Si \u00ebsht\u00eb e mundur q\u00eb i humb\u00ebm kullat masivisht, pa m\u00eb t\u00eb voglin merak p\u00ebr to? Perandoria e gurit, krahas qytezave antike, k\u00ebshtjellave, urave, kishave t\u00eb mo\u00e7me, e ka fytyr\u00ebzuar veten t\u00eb gdhendja e qosheve dhe portave t\u00eb kullave, jo m\u00eb pak se te guri i mullirit me t\u00eb cilin bluhej buka e p\u00ebrdishme. Kulla ka qen\u00eb e luft\u00ebs dhe e paqes, e pushk\u00ebs dhe lahut\u00ebs, e dashuris\u00eb, po dhe e ngujimit. Realiteti historik i saj ka qen\u00eb unik p\u00ebr nga mbijetesa dhe duhet kuptuar si i till\u00eb e as p\u00ebr\u00e7muar, as \u00a0rapsodizuar. Nuk mund t\u00eb kishte epos, kanun, kuvend, rend, pleq\u00ebsi dhe aristokraci t\u00eb maleve, kushtrime \u00e7lirimtare t\u00eb mal\u00ebsor\u00ebve pa kull\u00ebn. Kulla ishte selia e vet\u00ebqeverisjes dhe e prijes. Vet\u00ebm n\u00eb nj\u00eb kull\u00eb mal\u00ebsie mund t\u00eb shqiptohej formula hamletiane \u201chall me rrue e gjyq me vdek\u201d. Kulla ishte e vetmja fortes\u00eb q\u00eb nuk ra dhe kur ran\u00eb kalat\u00eb e qyteteve dhe kultura e orientit gjeti terren p\u00ebr t\u2019u zhvilluar, duke e st\u00ebrfar\u00eb jo pak tradit\u00ebn autentike shqiptare dhe nd\u00ebrruar besimin.<\/p>\n<p>Shqiptari ka qen\u00eb artist n\u00eb shpirt dhe kur ka jetuar n\u00eb maje t\u00eb malit. Nuk kishin r\u00ebnd\u00ebsi katet e kull\u00ebs, dy, tre apo kat\u00ebr, por pesha e fjal\u00ebs q\u00eb maturohej aty. Mjafton t\u00eb shoh\u00ebsh se si ai e gdhendte gurin apo drurin. Edhe bariu q\u00eb mund t\u00eb mos kishte r\u00ebn\u00eb kurr\u00eb n\u00eb qytet ishte artist i lindur, k\u00ebndonte k\u00ebng\u00eb akapelo (pa shoq\u00ebrim muzikor), gdhendte furka, blixha e boshte p\u00ebr t\u00eb tjerrur perin dhe i shiste ato vegla dekorative n\u00eb pazarin e Milotit apo t\u00eb Prizrenit. N\u00eb shum\u00eb sht\u00ebpi mjeshtrit kishin atelien\u00eb e tyre t\u00eb punimit t\u00eb \u00e7iftelive, djepave, arkave t\u00eb teshave, rafteve etj. En\u00ebt e dheut, t\u00eb formave dhe madh\u00ebsive t\u00eb ndryshme, tullat dhe tjegullat gjithashtu i shkrolonte gjith\u00eb ojna para se t\u2019i shtinte n\u00eb furr\u00eb. Grat\u00eb nuk e piqnin buk\u00ebn pa e \u201cqendisur\u201d p\u00ebrsip\u00ebr me lule dhe forma t\u00eb tjera dekoruese. Gjer kryqet e varreve ishin plot me stilizime fytyrash, shqiponjash dhe simbolesh pagane, ilire e arbnore. Qytet\u00ebrimi i ka l\u00ebn\u00eb prapa forma t\u00eb tilla t\u00eb artit klasik aplikativ, dhe pse nd\u00ebrtuesit e bujtinave alpine p\u00ebrpiqen ta p\u00ebrfshijn\u00eb kull\u00ebn n\u00eb ngrehinat e tyre turistike, si P\u00ebrparim La\u00e7i n\u00eb \u201ckull\u00ebn\u201d e tij n\u00eb kodrat e gjelb\u00ebrta t\u00eb qytetit t\u00eb Puk\u00ebs, ku pisha \u00ebsht\u00eb mbret\u00ebresha e bjeshk\u00ebs, aq e pasur nga natyra dhe aq e varf\u00ebruar nga njeriu i pam\u00ebshirsh\u00ebm i tranzicionit.<\/p>\n<p>Kulla ka patur spektaklin dhe teatralitetin e vet. Mund ta harronte mikun, t\u00eb ftuarin e t\u00eb paftuarin \u00e7do protokoll shtet\u00ebror, por jo k\u00ebnga e dasm\u00ebs q\u00eb rendiste \u201cdeshar\u00ebt\u201d, ata q\u00eb venin me dash p\u00ebrdore n\u00eb dasma, apo \u00e7onin dhurata t\u00eb tjera, por sidomos i pagabuesh\u00ebm ishte vaji i grave, kryekrejet atyre mirditore, i p\u00ebrpikt\u00eb dhe n\u00eb rreshtimin e njer\u00ebzve sipas af\u00ebrsis\u00eb s\u00eb tyre me t\u00eb vdekurin po dhe grad\u00ebs shoq\u00ebrore. Padyshim kulmi i ritualit mortor ishte rasti kur i vdekuri (b\u00ebhet fjal\u00eb p\u00ebr burra n\u00eb z\u00eb t\u00eb r\u00ebn\u00eb nga pushka) vendosej n\u00eb karrige si i gjall\u00eb. Buzmi bujar ishte nj\u00eb tjet\u00ebr shfaqje e mahnitshme e bot\u00ebs mal\u00ebsore lidhur me pjellorin\u00eb e tok\u00ebs dhe t\u00eb bag\u00ebtive. Kjo ishte kulla shqiptare, n\u00eb fillim nj\u00eb ngrehin\u00eb prej druri, e qysh nga shekulli XVII, ndokund dhe m\u00eb par\u00eb, prej guri. Th\u00ebn\u00eb ndryshe kulla nuk ishte thjesht\u00eb prej muresh, frenxhish dhe gjam\u00ebsh, por prej nj\u00eb shpirti t\u00eb pasur artistik, q\u00eb m\u00eb par\u00eb se k\u00ebng\u00ebt e vajit kishte krijuar ninullat e djepit. Ndaj kur themi sot se po bien kullat, pik\u00ebs\u00ebpari \u00ebsht\u00eb fjala p\u00ebr bjerrjen e k\u00ebtij visari shpirt\u00ebror kulturor autentik. Kulla ka folur shqip dhe \u00ebsht\u00eb nj\u00eb alfabet i gurt\u00eb i kujtes\u00ebs q\u00eb na b\u00ebn nder sot e gjithmon\u00eb.<\/p>\n<p>E v\u00ebrteta \u00ebsht\u00eb q\u00eb kullat nuk kan\u00eb r\u00ebn\u00eb sot, por gjysm\u00eb shekulli m\u00eb par\u00eb, me vitin 1967, kur dhe ato filluan t\u00eb shiheshin si relike t\u00eb s\u00eb kaluar\u00ebs. A nuk ishin th\u00ebn\u00eb aty urat\u00eb e shqiptuar lutje? A nuk ishin mbajtur aty kuvende t\u00eb odave? A nuk kishin ligj\u00ebruar aty kapidan\u00eb e bajraktar\u00eb? E, pra, si mund t\u00eb ishin ato prap\u00eb sht\u00ebpi t\u00eb koh\u00ebs s\u00eb Partis\u00eb? Sht\u00ebpi t\u00eb koh\u00ebs \u201csocialiste\u201d ishin sht\u00ebpit\u00eb e thjeshta katrore model elbasan\u00e7e, t\u00eb gjitha uniforme. K\u00ebto ishin tashm\u00eb sht\u00ebpit\u00eb popullore t\u00eb koh\u00ebs s\u00eb partis\u00eb. T\u00eb tilla nd\u00ebtoi qeveria dhe kur ran\u00eb t\u00ebrmete. Nuk mund t\u00eb nd\u00ebrtonte m\u00eb mal\u00ebsori kulla dy e tre katshe, pasi p\u00ebr regjimin ato ishin shfaqje t\u00eb s\u00eb kaluar\u00ebs patriarkale. Kishte r\u00ebn\u00eb e vetmja arkitektur\u00eb e gurit dhe e skalitjes n\u00ebp\u00ebr sht\u00ebpia, p\u00ebrpos rrudhjes s\u00eb funksioneve t\u00eb banes\u00ebs. Por kjo tashm\u00eb \u00ebsht\u00eb nj\u00eb \u00e7eshtje q\u00eb u p\u00ebrket studimeve, problemi sot \u00ebsht\u00eb tjet\u00ebr. Natyrisht q\u00eb nuk mund t\u00eb ruhen e t\u00eb kthehen n\u00eb identitet t\u00eb gjitha kullat, pasi jan\u00eb qindra dhe jo t\u00eb gjitha e kan\u00eb kaluar cakun e t\u00eb qenit thjesht\u00eb banes\u00eb e zakonshme. Por jan\u00eb ca kulla monumentale q\u00eb kurr\u00ebsesi nuk duhej t\u00eb kishim lejuar t\u00eb shuheshin si t\u00eb mos kishin qen\u00eb. Dy-tre muaj m\u00eb par\u00eb specialist\u00ebt e deg\u00ebs s\u00eb monumenteve t\u00eb kultur\u00ebs Lezh\u00eb u fokusuan t\u00eb kryekulla e Troj\u00ebs n\u00eb P\u00ebrlat, monument i kategoris\u00eb s\u00eb par\u00eb qysh prej vitit 1973, nj\u00eb kryevep\u00ebr e llojit. N\u00eb strukturat e saj murore ata ve\u00e7ojn\u00eb portikun madh\u00ebshtor, n\u00eb harmoni me gjith\u00eb element\u00ebt e tjer\u00eb arkitektonik\u00eb, si harku ose qemeri monolit me motive dekorative, punuar n\u00eb m\u00ebnyr\u00eb t\u00eb rafinuar n\u00eb form\u00eb t\u00eb dh\u00ebmb\u00ebzuar; gjithashtu n\u00eb an\u00ebn e majt\u00eb t\u00eb k\u00ebsaj porte spikasin dy basorelieve me motive pagane dhe ilire, q\u00eb paraqesin diellin e stilizuar dhe gjarp\u00ebrin, nd\u00ebrsa n\u00eb an\u00ebn e djatht\u00eb v\u00ebrehen konturet e nj\u00eb kali me shal\u00eb. Nj\u00eb monument jo i zakonsh\u00ebm, q\u00eb na fajson t\u00eb gjith\u00ebve ngapak, edhe pse kambanat p\u00ebr t\u00eb kan\u00eb r\u00ebn\u00eb para m\u00eb shum\u00eb se dhjet\u00eb vitesh n\u00eb shtyp, n\u00eb gazet\u00ebn \u201cShekulli\u201d etj. T\u00eb par\u00ebt tan\u00eb i nd\u00ebrtuan me mjeshtri t\u00eb lart\u00eb kullat e tyre princ\u00ebrore, ne pasardh\u00ebsit e tyre nuk i mbajm\u00eb dot as n\u00eb k\u00ebmb\u00eb. Ky \u00ebsht\u00eb m\u00eb t\u00eb v\u00ebrtet\u00eb nj\u00eb alarm i madh! P\u00ebr institucionet shtet\u00ebrore, p\u00ebr shoqatat e fondacionet e ndryshme q\u00eb merren me trash\u00ebgimin\u00eb kulturore. Si do t\u2019ua provojm\u00eb brezave q\u00eb vijn\u00eb se kemi patur nj\u00eb kultur\u00eb materiale dhe shpirt\u00ebrore t\u00eb sh\u00ebnuar? Se kemi qen\u00eb jo vet\u00ebm poet\u00eb t\u00eb folkut, por dhe artist\u00eb t\u00eb gurit e drurit. Apo, ku do t&#8217;i \u00e7ojm\u00eb turist\u00ebt p\u00ebr t\u00eb par\u00eb t\u00eb kaluar\u00ebn ton\u00eb? N\u00eb g\u00ebrmadha&#8230;<\/p>\n<p>N\u00eb k\u00ebt\u00eb zgrip ku kan\u00eb r\u00ebn\u00eb, a mund t\u2019i kthej\u00eb shteti n\u00eb identitet t\u00eb gjitha kullat monumentale t\u00eb rr\u00ebnuara k\u00ebto nj\u00ebzet e pes\u00eb vite, kur nuk po iu del p\u00ebrzot sa duhet as kalave dhe rr\u00ebnojave t\u00eb qytezave ilire? Asesi jo! Por ka disa m\u00ebnyra nd\u00ebrhyrjeje, nga disa aktor\u00eb. I pari \u00ebsht\u00eb vet\u00eb i zoti i kull\u00ebs, ai q\u00eb ia di vler\u00ebn m\u00eb shum\u00eb se askush asaj. N\u00eb Spa\u00e7 \u00ebsht\u00eb nj\u00eb 70-vje\u00e7ar q\u00eb e mban gjall\u00eb kull\u00ebn e tij dyshekullore, pasardh\u00ebsi i kreut tradicional t\u00eb bajrakut, Zef Ndoci, nd\u00ebr t\u00eb rrall\u00ebt burra zakoni e nj\u00ebher\u00ebsh intelektual\u00eb t\u00eb koh\u00ebs, q\u00eb priste n\u00eb sht\u00ebpin\u00eb e tij Baron Nop\u00e7\u00ebn, por shkonte dhe n\u00eb Vjen\u00eb kur ia donte puna e prijes. Edhe n\u00eb Selit\u00eb kull\u00ebn e njohur monument t\u00eb Gjikolajve e kan\u00eb restauruar familjar\u00ebt. Pas dyzet bujtinave t\u00eb v\u00ebna n\u00eb funksionim vitet e shkuara n\u00eb Theth, Valbon\u00eb e Puk\u00eb, me mb\u00ebshtetjen e GIZ, Ministris\u00eb s\u00eb Kultur\u00ebs etj., ka filluar t\u00eb ket\u00eb dhe nisma t\u00eb tjera n\u00eb kuadrin e zhvillimit t\u00eb ekoturizmit. Pak dit\u00eb m\u00eb par\u00eb n\u00eb Rubik, n\u00ebn kujdesin e bashkis\u00eb Mirdit\u00eb, fal\u00eb politikave t\u00eb zhvillimit rajonal t\u00eb Qarkut t\u00eb Lezh\u00ebs, u b\u00eb nj\u00eb takim p\u00ebrmbyll\u00ebs i restaurimit t\u00eb tri bujtinave p\u00ebr mikpritjen e turist\u00ebve, hap konkret p\u00ebr l\u00ebvrimin e turizmit malor. Ishte nj\u00eb projekt i menaxhuar nga Instituti i K\u00ebrkimeve Urbane, me mb\u00ebshtetjen e agjensis\u00eb austriake p\u00ebr zhvillim etj. Restaurimi i bujtinave, harta turistike e zon\u00ebs, sinjalistika, guida turistike shqip dhe anglisht, trajnimi i banor\u00ebve, nj\u00eb dokumentar televiziv dhe koncerti i ansamblit \u201cMirdita\u201d ishte e gjitha. Ky \u00ebsht\u00eb nj\u00eb lajm i mir\u00eb, q\u00eb nga zgjedhja e fjal\u00ebs shqipe bujtin\u00eb dhe jo si n\u00eb disa raste t\u00eb tjera n\u00eb veri kur gabimisht \u00ebsht\u00eb p\u00ebrdorur fjala \u201chan\u201d. Projekte t\u00eb ngjashme rivitalizimi t\u00eb kullave t\u00eb vjetra jan\u00eb financuar dhe nga shoqata austriake e drejtuar nga Marianne Graf n\u00eb Shul-Bat\u00ebr t\u00eb Matit etj.<\/p>\n<p>Po n\u00eb fshatrat e larg\u00ebt ku njer\u00ebzit kan\u00eb ikur t\u00eb gjith\u00eb, si do t\u2019i b\u00ebhet? Gjithmon\u00eb ka zgjidhje, di\u00e7ka mund b\u00ebhet dhe n\u00eb k\u00ebto raste. Mund t\u00eb ket\u00eb kujdestari t\u00eb deg\u00ebve t\u00eb monumenteve t\u00eb kultur\u00ebs, rrjet vullnetar\u00ebsh punonj\u00ebsish t\u00eb kultur\u00ebs, operator\u00ebsh turistik\u00eb etj.
