Ballafaqimi\u00a0 me politik\u00ebn gjuh\u00ebsore\u00a0 t\u00eb Rilindjes t\u00eb t\u00eb gjith\u00eb teksteve realizohet\u00a0 n\u00eb\u00a0 disa drejtime kryesore. K\u00ebto\u00a0 dokumente\u00a0 t\u00eb formuluara dhe t\u00eb shkruara\u00a0 nga dy personalitete t\u00eb m\u00ebdhenj q\u00eb nga Vlora, e tjetri nga Shkodra, Luigj Gurakuqi,\u00a0 jan\u00eb nj\u00eb model gjuh\u00ebsor\u00a0 modern edhe p\u00ebr koh\u00ebn e sotme. Ky p\u00ebrfundim\u00a0 \u00ebsht\u00eb arritur\u00a0\u00a0 pas v\u00ebshtrimit\u00a0 t\u00eb detajuar t\u00eb\u00a0 morfemave\u00a0 q\u00eb t\u00ebrheqin m\u00eb shum\u00eb v\u00ebmendjen: <em>mos, pa, me<\/em>, shtrirjen\u00a0 gjeografike, prodhimtarin\u00eb e tyre\u00a0 n\u00eb diakroni dhe sinkroni.<\/p>\n<p>Po k\u00ebshtu\u00a0 argumentet shtohen duke marr\u00eb n\u00eb shqyrtim\u00a0 edhe nj\u00ebsi m\u00eb t\u00eb m\u00ebdha se morfema deri tek fjalit\u00eb\u00a0 e domosdoshme p\u00ebr\u00a0 nd\u00ebrtimin e teksteve shtetare. Kemi p\u00ebr her\u00eb t\u00eb par\u00eb dokumente t\u00eb shkruara\u00a0 me alfabetin shqip\u00a0 t\u00eb vendosur\u00a0 n\u00eb Kongresin\u00a0 e Manastirit(1908) dhe Kongresin e Elbasanit(1909). Po kjo politik\u00eb gjuh\u00ebsore e Rilindjes\u00a0 v\u00ebshtrohet\u00a0 edhe n\u00eb aspektin e purizmit tek k\u00ebto tekste.<\/p>\n<p>Ve\u00e7orit\u00eb\u00a0\u00a0 gjuh\u00ebsore, p\u00ebrdorimi e tri shtresave\u00a0 t\u00eb leksikut t\u00eb fush\u00ebs, leksiku i em\u00ebrtes\u00ebs q\u00eb p\u00ebrdor, nd\u00ebrtimi i nj\u00ebsive m\u00eb t\u00eb m\u00ebdha\u00a0 gjuh\u00ebsore i Dokumenteve t\u00eb Qeveris\u00eb s\u00eb Ismail Qemalit, n\u00eb\u00a0 pasditen e 28 N\u00ebntorit 1912, sh\u00ebnojn\u00eb hyrjen n\u00eb fuqi t\u00eb\u00a0 stilit t\u00eb veprimtaris\u00eb shtet\u00ebrore e administrative n\u00eb funksionin e vet kryesor. Mb\u00ebshtetja nga\u00a0 hartuesit\u00a0 e k\u00ebtyre dokumenteve\u00a0 n\u00eb vlerat pozitive t\u00eb\u00a0 tradit\u00ebs shkrimore t\u00eb shekujve\u00a0 t\u00eb kaluar, pasqyroi modelin e zbatimit t\u00eb\u00a0 kufizimit e\u00a0 mund\u00ebsis\u00eb t\u00eb dualizmit gjuh\u00ebsor n\u00eb Shqip\u00ebri. Argumentohet plot\u00ebsisht,\u00a0 duke k\u00ebndv\u00ebshtruar k\u00ebto 4 tekste\u00a0 p\u00ebr\u00a0 ve\u00e7orit\u00eb filologjike, se\u00a0 politika\u00a0 gjuh\u00ebsore\u00a0 dhe planifikimi gjuh\u00ebsor i Rilindjes i \u00a0zbatuar n\u00eb k\u00ebto tekste\u00a0 jan\u00eb moderne. U shkruan\u00a0 q\u00eb t\u2019i jepej fund\u00a0 dualizmit gjuh\u00ebsor dhe Shqip\u00ebria t\u00eb kishte si gjuh\u00eb zyrtare komb\u00ebtare vet\u00ebm shqipen, gjuh\u00ebn e lasht\u00eb amtare t\u00eb shqiptar\u00ebve. Natyrsh\u00ebm lindin pyetjet p\u00ebr t\u00eb krahasuar: A jan\u00eb pasqyruar\u00a0 n\u00eb\u00a0 k\u00ebto kat\u00ebr dokumente politika dhe planifikimi\u00a0 gjuh\u00ebsor\u00a0\u00a0 q\u00eb kishin parashikuar, hartuar\u00a0 dhe luftuar autoritet m\u00eb me z\u00eb t\u00eb\u00a0 Rilindjes ? U mb\u00ebshtet\u00ebn hartuesit\u00a0 e k\u00ebtyre dokumenteve\u00a0 n\u00eb vlerat pozitive\u00a0 t\u00eb tradit\u00ebs shkrimore t\u00eb shekujve\u00a0 t\u00eb kaluar? E kufizoi mund\u00ebsin\u00eb e dualizmit gjuh\u00ebsor n\u00eb Shqip\u00ebri modeli gjuh\u00ebsor i shkrimit\u00a0 n\u00eb k\u00ebto dokumente ?<\/p>\n<p>Hulumtohet\u00a0 dhe argumentohet\u00a0 prirja dobiprur\u00ebse p\u00ebr kombin, sepse kemi nj\u00eb reflektim t\u00eb plot\u00eb\u00a0\u00a0 n\u00eb k\u00ebto dokumente\u00a0 n\u00ebp\u00ebrmjet l\u00ebvrimit sa m\u00eb t\u00eb dendur t\u00eb varianteve letrare t\u00eb Jugut e t\u00eb Veriut,\u00a0 t\u00eb afroheshin sa m\u00eb shum\u00eb dhe t\u00eb shkohej drejt nj\u00eb gjuhe letrare si\u00e7 n\u00ebnvizonte\u00a0 Sami Frash\u00ebrit.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>Mjesht\u00ebria dhe kultura e lart\u00eb gjuh\u00ebsore\u00a0\u00a0 mund t\u00eb k\u00ebndv\u00ebshtrohet tek dokumentet t\u00eb Shpalljes s\u00eb Pavar\u00ebsis\u00eb\u00a0 nga ana filologjike,\u00a0 mund t\u00eb\u00a0 realizohet me shum\u00eb sukses duke i par\u00eb\u00a0 n\u00eb prerjen diakronike. Mund t\u00eb b\u00ebhen edhe k\u00ebrkime t\u00eb tjera me synime t\u00eb tjera\u00a0 duke zbritur\u00a0 100 vjet m\u00eb par\u00eb n\u00eb pasdreken e madhe\u00a0 t\u00eb 28 N\u00ebntorit, apo 28 t\u00eb vjesht\u00ebs s\u00eb tret\u00eb. S\u2019kishte shum\u00eb vite nga p\u00ebrfundimi i nj\u00eb\u00a0 faze t\u00eb r\u00ebnd\u00ebsishme, alfabetizimit si\u00e7\u00a0 shkruajn\u00eb\u00a0 gjuh\u00ebtar\u00ebt q\u00eb jan\u00eb marr\u00eb\u00a0 me politik\u00ebn gjuh\u00ebsore dhe planifikimin gjuh\u00ebsor.<strong><em> <\/em><\/strong>Por p\u00ebrpjekjet\u00a0 q\u00eb shqipja\u00a0 t\u00eb shkruhej dhe me nj\u00eb alfabet\u00a0 t\u00eb nj\u00ebjt\u00eb, t\u00eb p\u00ebrbashk\u00ebt, t\u00eb b\u00ebhej\u00a0 gjuh\u00eb e shtetit shqiptar, t\u00eb b\u00ebhej \u00a0shpreh\u00ebse\u00a0 e vlerave\u00a0 dhe interesave t\u00eb kombit shqiptar, ishin shekullore<strong><em>.<\/em><\/strong><\/p>\n<p>Kishin kaluar pak vite\u00a0 nga vendimi p\u00ebr\u00a0 alfabetin e p\u00ebrbashk\u00ebt, i cili \u00a0\u00a0u shpall n\u00eb mbledhjen e hapur t\u00eb Kongresit t\u00eb Manastirit, m\u00eb 20 n\u00ebntor1908 paradreke. \u00a0Mund t\u00eb shtypeshin libra jasht\u00eb Shqip\u00ebris\u00eb si dhe p\u00ebr telegrame jasht\u00eb vendit, vet\u00ebm me nj\u00eb alfabet \u00a0thjesht latin. Zgjidhja p\u00ebrfundimtare u dha\u00a0 nj\u00eb vit m\u00eb von\u00eb n\u00eb shtator 1909 n\u00eb Kongresin e Elbasanit, duke u dh\u00ebn\u00eb fund\u00a0 bashk\u00ebjetes\u00ebs s\u00eb dy alfabeteve. U pranua alfabeti latin me dyshkronj\u00ebshat. Merr udh\u00eb t\u00eb mbar\u00eb <strong>prirja, alfabeti latin<\/strong>, sepse vinte nga thell\u00ebsia e shekujve\u00a0 si\u00e7 d\u00ebshmonte murgu Brokard (1332) i cili pohonte:\u201d<em>Shqiptar\u00ebt p\u00ebrdorin shkronja latine n\u00eb t\u00eb gjith\u00eb librat e tyre.<\/em>\u201d\u00a0 \u00a0Me k\u00ebt\u00eb alfabet u shkruan 4\u00a0\u00a0 dokumentet e para t\u00eb shtetit shqiptar<a title=\"\" href=\"#_ftn2\"><sup><sup>[2]<\/sup><\/sup><\/a> : <em>fjal\u00ebt e Ismail Qemalit para 83 delegat\u00ebve nga e gjith\u00eb Shqip\u00ebria, Akti i Pavar\u00ebsis\u00eb, Dokumenti i par\u00eb si qeveri q\u00eb u drejtohet\u00a0\u00a0 popullit, n\u00ebnprefekturave\u00a0 dhe krahinave,\u00a0 Akti diplomatik ( telegrami)\u00a0 drejtuar fuqive t\u00eb m\u00ebdha europiane<\/em>, pasditen \u00a028 N\u00ebntorit 1912.<\/p>\n<p>U pasqyrua\u00a0 n\u00eb k\u00ebto dokumente q\u00eb n\u00ebp\u00ebrmjet l\u00ebvrimit sa m\u00eb t\u00eb dendur t\u00eb varianteve letrare t\u00eb Jugut e t\u00eb Veriut,\u00a0 t\u00eb afroheshin sa m\u00eb shum\u00eb dhe t\u00eb shkohej drejt nj\u00eb gjuhe letrare si\u00e7 n\u00ebnvizonte\u00a0 Sami Frash\u00ebrit\u00a0 \u201ct\u00eb pandame dhe t\u00eb nj\u00ebjt\u00eb, sikund\u00ebr duhet t\u00eb jet\u00eb edhe Shqip\u00ebria, se shum\u00eb gjuh\u00eb e dialekta sjellin ndarje e m\u00ebrgim\u201d.<\/p>\n<p><strong><em>\u00a0<\/em><\/strong><\/p>\n<p>Nd\u00ebrtimi e fjalimeve\u00a0 dhe i dokumenteve t\u00eb 28 N\u00ebntorit 1912 ishin fryt i p\u00ebrvoj\u00ebs s\u00eb fituar t\u00eb Ismail Qemalit\u00a0 dhe Luigj Gurakuqit.<\/p>\n<p>Si pjes\u00ebmarr\u00ebs, \u00a0i ri 20 vje\u00e7ar tek shoqatat n\u00eb Stamboll, m\u00eb von\u00eb formimi i si jurist, deputet e poste t\u00eb tjera, e dha prov\u00ebn e par\u00eb\u00a0 n\u00eb nd\u00ebrtimin\u00a0 e manifestit programatik mbajtur\u00a0 n\u00eb tetor t\u00eb vitit 1900 mbi varrin e Naim Frash\u00ebrit. K\u00ebt\u00eb manifest e nd\u00ebrtoi pa i ndryshuar thelbin\u00a0 programit politik t\u00eb hartuar nga rilind\u00ebsit e m\u00ebdhenj. Prov\u00ebn e dyt\u00eb\u00a0 si truri i l\u00ebvizjes komb\u00ebtar\u00eb\u00a0 e paraqiti\u00a0 n\u00eb memorandumin e G\u00ebr\u00e7es n\u00eb qershor t\u00eb vitit 1911 dhe realizoi iden\u00eb\u00a0 e thirrjes s\u00eb Kuvendit Komb\u00ebtar t\u00eb Vlor\u00ebs. Vuri n\u00eb dukje \u00ebndrr\u00ebn shekullore t\u00eb popullit shqiptar p\u00ebr liri e pavar\u00ebsi.<\/p>\n<p>Fjal\u00ebn para 83 delegat\u00ebve nuk e nd\u00ebrtoi as me t\u00eb folmen e Vlor\u00ebs,\u00a0 t\u00eb Shkodr\u00ebs, t\u00eb Prishtin\u00ebs, t\u00eb Manastirit, t\u00eb Elbasanit&#8230; por si zbatues\u00a0 i planifikimit gjuh\u00ebsor t\u00eb Rilindjes, krijimin e nj\u00eb teksti\u201dletrarishte\u00a0 t\u00eb gjith\u00eb Shqip\u00ebris\u00eb\u201d. Ishte vullneti, aft\u00ebsia gjuh\u00ebsore, p\u00ebr t\u2019u paraqitur para shqiptar\u00ebve\u00a0 si zbatues\u00a0 i atyre fjal\u00ebve q\u00eb kishte n\u00ebnvizuar Sami.Frash\u00ebri fare qart\u00eb n\u00eb vepr\u00ebn &#8220;Shqip\u00ebria \u00e7&#8217;ka qen\u00eb, \u00e7&#8217;\u00ebsht\u00eb e \u00e7&#8217;do t\u00eb b\u00ebhet\u00eb&#8221;, ku thot\u00eb:<\/p>\n<p>&#8220;N\u00eb mest t\u00eb geg\u00ebvet e t\u00eb tosk\u00ebvet nuk\u00eb ka ndonj\u00eb ndarje me rr\u00ebnj\u00eb. T\u00eb gjith\u00eb jan\u00eb nj\u00eb komp, flasin e nj\u00eb gjuh\u00eb me fort pak t\u00eb ndryshuar\u00eb, t\u00eb cil\u00ebt do t\u00eb ngrihet\u00eb fare p\u00ebrs&#8217;afri duke nd\u00ebrtuar\u00eb gjuha&#8221;<a title=\"\" href=\"#_ftn3\"><sup><sup>[3]<\/sup><\/sup><\/a><\/p>\n<p>Si djal\u00eb i Vlor\u00ebs\u00a0 q\u00eb vinte pas udh\u00ebtimit\u00a0 n\u00eb kombe t\u00eb qytet\u00ebruara e nd\u00ebrtoi vullnetsh\u00ebm fjal\u00ebn e dokumentet e k\u00ebsaj ngjarje t\u00eb madhe\u00a0 me koncept modern\u00a0 t\u00eb Rilindjes p\u00ebr gjuh\u00ebn si tipari themelor i kombit. Nuk rendi t\u00eb fliste nga ishte shumica e delegat\u00ebve\u00a0 t\u00eb ardhur, por projektoi fjal\u00eb q\u00eb p\u00ebrdoreshin\u00a0 sa m\u00eb dendur n\u00eb variantet letrare t\u00eb Jugut e t\u00eb Veriut.\u00a0 E vetmja rrug\u00eb shp\u00ebtimi ishte shikimi nga e ardhmja e k\u00ebtij kombi q\u00eb fjala dhe tekstet t\u00eb afroheshin sa m\u00eb shum\u00eb dhe t\u00eb shkohej drejt nj\u00eb gjuhe letrare \u201ct\u00eb pandame dhe t\u00eb nj\u00ebjt\u00eb\u201d.<\/p>\n<p>Kjo dukuri e re\u00a0 duhet par\u00eb edhe n\u00eb stilet e tjera t\u00eb gjuh\u00ebs.\u00a0 P\u00ebr t\u00eb arritur plot\u00ebsisht tek \u00a0\u00a0teoria e gjuh\u00ebtarit Ferguson, i cili shkruante se q\u00ebllimi dhe politika varen nga stadi n\u00eb t\u00eb cilin ndodhet gjuha q\u00eb b\u00ebhet objekt i planifikimit, kurse procedurat jan\u00eb t\u00eb nj\u00ebjta p\u00ebr t\u00eb gjitha stadet. Ai dallon tri stade apo, me termat e tij, rezultante sociofunksionale t\u00eb zhvillimit. Gjuha shqipe kishte kap\u00ebrcyer me shum\u00eb sukses faz\u00ebn e grafizimit,dhe\u00a0 synonte sukses n\u00eb stadin e dyt\u00eb. Duke pasur alfabet t\u00eb p\u00ebrbashk\u00ebt latin\u00a0 si kombet e p\u00ebrparuara u shkruan libra p\u00ebr shkollat, u hartuan memorandume\u00a0 e dokumente t\u00eb tjera\u00a0 q\u00eb nuk jan\u00eb objekt i k\u00ebtij shkrimi. Me nj\u00eb kuvendim t\u00eb nxeht\u00eb, t\u00eb lidhur e t\u00eb arsyesh\u00ebm, Ismail Qemali tha k\u00ebto:<\/p>\n<p>\u201cShqiptar\u00ebt, ndon\u00ebse besnik\u00eb kurdoher\u00eb te Mbret\u00ebria Osmane, nuk e kan\u00eb harruar kurr\u00eb as gjuh\u00ebn, as komb\u00ebsin\u00eb e tyre. Koh\u00ebt e fundit d\u00ebfteu ndopak d\u00ebshir\u00ebn q\u00eb t\u00eb merrej vesh me kombin ton\u00eb.<\/p>\n<p>Por prap\u00eb nuk vuri t\u00eb gjith\u00eb vullnetin e mir\u00eb dhe nuk mori t\u00eb gjitha masat e nevojshme q\u00eb t\u00eb paq\u00ebsonte dhe k\u00ebnaqte shqip\u00ebtar\u00ebt. N\u00eb k\u00ebt\u00eb koh\u00eb krisi lufta me t\u00eb katra mbret\u00ebrit\u00eb e Ballkanit, t\u00eb cilat k\u00ebrkonin p\u00ebrmir\u00ebsime e t\u00eb drejta p\u00ebr v\u00ebllez\u00ebrit e tyre t\u00eb nj\u00eb kombi e nj\u00eb feje. M\u00eb von\u00eb Mbret\u00ebrit\u00eb e Ballkanit e harruan q\u00ebllimin e par\u00eb dhe pasi lufta u vajti mbar\u00eb, u mor\u00ebn vesh p\u00ebr cop\u00ebtimn e ndarjen midis tyre\u00a0 t\u00eb mbret\u00ebris\u00eb, pra dhe t\u00eb Shqip\u00ebris\u00eb. Shqiptar\u00ebt, t\u00eb cil\u00ebt kishin marr\u00eb pjes\u00eb n\u00eb luft\u00eb m\u00eb fort se si ushtar\u00eb, si t\u00eb zot\u00ebt e vendit p\u00ebr t\u00eb shp\u00ebtuar veten e tyre, kur e pan\u00eb se ushtria e Turqis\u00eb u mund e se Mbret\u00ebria nuk mund t\u00eb q\u00ebndronte m\u00eb, vrapuan t\u00eb merrnin masat q\u00eb koha u k\u00ebrkonte. Me k\u00ebt\u00eb q\u00ebllim, -tha ai, -zotnia e tij Ismail Qemali beu, pasi u mor vesh me shqiptar\u00ebt e Bukureshtit, u nis e vajti p\u00ebr n\u00eb Vjen\u00eb, ku nisi marr\u00ebveshjet e tij me ato mbret\u00ebri t\u00eb m\u00ebdha q\u00eb kan\u00eb interesa m\u00eb t\u00eb gjalla n\u00eb pun\u00ebt e Ballkanit. Pasi nuk mbetej m\u00eb as ndonj\u00eb shpres\u00eb p\u00ebr ta shp\u00ebtuar Shqip\u00ebrin\u00eb me arm\u00eb, e vetmja udh\u00eb shp\u00ebtimi ishte ndarja e Shqip\u00ebris\u00eb nga Turqia. K\u00ebt\u00eb mendim e k\u00ebt\u00eb q\u00ebllim vuri p\u00ebrpara Ismail Qemai Beu, mendim e q\u00ebllim t\u00eb cil\u00ebt u pranuan me simpati nga t\u00eb gjith\u00eb qeverit\u00eb e m\u00ebdha e sidomos nga Austria e nga Italia.
