs\u201d dhe mendova se ai mund t\u00eb fillonte nj\u00eb l\u00ebvizje demokratike n\u00eb Kosov\u00eb. Liga Qytetare Shqiptaro-Amerikane ngriti fonde p\u00ebr ta sjell\u00eb at\u00eb dhe dymb\u00ebdhjet\u00eb koleg\u00eb t\u00eb tij akademik\u00eb dhe<\/p>\n

t\u00eb shoq\u00ebris\u00eb civile n\u00eb Shtetet e Bashkuara n\u00eb prill t\u00eb vitit 1990, p\u00ebr t\u00eb d\u00ebshmuar n\u00eb nj\u00eb seanc\u00eb t\u00eb p\u00ebrbashk\u00ebt t\u00eb Senatit dhe t\u00eb Sht\u00ebpis\u00eb s\u00eb SHBA-s\u00eb p\u00ebr k\u00ebrc\u00ebnimin e Sllobodan Millosheviqit dhe regjimit t\u00eb tij diktatorial dhe komunist ndaj aspiratave demokratike t\u00eb Kosov\u00ebs, t\u00eb Sllovenis\u00eb, t\u00eb Kroacis\u00eb dhe t\u00eb Bosnj\u00ebs. Duke par\u00eb zhvillimin e partive politike dhe t\u00eb zgjedhjeve dhe nevoj\u00ebn p\u00ebr nj\u00eb qeveri p\u00ebr t\u00eb menaxhuar nj\u00eb shoq\u00ebri shumic\u00eb shqiptare dhe t\u00eb gjith\u00eb njer\u00ebzit n\u00eb Kosov\u00eb, i shoh problemet ekonomike dhe d\u00ebshtimet demokratike sot m\u00eb qart\u00eb se kurr\u00eb m\u00eb par\u00eb.<\/p>\n

Pas shum\u00eb zgjedhjesh q\u00eb nga p\u00ebrfundimi i luft\u00ebs s\u00eb NATO-s n\u00eb qershor 1999 dhe gjykimit ndaj Sllobodan Millosheviqit n\u00eb Gjykat\u00ebn Penale Nd\u00ebrkomb\u00ebtare p\u00ebr ish-Jugosllavin\u00eb, n\u00eb Hag\u00eb m\u00eb 2002-n, dhe edhe pas njohjes s\u00eb pavar\u00ebsis\u00eb s\u00eb Kosov\u00ebs nga SHBA-ja n\u00eb vitin 2008, Kosova mbetet e ndar\u00eb m\u00eb shum\u00eb se kurr\u00eb.<\/p>\n

Zgjedhjet e fundit konfirmojn\u00eb edhe nj\u00eb her\u00eb se Qeveria e Kosov\u00ebs \u00ebsht\u00eb e bazuar kryesisht n\u00eb patronazhin e partive politike dhe t\u00eb personaliteteve me pak transparenc\u00eb. Kjo ka penguar nj\u00eb evolucion natyror n\u00eb nj\u00eb demokraci pjes\u00ebmarr\u00ebse, nj\u00eb ekonomi tregu e bazuar n\u00eb pun\u00eb reale (jo em\u00ebrime dhe patronazh), duke i l\u00ebn\u00eb kosovar\u00ebt t\u00eb varur nga remitancat nga jasht\u00eb dhe t\u00eb cenuesh\u00ebm nga nd\u00ebrhyrjet e vazhdueshme t\u00eb Serbis\u00eb.<\/p>\n

Th\u00ebn\u00eb shkurtimisht, ekonomia dhe e ardhmja e Kosov\u00ebs \u00ebsht\u00eb b\u00ebr\u00eb peng i partive, i patronazhit dhe i personaliteteve t\u00eb korruptuara politike. Dhe kjo i ka lejuar disave q\u00eb t\u00eb b\u00ebhen jasht\u00ebzakonisht t\u00eb pasur p\u00ebr shkak t\u00eb lidhjeve me parti politike, nd\u00ebrsa shumica mbetet relativisht e varf\u00ebr dhe e varur nga remitancat, nga familjet jasht\u00eb vendit, kryesisht n\u00eb Shtetet e Bashkuara dhe n\u00eb Evrop\u00ebn Per\u00ebndimore.<\/p>\n

Pse ka aq shum\u00eb politikan\u00eb n\u00eb Kosov\u00eb q\u00eb q\u00ebndrojn\u00eb shum\u00eb mir\u00eb ekonomikisht? E para se, partit\u00eb politike drejtohen si klube private, duke shp\u00ebrndar\u00eb vende pune p\u00ebr vota dhe besnik\u00ebri partiake, jo p\u00ebr merit\u00eb dhe nuk po promovojn\u00eb t\u00eb mirat publike p\u00ebr t\u00eb gjith\u00eb popullin e Kosov\u00ebs.<\/p>\n

Gjithashtu, ekziston nj\u00eb munges\u00eb e madhe e transparenc\u00ebs rreth asaj se si \u00ebsht\u00eb akumuluar pasuria n\u00eb Kosov\u00eb dhe kush me t\u00eb v\u00ebrtet\u00eb zot\u00ebron pasurit\u00eb n\u00eb Kosov\u00eb dhe cil\u00ebt politikan\u00eb t\u00eb korruptuar i kan\u00eb fshehur pasurit\u00eb e fituara ilegalisht n\u00eb bankat zvicerane apo t\u00eb Qipros.<\/p>\n

Kjo munges\u00eb transparence ka krijuar munges\u00eb t\u00eb besimit t\u00eb publikut n\u00eb mesin e qytetar\u00ebve t\u00eb Kosov\u00ebs.<\/p>\n

K\u00ebrkimi i fuqis\u00eb politike dhe i pasuris\u00eb nga \u201clider\u00ebt\u201d politik\u00eb ka \u00e7uar n\u00eb nj\u00eb ekonomi t\u00eb tipit mafioz, ku korrupsioni dep\u00ebrton n\u00eb t\u00eb gjitha nivelet e qeverisjes, duke i shtyr\u00eb njer\u00ebzit e arsimuar t\u00eb largohen nga Kosova p\u00ebr t\u00eb punuar dhe p\u00ebr t\u00eb jetuar diku tjet\u00ebr, ligj\u00ebrisht apo ilegalisht.<\/p>\n

My first trip to Kosova was in November 1989 to challenge Slobodan Milosevic about the brutal military occupation of Kosova the preceding March and to meet Albanian journalists and human rights activists (Zenun Celaj, Zakariah Canaj, and others) secretly in their homes to report back to our friends in the US Congress\u2014Congressmen Tom Lantos and Ben Gilman and Senator Bob Dole. I met Dr. Ibrahim Rugova on that trip when he was the head of the \u201cliterary association of Kosova\u201d and thought that he could begin a democratic movement in Kosova. The Albanian American Civic League raised funds to bring him and twelve of his academic and civil society colleagues to the United States in April 1990 to testify in a joint US Senate and House hearing about the threat of Slobodan Milosevic and his dictatorial, Communist regime to the democratic aspirations of Kosova, Slovenia, Croatia, and Bosnia. The rest is history. Looking back at the development of political parties and elections, and the need for a government to manage an overwhelmingly Albanian majority society for all people in Kosova, I see the economic problems and democratic failures today clearer than ever. After so many elections since the NATO war ended in June 1999, and the criminal trial of Slobodan Milosevic in the International Criminal Tribunal for the Former Yugoslavia in The Hague in 2002, and even after the US recognition of Kosova\u2019s independence in 2008, Kosova is divided more than ever. The recent elections confirm once again that Kosova\u2019s government is based mainly on political party patronage and personalities with little transparency. This has prevented a natural evolution to a participatory democracy, a market economy based on real jobs (not on political appointments and patronage), leaving Kosovars dependent on remittances from abroad and vulnerable to continuing interference by Serbia. In short, Kosova\u2019s economy and future has become a hostage to parties, patronage, and corrupt political personalities. And this has allowed some to get extraordinarily rich with political party connections, while the majority remains relatively poor and dependent on remittances from families abroad, mainly in the United States and Western Europe. Why are so many politicians in Kosova very well off economically? For one, political parties are run like private clubs, dispensing jobs for votes and party loyalty, not for merit, and they are not promoting the public good for all the people of Kosova. Also, there is a gross lack of transparency about how wealth is accumulated in Kosova, and who really owns assets in Kosova and which corrupt politicians have stashed away ill-gotten gains in Swiss or Cyprus banks. This lack of transparency has created a lack of public trust among Kosova\u2019s citizens. The quest for political power and wealth by political \u201cleaders\u201d has led to a mafia-type economy where corruption permeates all levels of government, pushing educated people to leave Kosova to work and live elsewhere, legally or illegally.<\/p>\n
