Ve\u00e7 mir\u00eb do t\u00eb jet\u00eb n\u00ebse thyhet ndonj\u00eb tabu e historis\u00eb, n\u00eb t\u00eb mir\u00eb t\u00eb k\u00ebsaj t\u00eb fundit, kur shkollat e para shqipe (vini re: shkollat e para dhe jo shkoll\u00ebn e par\u00eb!) fatmir\u00ebsisht i kemi dy shekuj e gjysm\u00eb m\u00eb her\u00ebt se \u201cshkolla e par\u00eb\u201d, sakt\u00ebsisht 255 vjet p\u00ebrpara. Se, p\u00ebrve\u00e7se shkolla, si mund t\u2019i quajm\u00eb ndryshe ato \u00e7erdhe t\u00eb dituris\u00eb ku f\u00ebmij\u00ebve u m\u00ebsohej ABC-ja bashk\u00eb me Ungjillin. Nuk duhet t\u00eb na tremb\u00eb ky i fundit, p\u00ebrderisa dhe librin e par\u00eb shqip e kemi nj\u00eb lib\u00ebr ungjillor, si dhe Formul\u00ebn e Pag\u00ebzimit etj. Nuk \u00ebsht\u00eb \u00e7eshtje feje kjo, por arsimi, kulture, identiteti shqiptar, p\u00ebr\u00e7uar n\u00eb k\u00ebr\u00eb rast p\u00ebrmes misionar\u00ebve t\u00eb kish\u00ebs katolike. Zor se historiografia jon\u00eb moderne, e \u00e7liruar nga klishet\u00eb ideologjike t\u00eb s\u00eb kaluar\u00ebs, nuk do ta p\u00ebrfill\u00eb realitetin e atyre shkollave dioqezane, si\u00e7 na vjen p\u00ebrmbar\u00eb t\u2019i quajm\u00eb, ku n\u00eb t\u00eb nj\u00ebjtin rrafsh kulturologjik kemi dhe Kuvendin e Arb\u00ebrit me 1703, monumenti i t\u00eb cilit sapo ka filluar t\u00eb ngrihet. Por dhe ngjarje t\u00eb tjera si k\u00ebto q\u00eb e b\u00ebjn\u00eb me (sadopak) drit\u00eb mesjet\u00ebn e shurdh\u00ebr shqiptare, duke na ftuar ne t\u00eb b\u00ebjm\u00eb detyr\u00ebn ton\u00eb karshi historis\u00eb.<\/p>\n<p>Ja, me k\u00ebso meditimesh p\u00ebr historin\u00eb ton\u00eb arsimore, shkuam k\u00ebt\u00eb 7 Mars n\u00eb qytetin e Lezh\u00ebs, duke shpresuar se vitin tjet\u00ebr do t\u00eb mund t\u00eb mblidhemi si \u201cpelegrin\u00eb\u201d t\u00eb dijes n\u00eb disa nga ato stacione t\u00eb vjetra t\u00eb arsimit shqiptar, p\u00ebr t\u00eb ligjeruar ndonj\u00eb kumtes\u00eb a v\u00ebn\u00eb ndonj\u00eb memorial. DAR Lezh\u00eb k\u00ebt\u00eb her\u00eb e kishte kthyer fytyr\u00ebn nga ana njer\u00ebzore e shkoll\u00ebs, m\u00ebsuesit q\u00eb dilnin n\u00eb pension, t\u00eb cil\u00ebve iu \u201cmerreshin\u201d paksa k\u00ebmbet tek ngjiteshin n\u00eb podium, n\u00eb sall\u00ebn e pallatit t\u00eb kultur\u00ebs, p\u00ebr t\u00eb marr\u00eb flet\u00ebn e mir\u00ebnjohjes, para nj\u00eb auditori t\u00eb madh arsimtar\u00ebsh. A nuk \u00ebsht\u00eb Gjelosh Toma sh\u00ebmb\u00eblltyra e m\u00ebsuesit model, q\u00eb prej 42 vitesh m\u00ebson e edukon nx\u00ebn\u00ebsit e tij n\u00eb shkoll\u00ebn e Zejmenit, duke i formuar ata n\u00eb l\u00ebnd\u00ebn e matematik\u00ebs? Me t\u00eb vetmen medalje, urimin e p\u00ebrzem\u00ebrt t\u00eb nx\u00ebn\u00ebsve t\u00eb tij, pa u dekoruar ndonj\u00ebher\u00eb, pa u shp\u00ebrblyer moralisht, pa u ngritur n\u00eb p\u00ebrgjegj\u00ebsi, e megjithat\u00eb duke qen\u00eb p\u00ebrher\u00eb nj\u00eb edukator i merituar. Falenderimi ishte dhe p\u00ebr t\u00eb gjith\u00eb t\u00eb ngjashmit e tij, m\u00ebsues t\u00eb pasionuar q\u00eb kurr\u00eb nuk pretenduan m\u00eb shum\u00eb se sa moren, nuk u ankuan p\u00ebr kushtet e pun\u00ebs, nuk u lig\u00ebshtuan as kur Shqip\u00ebria kalonte kriza social-politike, por i shtuan p\u00ebrpjekjet p\u00ebr ta nxjerr\u00eb shkoll\u00ebn nga tranzicioni, si nga nj\u00eb l\u00ebngat\u00eb e gjat\u00eb. N\u00eb misionin e tyre kishte vet\u00ebm nj\u00eb \u201cparti\u201d, edukimin e shkollar\u00ebve me drit\u00ebn e dituris\u00eb naimjane, pasi m\u00ebsuesit tan\u00eb jan\u00eb t\u00eb mbrujtuar me vet\u00ebdijen rilindase dhe pedagogjin\u00eb e Pestalocit.<\/p>\n<p>&nbsp;<\/p>\n<p align=\"center\"><strong>Demokracia funksionuese e shkoll\u00ebs<\/strong><\/p>\n<p align=\"center\"><strong>\u00a0<\/strong><\/p>\n<p>Nj\u00eb shoq\u00ebri e hapur nuk mund t\u00eb kuptohet me nj\u00eb shkoll\u00eb t\u00eb \u201cmbyllur\u201d dhe kjo ngjet kur dhe komuniteti merr p\u00ebrgjegj\u00ebsit\u00eb e tij. Pas 90-s shkolla u hap ndaj ndryshimeve demokratike, ndodh\u00ebn ngjarje n\u00eb jet\u00ebn e saj, por ka patur nd\u00ebrkoh\u00eb dhe luhatje mes stilit tradicional dhe atij bashk\u00ebkohor. N\u00eb nj\u00eb shkoll\u00eb t\u00eb mesme qyteti u punua p\u00ebr shum\u00eb vite me idealitet, nga t\u00eb djatht\u00eb e t\u00eb majt\u00eb, me donator\u00eb t\u00eb huaj e projekte, u ngriten klasa kabinet, departamente t\u00eb l\u00ebndeve t\u00eb ndryshme etj. U krijuan kushtet q\u00eb t\u00eb punohej dhe pasditesh nga m\u00ebsues, nx\u00ebn\u00ebs etj. Mir\u00ebpo nd\u00ebrroi \u201ckursi\u201d drejtues p\u00ebr disa koh\u00eb dhe shkoll\u00ebs iu vun\u00eb drynat duke e b\u00ebr\u00eb at\u00eb hermetike (!) Natyrisht q\u00eb k\u00ebt\u00eb lloj disipline formale e p\u00eblqejn\u00eb disa drejtues t\u00eb stilit t\u00eb vjet\u00ebr, pavar\u00ebsisht mosh\u00ebs, por nganj\u00ebher\u00eb kjo i duket pun\u00eb me mend dhe vet\u00eb komunitetit t\u00eb prind\u00ebrve, apo disa zyr\u00ebtar\u00ebve lokal\u00eb me psikologji puniste. Mend\u00ebsia t\u00eb dal\u00eb dikush e t\u2019i b\u00ebj\u00eb zap nx\u00ebn\u00ebsit e m\u00ebsuesit t\u00eb kujton organizat\u00ebn e Frontit, ku m\u00ebsuesit jepnin llogari katund\u00e7e. Ky \u00ebsht\u00eb modeli i d\u00ebshtuar n\u00eb demokraci, tipare t\u00eb t\u00eb cilit jan\u00eb dora e fort\u00eb, stili komandues, trajtimi i stafit me \u201cca t\u00eb n\u00ebn\u00ebs e ca t\u00eb njerk\u00ebs\u201d etj., prandaj shkoll\u00ebs i duhet t\u00eb ik\u00eb prej tij. K\u00ebto jan\u00eb mure dhe shkolla nuk ka nevoj\u00eb p\u00ebr mure, as p\u00ebr ato rrethuese. Demokracia e shkoll\u00ebs \u00ebsht\u00eb nj\u00eb proces q\u00eb k\u00ebrkon vizion t\u00eb koh\u00ebs, p\u00ebrfshirje, p\u00ebrformanc\u00eb etj. Vite m\u00eb par\u00eb ka patur nj\u00eb projekt t\u00eb ndryshimeve demokratike n\u00eb shkoll\u00eb t\u00eb qeveris\u00eb shqiptare me tre partner\u00eb nd\u00ebrkomb\u00ebtar\u00eb, si K\u00ebshilli i Europ\u00ebs, \u201cSoros\u201d dhe Kultur-Kontakt (Austri), q\u00eb do t\u00eb ishte mir\u00eb t\u2019i riktheheshim si filozofi, sa u p\u00ebrket nismave n\u00eb baz\u00eb komuniteti etj. Shkolla nga kuadri ligjor demokratik ka dal\u00eb nga tradicionaliteti, dikur ishin vet\u00ebm tri organet e saj: drejtoria, k\u00ebshilli i m\u00ebsuesve dhe komiteti i prind\u00ebrve, kurse tani jan\u00eb dhe nj\u00eb varg organizmash t\u00eb tjera vendimarr\u00ebse, po q\u00eb duhet t\u00eb fitojn\u00eb m\u00eb shum\u00eb pesh\u00eb, si bordi i shkoll\u00ebs, ekipet l\u00ebndore, qeveria e nx\u00ebn\u00ebsve, sh\u00ebrbimi psikosocial, komisioni i disiplin\u00ebs, komisioni i etik\u00ebs dhe sjelljes, apo sindikatat etj.<\/p>\n<p align=\"center\"><strong>\u00a0<\/strong><\/p>\n<p align=\"center\"><strong>Reform\u00eb arsimore deri kur?<\/strong><\/p>\n<p align=\"center\"><strong>\u00a0<\/strong><\/p>\n<p>Sistemi arsimor n\u00eb Shqip\u00ebri \u00ebsht\u00eb n\u00eb k\u00ebrkim t\u00eb vetvetes, duke u p\u00ebrpjekur p\u00ebr t\u2019u modernizuar n\u00eb ngjasim t\u00eb shkoll\u00ebs europiane, por pa mundur deri tani t\u00eb reformohet cil\u00ebsisht.<strong> <\/strong>Reforma \u00ebsht\u00eb formula e \u00e7do qeverie (jo vet\u00ebm n\u00eb arsim), po se kur e si do t\u00eb p\u00ebrfundoj\u00eb, ajo askush nuk mund ta thot\u00eb. T\u00eb krijohet ideja se me k\u00ebt\u00eb reform\u00ebn do t\u00eb vazhdohet pa fund, p\u00ebrderisa nuk ka nj\u00eb forum mbipartiak, komb\u00ebtar q\u00eb t\u00eb p\u00ebrcaktoj\u00eb se \u00e7far\u00eb \u00ebsht\u00eb b\u00ebr\u00eb mir\u00eb n\u00eb k\u00ebt\u00eb apo at\u00eb qeverisje e nuk ndryshohen dhe \u00e7far\u00eb duhet reformuar m\u00eb thell\u00eb. Reform\u00eb arsimore \u00ebsht\u00eb b\u00ebr\u00eb dhe n\u00eb koh\u00ebn e mbret\u00ebris\u00eb shqiptare, dhe n\u00eb koh\u00ebn e monizmit, dhe n\u00eb p\u00ebriudh\u00ebn e demokracis\u00eb, prandaj kur do t\u00eb p\u00ebrfundoj\u00eb ajo dhe t\u00eb vendosen standardet n\u00eb sistemin arsimor? P\u00ebr shum\u00ebk\u00ebnd nga publiku reforma koceptohet thjesht me nd\u00ebrrimin e drejtuesve dhe jo me an\u00ebn p\u00ebrmbajt\u00ebsore t\u00eb shkoll\u00ebs.<\/p>\n<p>Analiza do t\u00eb k\u00ebrkonte se \u00e7far\u00eb ka prodhuar reforma \u00e7erekshekullore n\u00eb arsimin shqiptar dhe \u00e7far\u00eb nuk ka mundur ende t\u00eb (p\u00ebr)kryhet. Ka nisma t\u00eb p\u00ebrbashk\u00ebta p\u00ebr gjuh\u00ebn, historin\u00eb, kultur\u00ebn me qeverin\u00eb e Kosov\u00ebs etj., q\u00eb vlerat komb\u00ebtare n\u00eb nj\u00eb shoq\u00ebri globale t\u00eb mos humbasin. Ka shqet\u00ebsim akademik e qeveritar p\u00ebr t\u00eb mos u bjerr\u00eb asnj\u00eb fluriz\u00eb e shqipes n\u00eb f\u00ebmij\u00ebt e emigracionit. Ka synim p\u00ebr t\u00eb patur student\u00eb t\u00eb ekselenc\u00ebs n\u00eb universitetet tona e t\u00eb huaja, nj\u00eb elit\u00eb bashk\u00ebkohore q\u00eb shfaqet p\u00ebrher\u00eb e m\u00eb e pjekur, n\u00eb gjurm\u00eb t\u00eb Konic\u00ebs, Nolit, Marlask\u00ebs, \u00c7abejit, Poradecit, Ivanajt, Maleshov\u00ebs e t\u00eb tjer\u00eb korifenjve t\u00eb kalibrit europian. E nd\u00ebrsa syt\u00eb i mbajm\u00eb te ata q\u00eb vun\u00eb themelet e shkoll\u00ebs moderne shqipe, nuk mund t\u00eb mos rrekemi n\u00eb zhvillimet e sotme arsimore, \u00e7\u2019ndodh me aulat e dituris\u00eb? Me shkoll\u00ebn shqiptare n\u00eb t\u00eb gjitha nivelet? Me kurrikulat m\u00ebsimore t\u00eb mbingarkuara dhe nj\u00eb handikap t\u00eb mbartur tekstesh alternative? Me 15 universitete shtet\u00ebrore e 37 private, shpesh t\u00eb kapluar nga mastro-mania, diplomat false etj? Me kredite q\u00eb \u201cshiten\u201d nga 20 agjensi trajnuese q\u00eb nuk dim\u00eb t\u00eb jen\u00eb akreditur nga ndonj\u00eb insitucion europian i fush\u00ebs? Me nj\u00eb arsim profesional q\u00eb ka nisur, por nuk ka mb\u00ebrritur te tregu i pun\u00ebs? Krahas zhvillimeve pozitive dhe politikave arsimore jan\u00eb dhe k\u00ebto problematika t\u00eb grumbulluara. Kush ik\u00ebn nga hierarkia e arsimit, prej rotacionit t\u00eb pushtetit, krijon entin e tij privat arsimor, q\u00eb mund t\u00eb jet\u00eb shkoll\u00eb e lart\u00eb, agjensi, shoqat\u00eb etj. Asnj\u00eb me nj\u00eb. Nj\u00eb gj\u00eb nuk mund t\u00eb fshihet, arsimi tash p\u00ebr tash \u00ebsht\u00eb i \u201ckiosk\u00ebzuar\u201d nga krer\u00ebt drejtues t\u00eb tij n\u00eb nj\u00ebzet vite, nd\u00ebrkoh\u00eb q\u00eb sh\u00eblbyesit e devotsh\u00ebm t\u00eb p\u00ebrjetsh\u00ebm t\u00eb arsimit mbet\u00ebn arsimtar\u00ebt.<\/p>\n<p>Kjo puna e reform\u00ebs me gjas\u00eb nuk \u00ebsht\u00eb nj\u00eb \u00e7\u00ebshtje vet\u00ebm shqiptare, zhargoni politik kudo \u00ebsht\u00eb nj\u00ebsoj. Kryeministri i ri i Italis\u00eb, Matteo Renzi, n\u00eb shaplosjen e programit t\u00eb qeveris\u00eb s\u00eb tij para senatit, foli p\u00ebr kat\u00ebr drejtime t\u00eb reformimit t\u00eb arsimit n\u00eb vendin e tij. Por tjet\u00ebr gj\u00eb n\u00ebnkupton reforma arsimore atje dhe tjet\u00ebr k\u00ebtu. Reformimi te ne ia vlen t\u00eb nis\u00eb q\u00eb te p\u00ebrzgjedhja e pjes\u00ebve letrare q\u00eb vihen n\u00eb librat shkollor\u00eb, ku ende ka vjersha patetike t\u00eb nj\u00ebqind viteve m\u00eb par\u00eb, q\u00eb e ftojn\u00eb nx\u00ebn\u00ebsin se si t\u00eb jet\u00eb patriot i shekullit 19-t\u00eb dhe jo qytetar i shekullit t\u00eb 21-t\u00eb.
