{"id":5162,"date":"2015-05-22T18:34:06","date_gmt":"2015-05-22T18:34:06","guid":{"rendered":"http:\/\/revistakuvendi.org\/?p=5162"},"modified":"2015-05-22T18:34:06","modified_gmt":"2015-05-22T18:34:06","slug":"kosova-dhe-bashkepunimi-rajonal","status":"publish","type":"post","link":"https:\/\/revistakuvendi.org\/?p=5162","title":{"rendered":"Kosova dhe bashk\u00ebpunimi rajonal"},"content":{"rendered":"<p><strong>Nga Kasem Seferi<\/strong><\/p>\n<p><strong><em>Pedagog, Ish-keshilltar i Presidentit te Republikes<\/em><\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>Zhvillimi ekonomik dhe shoq\u00ebror i Kosov\u00ebs \u00ebsht\u00eb pik\u00ebrisht sfida n\u00eb lidhje me stabilizimin politik t\u00eb Kosov\u00ebs; pra, analizuar n\u00eb kuad\u00ebr t\u00eb ideve m\u00eb t\u00eb hershme n\u00eb lidhje me bashk\u00ebpunimin ekonomik, ideja e nj\u00eb zone t\u00eb p\u00ebrbashk\u00ebt ekonomike nd\u00ebrmjet Shqip\u00ebris\u00eb dhe Kosov\u00ebs,<!--more--> \u00ebsht\u00eb nj\u00eb derivat i ides\u00eb q\u00eb, n\u00eb fakt, p\u00ebrshin Shqip\u00ebrin\u00eb, Kosov\u00ebn, Maqedonin\u00eb dhe Malin e Zi, q\u00eb nga pik\u00ebpamja ligjore nd\u00ebrkomb\u00ebtare justifikohet me marr\u00ebveshjen e njohur si CEFTA 2006. N\u00eb kontekstin e m\u00ebsip\u00ebrm, ideja e nj\u00eb zone t\u00eb p\u00ebrbashk\u00ebt ekonomike duhet t\u00eb mb\u00ebshtetet n\u00eb tre parimet baz\u00eb t\u00eb m\u00ebposhtme (q\u00eb rekomandohen nga komuniteti nd\u00ebrkomb\u00ebtar): (1) \u00e7\u00ebshtja e Kosov\u00ebs ka nj\u00eb dimension t\u00eb fort\u00eb rajonal, prandaj \u00e7do zgjidhje duhet t\u00eb marr\u00eb n\u00eb konsiderat\u00eb k\u00ebt\u00eb dimension rajonal nd\u00ebrkoh\u00eb q\u00eb n\u00eb t\u00eb nj\u00ebjt\u00ebn koh\u00eb t\u2019u p\u00ebrshtatet ndjeshm\u00ebrive komb\u00ebtare. N\u00eb k\u00ebndv\u00ebshtrimin e specifikave rajonale rrug\u00ebzgjidhja realiste dhe funksionale \u00ebsht\u00eb vendimtare. \u00c7do rrug\u00ebzgjidhje q\u00eb t\u00eb \u00e7on drejt nj\u00eb zgjidhje utopike do t\u00eb ngrinte probleme n\u00eb nj\u00eb zon\u00eb me popullsi, histori dhe aspirata heterogjene. Rrug\u00ebzgjidhja duhet t\u00eb k\u00ebrkoj\u00eb n\u00eb m\u00ebnyr\u00eb t\u00eb domosdoshme dallimin nd\u00ebrmjet perceptimeve dhe realiteteve, si p\u00ebr shembull, diferenc\u00ebn nd\u00ebrmjet riskut real dhe atij t\u00eb perceptuar, nd\u00ebrmjet treguesve ekonomik\u00eb dhe t\u00eb dh\u00ebnave ekonomike reale (dhe\/ose t\u00eb fshehura), si dhe nd\u00ebr parashikimeve publike dhe objektivave t\u00eb arritsh\u00ebm. Format e ndryshme t\u00eb zhvillimit t\u00eb bashk\u00ebpunimit rajonal nd\u00ebrkufitar me fqinj\u00ebt, por gjithashtu forma nd\u00ebrrajonale dhe\u00a0<strong>lokale<\/strong>\u00a0t\u00eb bashk\u00ebpunimit, n\u00eb lidhje me ekonomin\u00eb, shoq\u00ebrin\u00eb dhe kultur\u00ebn. Nj\u00eb form\u00eb relative e p\u00ebrparuar tashm\u00eb ekziston me Shqip\u00ebrin\u00eb n\u00eb nivelin\u00a0<strong>lokal:\u00a0<\/strong>p\u00ebr shembull f\u00ebmij\u00ebt kosovar\u00eb mund t\u00eb shkojn\u00eb n\u00eb shkolla n\u00eb Shqip\u00ebri, n\u00eb qoft\u00eb se shkollat e tyre i kan\u00eb shum\u00eb larg (dhe e kund\u00ebrta me shqiptar\u00ebt n\u00eb Kosov\u00eb); nismat e tjera lokale, por shum\u00ebpal\u00ebshe, kan\u00eb qen\u00eb nj\u00ebfar\u00ebsoji t\u00eb suksesshme dhe duhen inkurajuar. Politika e zgjerimit t\u00eb BE \u2013 s\u00eb ka qen\u00eb p\u00ebr nj\u00eb koh\u00eb t\u00eb gjat\u00eb strategjia kryesore e demokratizimit, nj\u00eb mjet i fuqish\u00ebm, n\u00eb gjendje p\u00ebr t\u00eb sjell\u00eb ndryshimin real t\u00eb regjimit q\u00eb SHBA mund ta arrinte me v\u00ebshtir\u00ebsi madje edhe duke shfyt\u00ebzuar burime shum\u00eb t\u00eb m\u00ebdha, por kjo ka qen\u00eb e qart\u00eb p\u00ebr nj\u00eb koh\u00eb nuk \u00ebsht\u00eb m\u00eb nj\u00eb nxit\u00ebs i fuqish\u00ebm i till\u00eb p\u00ebr reformat demokratike n\u00eb vendet fqinj t\u00eb BE \u2013 s\u00eb (p\u00ebrfshi kryesisht vendet e Ballkanit Per\u00ebndimor). P\u00ebrve\u00e7 Kroacis\u00eb, Maqedonis\u00eb ose Malit t\u00eb Zi, zgjerimi i m\u00ebtejsh\u00ebm nuk po tregon gjasa n\u00eb lidhje me perspektiv\u00ebn afatmesme, t\u00eb pakt\u00ebn nd\u00ebrkoh\u00eb q\u00eb BE nuk k\u00ebrkon t\u00eb ratifikoj\u00eb dhe m\u00eb pas t\u00eb vej\u00eb n\u00eb jet\u00eb Traktatin e Lisbon\u00ebs.\u00a0\u00a0Pa nxit\u00ebsin e zgjerimit, BE \u2013 s\u00eb i nevojitet t\u00eb kombinoj\u00eb nj\u00eb rrug\u00ebzgjidhje bazuar n\u00eb vlera me nxit\u00ebs t\u00eb tjer\u00eb t\u00eb v\u00ebrtet\u00eb p\u00ebr t\u00eb stimuluar qeverisjen e mir\u00eb dhe demokratizimin n\u00eb vendet fqinj\u00eb t\u00eb BE \u2013 s\u00eb. Veprimet e BE dhe SHBA n\u00eb fqinj\u00ebsin\u00eb e BE plot\u00ebsojn\u00eb nj\u00ebra \u2013 tjetr\u00ebn, por rrall\u00eb bashk\u00ebrendohen, me p\u00ebrjashtim t\u00eb vendeve t\u00eb Ballkanit Per\u00ebndimor n\u00eb nj\u00ebfar\u00eb shkalle; nuk ka bashk\u00ebpunim intensiv BE \u2013 SHBA n\u00eb zon\u00ebn e fqinj\u00ebsis\u00eb per\u00ebndimore t\u00eb BE. Megjith\u00ebat\u00eb, objektivi p\u00ebr ta p\u00ebrhapur demokracin\u00eb anek\u00ebnd bot\u00ebs, i artikuluar nga administrata e tanishme e SHBA \u00ebsht\u00eb n\u00eb pajtim me d\u00ebshir\u00ebn e BE p\u00ebr t\u00eb par\u00eb demokratizimin m\u00eb t\u00eb gj\u00ebr\u00eb t\u00eb fqinj\u00ebve t\u00eb saj t\u00eb cilat jan\u00eb g\u00ebrryer gradualisht i rib\u00ebjn\u00eb nd\u00ebrveprimet e politik\u00ebs. Pikat e mundshme t\u00eb konvergjenc\u00ebs jan\u00eb:<strong>siguria e energjis\u00eb<\/strong>\u00a0\u2013 nj\u00eb interes i p\u00ebrbashk\u00ebt n\u00eb sigurin\u00eb e rrjedh\u00ebs t\u00eb burimeve t\u00eb energjis\u00eb p\u00ebr Europ\u00ebn, t\u00eb pakt\u00ebn p\u00ebr Turqin\u00eb (q\u00eb konkuron projektet e naft\u00eb\/gazsjell\u00ebsve; SHBA interesohen n\u00eb pjes\u00ebn m\u00eb t\u00eb madhe p\u00ebr kapacitetet e transportit dhe sigurin\u00eb e rrug\u00ebve (por gjithashtu p\u00ebr trajtimin e drejt\u00eb dhe t\u00eb q\u00ebndruesh\u00ebm t\u00eb investitor\u00ebve t\u00eb huaj n\u00eb tregun rus), BE si nj\u00eb konsumator (disa shtete an\u00ebtare varen 100 p\u00ebr qind n\u00eb importet ruse) n\u00eb arritjen e marr\u00ebveshjes komplekse me Rusin\u00eb, duke lejuar nd\u00ebrk\u00ebmbimin e kuadrit t\u00eb saj rregullator p\u00ebr kompanit\u00ebdhe tregun rus t\u00eb energjis\u00eb. Siguria energjis\u00eb \u00ebsht\u00eb nj\u00eb prej faktor\u00ebve kryesor\u00eb q\u00eb influencojn\u00eb marr\u00ebdh\u00ebniet e BE dhe SHBA me vendet e Kaukazit. \u00c7\u00ebshtja mendohet n\u00eb m\u00ebnyr\u00eb t\u00eb ndryshme brenda Europ\u00ebs. Europian\u00ebt per\u00ebndimor\u00eb e lidhin sigurin\u00eb e energjis\u00eb me ndryshimin e klim\u00ebs dhe vendet e Europ\u00ebs Qendrore dhe Lindore shqet\u00ebsohen m\u00eb shum\u00eb me manipulimin e Rusis\u00eb n\u00eb lidhje me burimet e energjis\u00eb p\u00ebr fitime politike;\u00a0<strong>stabiliteti vet\u00eb \u2013 mb\u00ebshtet\u00ebs afatgjat\u00eb n\u00eb vendet e Ballkanit Per\u00ebndimor<\/strong>; me p\u00ebrgjegj\u00ebsin\u00eb e zhvendosjes drejt BE;\u00a0<strong>nevoja p\u00ebr nj\u00eb koncept strategjik t\u00eb Rajonit t\u00eb Detit t\u00eb Zi<\/strong>; rajoni \u00ebsht\u00eb b\u00ebr\u00eb nj\u00eb kufi i ri strategjik p\u00ebr BE, SHBA dhe Rusin\u00eb n\u00eb lidhje me sigurin\u00eb e energjis\u00eb, ngrirjen e konflikteve, lidhjet tregtare, menaxhimin e migrimit dhe fusha t\u00eb tjera ky\u00e7 t\u00eb politik\u00ebs;\u00a0<strong>nevoja p\u00ebr t\u00eb leht\u00ebsuar presionin rus n\u00eb shtetet fqinje<\/strong>; megjith\u00ebat\u00eb, pozicionet n\u00eb p\u00ebrshpejtimin e integrimit t\u00eb shteteve respektive n\u00eb strukturat per\u00ebndimore ndryshojn\u00eb. Ka nj\u00eb divergjenc\u00eb nd\u00ebrmjet SHBA dhe BE mbi mbrojtjen raketore dhe zgjerimin e NATO \u2013 s;\u00a0<strong>nj\u00ebfar\u00eb sinergjie n\u00eb lidhje me interesin n\u00eb zon\u00ebn e Mesdheut<\/strong>; me adoptimin gradualisht t\u00eb BE t\u00eb parimit t\u00eb diferencimit dhe me q\u00ebllime shum\u00eb t\u00eb ngjashme (siguria, energjia, antiterrorizmi, menaxhimi i migrimit). Pikat e mundshme t\u00eb divergjenc\u00ebs jan\u00eb:\u00a0<strong>zgjerimi i NATO \u2013 s<\/strong>\u00a0\u00ebsht\u00eb nj\u00eb mjet i r\u00ebnd\u00ebsish\u00ebm kusht\u00ebzues; p\u00ebrve\u00e7 presionit nga ana e SHBA, shum\u00eb shtete an\u00ebtare jan\u00eb t\u00ebrhequr nga ofrimi Ukrain\u00ebs dhe Gjeorgjis\u00eb nj\u00eb Plan Veprimi t\u00eb An\u00ebtar\u00ebsis\u00eb n\u00eb NATO n\u00eb samitin e Bukureshtit n\u00eb 4 Prill 2008, me zhvillimet n\u00eb Gjeorgji, \u00e7\u00ebshtja \u00ebsht\u00eb b\u00ebr\u00eb vendimtare;\u00a0<strong>politik\u00eb drejt Rusis\u00eb<\/strong>, t\u00eb pakt\u00ebn jo p\u00ebr shkak t\u00eb pozicioneve t\u00eb kund\u00ebrta t\u00eb shteteve an\u00ebtare t\u00eb BE. SHBA n\u00eb m\u00ebnyr\u00eb preferuese i nevojitet Rusia p\u00ebr stabilitet n\u00eb bot\u00eb, p\u00ebrpjekje p\u00ebr siguri dhe antiterroriz\u00ebm, BE synon n\u00eb m\u00ebnyr\u00eb par\u00ebsore n\u00eb sigurin\u00eb e energjis\u00eb; politika e SHBA mbi Rusin\u00eb mund t\u00eb ndryshoj\u00eb me administrat\u00ebn e re amerikane dhe k\u00ebshtu mund q\u00eb politika inkoherente e BE pas pazarit mbi paket\u00ebn e energjis\u00eb (q\u00eb lidh aspektet e brendshme dhe t\u00eb jashtme t\u00eb marr\u00ebdh\u00ebnieve me Rusin\u00eb n\u00eb nj\u00eb strategji); megjith\u00ebat\u00eb, duket se po venitet etosi p\u00ebr nj\u00eb politik\u00eb t\u00eb vetme drejt Rusis\u00eb.
