Prandaj, k\u00ebrkohet ndryshimi i diplomacis\u00eb (ve\u00e7an\u00ebrisht asaj ekonomike) n\u00eb stil, thelb dhe form\u00eb si nj\u00eb domosdoshm\u00ebri q\u00eb duhet formuluar n\u00eb kuad\u00ebr t\u00eb nj\u00eb bote shum\u00ebpolare dhe do t\u00eb ishte mir\u00eb t\u00eb fillohej me nj\u00eb rrug\u00ebzgjidhje t\u00eb re drejt \u00e7\u00ebshtjeve t\u00eb pazgjidhura t\u00eb bashk\u00ebpunimit ekonomik n\u00eb rajon dhe nd\u00ebrmjet rajonit e BE \u2013 s\u00eb, ve\u00e7an\u00ebrisht, vendeve an\u00ebtare t\u00eb BE \u2013 s\u00eb q\u00eb kan\u00eb mund\u00ebsi investuese n\u00eb rajon. P\u00ebrpjekjet p\u00ebr t\u00eb zgjidhur problemet e bashk\u00ebpunimit ekonomik brenda rajonit dhe me vendet an\u00ebtare t\u00eb BE \u2013 s\u00eb k\u00ebrkojn\u00eb negociata t\u00eb tipit \u201cmerr dhe jep\u201d me q\u00ebllim q\u00eb t\u00eb gjendet opsioni m\u00eb i mir\u00eb, q\u00eb k\u00ebnaq nj\u00ebkoh\u00ebsisht interesat e p\u00ebrbashk\u00ebta t\u00eb rajonit dhe t\u00eb secilit vend. Por a kan\u00eb qen\u00eb t\u00eb suksesshme qeverit\u00eb e vendeve t\u00eb Ballkanit n\u00eb adaptimin e ndryshimeve q\u00eb po ndodhin n\u00eb bot\u00eb? Si do t\u00eb p\u00ebrgatiteshin k\u00ebto vende p\u00ebr t\u2019iu p\u00ebrshtatur zhvendosjeve t\u00eb fuqis\u00eb relative t\u00eb ekonomis\u00eb bot\u00ebrore dhe cilat do t\u00eb ishin ndryshimet e parashikuara n\u00eb kontekstin dhe kuadrin e diplomacis\u00eb ekonomike? Ka shum\u00eb ide q\u00eb mund t\u00eb propozohen, por m\u00eb interesante duken tre prej tyre q\u00eb vijojn\u00eb: <span style=\"text-decoration: underline;\">gjuha<\/span>: diplomat\u00ebt dhe zyrtar\u00ebt e tjer\u00eb mb\u00ebshteten mbi komunikimin dhe, t\u00eb kuptuarit e gjuh\u00ebs s\u00eb nj\u00ebri \u2013 tjetrit, \u00ebsht\u00eb fillimi dhe fundi; ata nuk duhet t\u00eb mb\u00ebshteten (tep\u00ebr) te p\u00ebrkthyesit pasi kjo gj\u00eb gj\u00eb do t\u00eb pengonte mjaft nd\u00ebrtimin e marr\u00ebdh\u00ebnieve; <span style=\"text-decoration: underline;\">normat dhe p\u00ebrvoja kulturore<\/span>: njohurit\u00eb dhe t\u00eb kuptuarit e p\u00ebrvoj\u00ebs kulturore t\u00eb ekonomive t\u00eb vendeve n\u00eb zhvillim (n\u00eb tranzicion) \u00ebsht\u00eb vendimtare p\u00ebr t\u00eb parashikuar se si mund t\u00eb fillonin t\u00eb ndryshonin normat dhe institucionet egzistuese n\u00eb vitet q\u00eb vijn\u00eb; parashikim do t\u00eb thot\u00eb nj\u00eb shans p\u00ebr ta pasur pakon (e dokumenteve t\u00eb bashk\u00ebpunimit) para syve; <span style=\"text-decoration: underline;\">motivimi ekonomik i vendeve t\u00eb rajonit<\/span>: t\u00eb kuptuarit e historis\u00eb ekonomike, rasteve ekonomike t\u00eb koh\u00ebs (jo vet\u00ebm an\u00ebt e forta), synimet e koh\u00ebs, projektet, d\u00ebshirat dhe interesat e ekonomive t\u00eb rajonit (popujve dhe qeverive t\u00eb tyre) do ta b\u00ebnte shum\u00eb m\u00eb tep\u00ebr t\u00eb suksesshme diplomacin\u00eb ekonomike; d\u00ebshtimi p\u00ebr t\u00eb vepruar n\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb, nga ana tjet\u00ebr, mund t\u00eb ngrinte keqkuptimet. Nd\u00ebrvar\u00ebsia ekonomike globale i nxit shtetet ta ven\u00eb diplomacin\u00eb ekonomike n\u00eb ball\u00eb t\u00eb axhend\u00ebs s\u00eb tyre t\u00eb politik\u00ebs s\u00eb jashtme dhe p\u00ebr ta kuptuar m\u00eb mir\u00eb nj\u00eb gj\u00eb t\u00eb till\u00eb po i referohemi citateve q\u00eb vijon\u00eb: \u201cPeriudha e globalizimit ka ngritur n\u00eb m\u00ebnyr\u00eb dometh\u00ebn\u00ebse r\u00ebnd\u00ebsin\u00eb e diplomacis\u00eb ekonomike madje aq shum\u00eb sa varet nga niveli i nd\u00ebrveprimeve t\u00eb saj ekonomike me pjes\u00ebn tjet\u00ebr t\u00eb bot\u00ebs.\u201d. \u201cDy detyrat tona kryesore t\u00eb ambasad\u00ebs ton\u00eb jan\u00eb qarkullimi i informacionit t\u00eb p\u00ebrshtatsh\u00ebm p\u00ebr ekzekutiv\u00ebt francez\u00eb (CEO) rreth mund\u00ebsive t\u00eb investimit dhe leht\u00ebsimi m\u00eb i madh i dialogut praktik direkt nd\u00ebrmjet partner\u00ebve francez\u00eb dhe gjerman\u00eb, t\u00eb cil\u00ebt do t\u00eb ishin n\u00eb gjendje t\u00eb identifikonin fushat e reja t\u00eb bashk\u00ebpunimit.\u201d. K\u00ebto dy citate jan\u00eb marr\u00eb nga gazeta indiane \u201cThe Hindu\u201d: i pari, i p\u00ebrket ambasadorit gjerman dhe i dyti, i p\u00ebrket ambasadorit francez (Bernard de Monteferrand) n\u00eb Indi, q\u00eb zbulojn\u00eb k\u00ebshtu bot\u00ebn n\u00eb t\u00eb cil\u00ebn operon diplomacia moderne. Tregtia \u00ebsht\u00eb b\u00ebr\u00eb nj\u00eb prej detyrave t\u00eb tyre m\u00eb t\u00eb r\u00ebnd\u00ebsishme t\u00eb dit\u00ebs, duke treguar qart\u00eb se n\u00eb t\u00eb ardhmen roli i siguris\u00eb ekonomike do t\u00eb jet\u00eb nj\u00eb pjes\u00eb tjet\u00ebr e jet\u00ebs diplomatike. Me pak fjal\u00eb diplomacia ekonomike e vendeve t\u00eb Ballkanit Per\u00ebndimor mund t\u00eb p\u00ebrkufizohet si nj\u00eb t\u00ebr\u00ebsi veprimtarish (sipas metodave dhe proceseve p\u00ebr vendim \u2013 marrjen nd\u00ebrkomb\u00ebtare) lidhur me veprimtarit\u00eb nd\u00ebrkufitare (eksportin, importin, investimin, huadh\u00ebnien, ndihm\u00ebn, migrimin) q\u00eb ndjekin aktor\u00ebt shtet\u00ebror\u00eb dhe joshtet\u00ebror\u00eb n\u00eb bot\u00ebn reale, e cila n\u00eb m\u00ebnyr\u00eb tipike p\u00ebrb\u00ebhet nga tre element\u00ebt e m\u00ebposht\u00ebm: <span style=\"text-decoration: underline;\">P\u00ebrdorimi i influenc\u00ebs politike dhe marr\u00ebdh\u00ebnieve<\/span> p\u00ebr t\u00eb promovuar dhe\/ose influencuar tregtin\u00eb nd\u00ebrkomb\u00ebtare dhe investimet, p\u00ebr t\u00eb p\u00ebrmir\u00ebsuar funksionimin e tregjeve dhe\/ose adresuar d\u00ebshtimet e tregut dhe p\u00ebr t\u00eb zvog\u00ebluar kostot dhe risqet e transaksioneve nd\u00ebrkufitare (q\u00eb p\u00ebrfshijn\u00eb t\u00eb drejtat e pron\u00ebsis\u00eb); n\u00eb m\u00ebnyr\u00eb tipike kjo n\u00ebnfush\u00eb e diplomacis\u00eb ekonomike p\u00ebrmban politik\u00ebn tregtare, por gjithashtu shum\u00eb veprimtari t\u00eb organizatave joqeveritare q\u00eb jan\u00eb p\u00ebrkat\u00ebse n\u00eb k\u00ebt\u00eb drejtim. <span style=\"text-decoration: underline;\">P\u00ebrdorimi i aseteve ekonomike dhe marr\u00ebdh\u00ebniet<\/span> p\u00ebr t\u00eb rritur koston p\u00ebr t\u00eb shmangur konfliktin dhe p\u00ebr t\u00eb forcuar p\u00ebrfitimet e nd\u00ebrsjella t\u00eb bashk\u00ebpunimit dhe marr\u00ebdh\u00ebnieve politikisht stab\u00ebl p\u00ebr t\u00eb rritur sigurin\u00eb ekonomike; kjo n\u00ebnfush\u00eb p\u00ebrmban si politikat strukturore ashtu dhe marr\u00ebdh\u00ebniet e dyan\u00ebshme tregtare q\u00eb synojn\u00eb n\u00eb arritjen e modeleve t\u00eb ve\u00e7anta gjeografike tregtare), si dhe shtremb\u00ebrimin politik t\u00eb tregtis\u00eb dhe investimit ashtu sikund\u00ebr shihet n\u00eb rastin e bojkoteve dhe t\u00eb embargove. <span style=\"text-decoration: underline;\">M\u00ebnyrat p\u00ebr t\u00eb konsoliduar klim\u00ebn e drejt\u00eb politike dhe mjedisin nd\u00ebrkomb\u00ebtar politik dhe ekonomik<\/span> p\u00ebr t\u00eb leht\u00ebsuar dhe vendosur k\u00ebto objektiva; kjo n\u00ebnfush\u00eb mbulon negociatat shum\u00ebpal\u00ebshe dhe \u00ebsht\u00eb fush\u00eb e organizatave nd\u00ebrkomb\u00ebtare dhe institucioneve t\u00eb tilla si OBT, OECD, BE dhe CEFTA 2006. N\u00eb k\u00ebt\u00eb dekad\u00eb tregjet emergjente jan\u00eb burimi kryesor i rritjes ekonomike, t\u00eb cil\u00ebt llogariten p\u00ebr 80 p\u00ebr qind t\u00eb totalit t\u00eb prodhimit bot\u00ebror dhe n\u00eb k\u00ebto rrethana nga diplomacia ekonomike e vendeve t\u00eb Ballkanit Per\u00ebndimor dhe pjes\u00ebs tjet\u00ebr t\u00eb Europ\u00ebs Juglindore, k\u00ebrkohet krijimi i siguris\u00eb ekonomike, koncept q\u00eb p\u00ebrkufizohet si siguri q\u00eb bazohet mbi, ose nd\u00ebrtohet n\u00eb marr\u00ebdh\u00ebniet nd\u00ebrkomb\u00ebtare ekonomike (t\u00eb tilla si tregtia n\u00eb mallra dhe sh\u00ebrbime dhe rrjedhat e kapitalit), ku, natyrsh\u00ebm, diplomacia ekonomike duhet t\u00eb luaj\u00eb nj\u00eb rol t\u00eb duksh\u00ebm dhe mund t\u00eb siguroj\u00eb sistemin e menaxhimit t\u00eb riskut p\u00ebr situatat kritike nd\u00ebrkomb\u00ebtare dhe realitetet e reja globale. Diplomacia ekonomike \u00ebsht\u00eb nj\u00eb prej fushave m\u00eb interesante t\u00eb shkenc\u00ebs ekonomike, e cila ka nj\u00eb nevoj\u00eb t\u00eb madhe p\u00ebr njohje dhe zhvillim t\u00eb m\u00ebtejsh\u00ebm dhe kjo gj\u00eb p\u00ebr shkak se nuk do t\u00eb kaloj\u00eb shum\u00eb koh\u00eb para se t\u00eb jemi n\u00eb nj\u00eb bot\u00eb e cila do t\u00eb jet\u00eb t\u00ebr\u00ebsisht ndryshe nga kjo e sotmja.<\/p>\n<p>Prandaj duhen konsideruar: s\u00eb pari, diferencat nd\u00ebrmjet vendeve n\u00eb zhvillim dhe n\u00eb tranzicion n\u00eb diplomacin\u00eb e tyre ekonomike q\u00eb, pjes\u00ebrisht, pasqyrojn\u00eb diferencat n\u00eb evolucionin e p\u00ebrgjigjes s\u00eb tyre p\u00ebr mjedisin e jasht\u00ebm; shpesh ato i ndjekin interesat e tyre varf\u00ebrisht, gjithashtu duke b\u00ebr\u00eb pun\u00eb q\u00eb nuk p\u00ebrputhet me k\u00ebrkesat e koh\u00ebs n\u00eb diplomacin\u00eb e tyre politike; ministria e jashtme mbetet nj\u00eb ishull i izoluar, me nj\u00eb rrjet dhe zyrtar\u00eb q\u00eb nuk p\u00ebrputhen me k\u00ebrkesat e koh\u00ebs, si dhe nj\u00eb pal\u00eb tjet\u00ebr joshtet\u00ebrore. N\u00eb m\u00ebnyr\u00eb t\u00eb kund\u00ebrt, kur struktura qeveritare punon n\u00eb unison, me nj\u00eb pro\u00e7es vendim \u2013 marrje q\u00eb \u00ebsht\u00eb i hapur p\u00ebr informacion nga nj\u00eb komunitet i gj\u00ebr\u00eb t\u00eb interesuarish p\u00ebr t\u00eb nj\u00ebjtin problem, gjenden modele t\u00eb rolit m\u00eb t\u00eb mir\u00eb t\u00eb diplomacis\u00eb ekonomike; s\u00eb dyti, politikat e sh\u00ebndosha ekonomike brenda vendit dhe diplomacia ekonomike efektive shkojn\u00eb s\u00ebbashku. Rritja ekonomike prodhon kapacitetin p\u00ebr ta projektuar vendin jasht\u00eb kufijve; nj\u00eb cik\u00ebl i till\u00eb virtuoz operon fuqish\u00ebm n\u00eb at\u00eb q\u00eb joshja e zmadhuar prodhon nj\u00eb klim\u00eb t\u00eb pranueshme p\u00ebr marketingun e vendit. Por veprimet individuale dhe sistemike mbeten thelb\u00ebsore nj\u00eblloj, gj\u00eb q\u00eb, pjes\u00ebrisht, shpjegon p\u00ebrse disa vende e b\u00ebjn\u00eb m\u00eb mir\u00eb se t\u00eb tjer\u00ebt; s\u00eb treti, kombinimi i pun\u00ebve t\u00eb jashtme me tregtin\u00eb e jashtme \u00ebsht\u00eb nj\u00eb mjet i fuqish\u00ebm p\u00ebr sinergji, p\u00ebr arsye se pothuajse k\u00ebshtu mund t\u00eb funksionojn\u00eb marr\u00ebveshjet reale t\u00eb p\u00ebrbashk\u00ebta, nj\u00eb koncept t\u00eb cilit i ka ardhur koha; s\u00eb kat\u00ebrti, ministria e jashtme nevojitet t\u00eb investojn\u00eb aft\u00ebsi profesionale ekonomike n\u00eb rrjetin e tyre diplomatik dhe t\u00eb hapen kundrejt partner\u00ebve t\u00eb tyre ekonomik, duke shk\u00ebmbyer personelin, me programe trajnimi p\u00ebr agjensit\u00eb funksionale ekonomike, biznesmen\u00ebt dhe personelin e ministris\u00eb s\u00eb jashtme; s\u00eb pesti, sistemet e menaxhimit ekonomik mund t\u00eb p\u00ebrfitojn\u00eb nga t\u00eb m\u00ebsuarit e nd\u00ebrsjell\u00eb, duke analizuar modelte e praktikave m\u00eb t\u00eb mira.
