Patjet\u00ebr jo portal si ato t\u00eb Kosov\u00ebs q\u00eb ua z\u00ebn\u00eb frym\u00ebn klasave e klaneve politike por m\u00eb ndryshe. <!--more-->Portali i shp\u00ebrblyer \u00ebsht\u00eb i nj\u00eb kategorie tjet\u00ebr, \u00ebsht\u00eb vet\u00eb kategoria asociale, e paintegruar dhe q\u00eb asnj\u00ebher\u00eb nuk mund t\u00eb p\u00ebrfaq\u00ebsoj\u00eb diaspor\u00ebn shqiptare si\u00e7 \u00ebsht\u00eb aktualisht, as n\u00eb Zvic\u00ebr e askund tjet\u00ebr. Projekte t\u00eb llojit financohen me pare shtetesh (t\u00eb huaja e t\u00eb vetat) p\u00ebr q\u00ebllime politike vet\u00ebm sa p\u00ebr ta mbajtur gjall\u00eb mitin e t\u00eb djatht\u00ebve rreth paintegrueshm\u00ebris\u00eb s\u00eb grupeve t\u00eb caktuara t\u00eb t\u00eb huajve dhe p\u00ebr t\u2019iu sh\u00ebrbyer ambasadave dhe ministrive p\u00ebr mobilizim publiku n\u00eb raste promovimesh. Ato s\u2019jan\u00eb as 0.5% e diaspor\u00ebs. Asaj diaspore q\u00eb nuk e njohin qeverit\u00eb shqiptare.<\/p>\n<p>*<\/p>\n<p>Rreth dy vite u trumbetua ideja dhe p\u00ebrgatitja e samitit t\u00eb diaspor\u00ebs q\u00eb k\u00ebtyre dit\u00ebve u mbajt n\u00eb Tiran\u00eb. Paraprakisht MPJ e Shqip\u00ebris\u00eb, respektivisht nj\u00eb staf i ngritur enkas p\u00ebr k\u00ebt\u00eb pun\u00eb nuk la shqiptar q\u00eb jeton sidomos vendeve t\u00eb per\u00ebndimit pa ia k\u00ebrkuar personaliet dhe q\u00eb nga forma e komunikimit implikonte lutjen p\u00ebr angazhim n\u00eb samitin n\u00eb fjal\u00eb. Qysh nga m\u00ebnyra e komunikimit u la t\u00eb kuptohet se t\u00eb ngarkuarit i ishin v\u00ebn\u00eb n\u00eb gjurm\u00eb t\u00eb asaj diaspor\u00ebs s\u00eb para 30-viteve e jo k\u00ebsaj aktuales, k\u00ebrkonin pra at\u00eb \u00abgastarbajteren\u00bb, \u00abbanuesen masive t\u00eb burgjeve\u00bb, at\u00eb t\u00eb \u00abkuvendeve stacioneve hekurudhore\u00bb dhe q\u00eb gjith\u00eb dit\u00ebn konsumonte birra t\u00eb lira dhe luftonte verbalisht me pushk\u00eb e bajoneta kund\u00ebr gjith\u00eb armiqve t\u00eb duksh\u00ebm e paduksh\u00ebm t\u00eb atdheut.<\/p>\n<p>Q\u00eb aty u pa se Samiti nuk ka asnj\u00eb analiz\u00eb paraprake se me \u00e7\u2019 diaspore ka t\u00eb b\u00ebj\u00eb, se nuk di \u00e7ka ndodh\u00eb n\u00eb bot\u00eb, jasht\u00eb. E n\u00ebp\u00ebrmjet nj\u00eb portali t\u00eb till\u00eb nuk hyhet bot\u00ebve t\u00eb panjohura. D\u00ebshtoi p\u00ebr k\u00ebt\u00eb arsye Samiti i Tiran\u00ebs? Apo u ekzagjeruan pritshm\u00ebrit\u00eb?<\/p>\n<p>*<\/p>\n<p><strong>Kush ishte e kush s\u2019ishte aty?<\/strong><\/p>\n<p>Ministrat kosovar\u00eb si Valon Murati, Enver Hoxhaj ishin aty; kryetar\u00eb kuvendesh komunale nga Ulqini; njer\u00ebz nga Pollogu i Maqedonis\u00eb defilonin para pallateve t\u00eb arkitektur\u00ebs endesocialiste; njer\u00ebz me origjin\u00eb nga \u00c7am\u00ebria e Kalabria poashtu ishin t\u00eb ftuar.<\/p>\n<p>Diaspor\u00eb k\u00ebta? Jo. Ose po brenda portalit panglosik t\u00eb kryeministrit shqiptar, p\u00ebr t\u2019ia ftoh t\u00eb dyve bashk\u00eb si Volterit ashtu edhe Leibniz-it.<\/p>\n<p>Diaspor\u00eb mir\u00ebpo, ata aty nuk ishin \u2013 jo n\u00eb kuptimin vet\u00ebp\u00ebrceptues t\u00eb fjal\u00ebs.<\/p>\n<p>Aty nuk pam\u00eb figura t\u00eb njohura dhe t\u00eb suksesshme me origjin\u00eb shqiptare nga Zvicra, Gjermania, Franca, SHBA-t\u00eb apo prej diku tjet\u00ebr. Nuk pati shkenc\u00ebtar\u00eb, deputet\/e parlamenteve t\u00eb demokracive t\u00eb zhvilluara per\u00ebndimore, nuk pati ligj\u00ebrues universiteteve t\u00eb bot\u00ebs, nuk pati manaxher\u00eb bankash, hotelesh, kompanish zvicerane, gjermane e gjetiu, as mjek\u00eb \u2013 udh\u00ebheq\u00ebs klinikash bot\u00ebs nuk u duk\u00ebn fare aty, as figura t\u00eb njohura k\u00ebndej si akter\u00eb t\u00eb shoq\u00ebrive civile nuk pati, as gazetar\u00eb e redaktor\u00eb mediash t\u00eb huaja, nuk pati as njer\u00ebz t\u00eb origjin\u00ebs q\u00eb punojn\u00eb si drejtues e funksionar\u00eb administratash shtet\u00ebrore t\u00eb huaja q\u00eb merren me diasporat, as njer\u00ebz t\u00eb kultur\u00ebs q\u00eb dridhin bot\u00ebn me z\u00ebrin dhe artet tjera, sportist\u00eb edhe m\u00eb hi\u00e7, as njoh\u00ebsit edhe m\u00eb sip\u00ebrfaq\u00ebsor\u00eb t\u00eb diasporave si teori dhe praktik\u00eb nuk ishin aty.<\/p>\n<p>Po jo k\u00ebtyre u tha Edi Rama \u00abt\u00eb ket\u00eb m\u00ebsuar shum\u00eb prej tyre\u00bb, por tjer\u00ebve. Kujt?<\/p>\n<p>Kush qe aty?<\/p>\n<p>Nj\u00eb portal i shoq\u00ebruar me ca gra fisnike p\u00ebrfaq\u00ebsonte Zvicr\u00ebn. \u00cbsht\u00eb ai portali i Valon Muratit dhe ambasad\u00ebs kosovare n\u00ebp\u00ebrmjet t\u00eb cilit tash e dekada menaxhojn\u00eb kontaktet me getot e fundit shqiptare n\u00eb Zvic\u00ebr, geto q\u00eb jan\u00eb vet\u00eb k\u00ebta se tjerat jan\u00eb t\u00eb imagjinuara p\u00ebr mbijetes\u00eb sociale apo p\u00ebr q\u00ebllime politike ose sajohen mobilizuesh\u00ebm 15-20 veta kur ambasadave dhe tjer\u00ebve iu duhet publik. Tjer\u00ebt, nga vendet tjera, pa i ofenduar, por t\u00eb panjohur, dukeshin patriot\u00eb q\u00eb e duan aq shum\u00eb vendin e tyre t\u00eb origjin\u00ebs dhe udh\u00ebtojn\u00eb ku t\u2019i thirr\u00eb m\u00ebm\u00ebdheu! Tjer\u00eb nuk pati. Numrin m\u00eb t\u00eb madh e p\u00ebrb\u00ebnin politikan\u00ebt e dy shteteve shqiptare.<\/p>\n<p>*<\/p>\n<p>Nj\u00ebri nga njoh\u00ebsit m\u00eb brilant t\u00eb diasporave\u00a0<em>Samuel N. Eisanstadt<\/em>\u00a0e ka nj\u00eb metafor\u00eb t\u00eb shk\u00eblqyeshme, sot t\u00eb pavlefshme, rreth perceptimit reciprok n\u00eb relacionin atdhe -diaspor\u00eb. Sipas k\u00ebtij koncepti emigranti \u00ebsht\u00eb si nj\u00eb \u00ablule, e cila shk\u00ebputet me rr\u00ebnj\u00eb dhe mund t\u00eb vazhdoj\u00eb jet\u00ebn vet\u00ebm n\u00ebse ngulitet n\u00eb nj\u00eb dh\u00e9 me kushte t\u00eb nj\u00ebjta klimatike ku mund t\u00eb rijet\u00ebsoj\u00eb s\u00ebrish rr\u00ebnj\u00ebt\u00bb [R.G.B. and Social Inregration.1954:175-185]. Kjo don\u00eb t\u00eb thot\u00eb se shqiptari mbetet shqiptar vet\u00ebm at\u00ebher\u00eb kur ik\u00eb nga Shqip\u00ebria n\u00eb nj\u00eb Shqip\u00ebri tjet\u00ebr. E pasi s\u2019ka Shqip\u00ebri tjet\u00ebr n\u00eb k\u00ebt\u00eb glob k\u00ebrkimi dhe gjetja e t\u00eb\u00a0<em>nj\u00ebjtit\u00a0<\/em>n\u00eb diaspor\u00eb implikon v\u00ebrtet t\u00eb paintegrueshmin shoq\u00ebrive tjera. Tjer\u00ebt, at\u00eb t\u00eb integruarit nuk joshen kur i k\u00ebrkon i nisur nga ky model mental, si\u00e7 i k\u00ebrkonte Shqip\u00ebria p\u00ebr k\u00ebt\u00eb samit. Jo se jan\u00eb m\u00eb pak\u00eb patriot\u00eb, porse ata ndihen qesharak ta b\u00ebjn\u00eb poz\u00ebn e shqiptarit t\u00eb p\u00ebrkryer atje ku jetojn\u00eb vet\u00eb shqiptar\u00ebt dhe s\u00eb dyti ata nuk jan\u00eb t\u00eb nj\u00ebjt\u00eb ngase kan\u00eb kaluar n\u00eb nj\u00eb proces t\u00eb akulturimit dhe enkulturimit, kan\u00eb p\u00ebrjetuar nj\u00eb desocializim nga kolektivizmi dhe nj\u00eb resocializim si individ\u00eb dhe plot\u00eb procese tjera q\u00eb si duket profesionist\u00ebt e tem\u00ebs vendeve t\u00eb origjin\u00ebs nuk i njohin ose s\u2019i p\u00ebrfillin p\u00ebr ta mbledhur \u00abkopen\u00eb\u00bb n\u00eb raste performancash politike [Han. Sociologjia e migracionit. 2005: 114-115].<\/p>\n<p>T\u00eb detektosh sot \u00abnomad\u00ebt postmodern\u00eb\u00bb [Baub\u00f6ck: 2012: 21-33] me filiala q\u00eb k\u00ebmbeduar luftojn\u00eb me nj\u00eb kolektiviz\u00ebm imagjinar p\u00ebr t\u00eb shp\u00ebtuar veten si mohikan\u00ebt e fundit t\u00eb rilindjes komb\u00ebtare t\u00eb shekullit 19 nga \u00abalienimi\u00bb \u00ebsht\u00eb sikur t\u00eb d\u00ebshirosh q\u00ebllimisht mos v\u00ebsh kontakt me diaspor\u00ebn shqiptare n\u00eb bot\u00eb, at\u00eb realen, at\u00eb t\u00eb individ\u00ebve q\u00eb s\u2019 kontaktojn\u00eb ore\u00e7ast me klubet e emigrant\u00ebve asocial\u00eb.<\/p>\n<p>Gati 30 filozof\u00ebt, historian\u00ebt dhe sociolog\u00ebt m\u00eb me nam t\u00eb bot\u00ebs q\u00eb nga tashm\u00eb i shuari Judt, Bauman, Bhaba, Snyder, Sassen, Anderson e plot\u00eb tjer\u00eb [P\u00ebrmbledhja nga Charim\/Borea n\u00eb: Modeli jet\u00ebsor diaspora \u2013 mbi nomad\u00ebt modern\u00eb: 2012] p\u00ebrshkruajn\u00eb hart\u00ebn strukturore, temat, mund\u00ebsit\u00eb dhe transferimet e mundshme intelektuale q\u00eb diasporat, si nj\u00eb lloj motori t\u00eb \u00abtransnacionalizimit t\u00eb demokracis\u00eb, lirive, dijes, resurseve, p\u00ebrvojave\u00bb, u sh\u00ebrbejn\u00eb sidomos shoq\u00ebrive t\u00eb mbetura mbrapa p\u00ebr t\u00eb kapur p\u00ebrparimin, ashtu si\u00e7 b\u00ebn\u00eb diasporat e tyre p\u00ebr Italin\u00eb, Amerik\u00ebn latine dhe Izraelin natyrisht si shembullin lapidar. N\u00eb vend se kreator\u00ebt e Samiteve t\u00eb nisen nga k\u00ebto paradigma e skema praktike n\u00eb k\u00ebrkim t\u00eb shqiptarit t\u00eb suksessh\u00ebm n\u00eb diaspor\u00eb p\u00ebr ta absorbuar at\u00eb si model brenda ata ftuan t\u00eb nj\u00ebjtin si brenda, pra mobilizuan ata q\u00eb ende mend\u00ebrisht e si histori biografike s\u2019shkoqen dot nga \u00abatdheu\u00bb, e si t\u00eb till\u00eb nuk u vlejn\u00eb as diaspor\u00ebs as Shqip\u00ebris\u00eb.<\/p>\n<p>*<\/p>\n<p>Pritshm\u00ebrit\u00eb ndaj Samitit \u2013 nga jasht\u00eb \u2013 ishin pik\u00ebrisht ato q\u00eb nuk ndodh\u00ebn. Shum\u00ebkush e kuptoi Samitin \u2013 ashtu si konferencat e Kosov\u00ebs me m\u00ebrgimtar\u00eb \u2013 se aty do t\u00eb ftohen \u00abmodele\u00bb t\u00eb suksesshme, t\u00eb formuara jasht\u00eb qoft\u00eb n\u00eb mendim, n\u00eb kultur\u00eb, sh\u00ebndet\u00ebsi, politik\u00eb, shkenc\u00eb, sport q\u00eb do t\u00eb ligj\u00ebronin nj\u00eb projekt jo t\u00eb arriturave personale por do t\u00eb p\u00ebrshkruanin se si funksionon sistemi n\u00eb fush\u00ebn p\u00ebrkat\u00ebse atje ku \u00ebsht\u00eb ai dhe \u00e7ka mund t\u00eb b\u00ebnte ai p\u00ebr shoq\u00ebrin\u00eb shqiptare n\u00eb k\u00ebt\u00eb drejtim -mund\u00ebsisht me nj\u00eb propozim konkret. Teorik\u00ebt, njoh\u00ebsit e paradigmave mbi diasporat poashtu munguan, pik\u00ebrisht ata q\u00eb kan\u00eb studiuar diasporat tjera dhe relacionet e tyre me vendet e origjin\u00ebs. Mungoi pra gjith\u00e7ka.<\/p>\n<p>Duke u nisur nga k\u00ebto qasje t\u00eb shteteve ndaj diaspor\u00ebs, nga k\u00ebto samite dhe konferenca t\u00eb llojit edhe pse paragjykuese m\u00eb shum\u00eb, por duken t\u00eb arsyeshme nervozat e njer\u00ebzve atje, se pse iu shpifen k\u00ebta t\u00eb diaspor\u00ebs kur shohin se si i sjellin hoteleve, muzeve, zhvatin pare projektesh e shp\u00ebrblime p\u00ebr kot e gjithandej me paret e taksapaguesve pa asnj\u00eb efekt pozitiv n\u00eb mos m\u00eb shum\u00eb bllokues.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Shkruan: Jon Leka &nbsp; Edi Rama urren portalet.
