Tat\u00ebpjet\u00ebn e Republik\u00ebs, n\u00eb pik\u00ebpamje t\u00eb ruajtjes s\u00eb parametrave t\u00eb t\u00eb qenit shtet, mund ta shp\u00ebtoj\u00eb frenimi i r\u00ebnies s\u00eb m\u00ebtutjeshme, p\u00ebrmes reformimit t\u00eb institucioneve kushtetuese dhe skem\u00ebs institucionale.<!--more--><br \/>\nN\u00eb fakt, nuk \u00ebsht\u00eb p\u00ebr t\u2019u befasuar, por goditjet q\u00eb iu dhan\u00eb sistemit parlamentar (edhe ashtu jo i p\u00ebrplot\u00ebsuar, t\u00eb krijuar nga Kushtetuta e vitit 1998), n\u00eb vitin 2008, prodhuan zhbalancim institucional, zbraz\u00ebtira procedurale, transformiz\u00ebm politik t\u00eb paprincipt\u00eb, munges\u00eb mbrojtjeje edhe formale t\u00eb lirive civile p\u00ebrmes dob\u00ebsimit t\u00eb pavar\u00ebsis\u00eb dhe profesionalizmit t\u00eb institucioneve t\u00eb ruajtjes s\u00eb rendit e t\u00eb ligjit, pasiguri rr\u00ebnuese n\u00eb funksionimin e shtetit ligjor dhe n\u00eb mbrojtjen e jet\u00ebs s\u00eb qytetar\u00ebve, dob\u00ebsim deri n\u00eb minimumin historik t\u00eb p\u00ebrgjegj\u00ebsis\u00eb publike dhe t\u00eb p\u00ebrgjegj\u00ebsis\u00eb ndaj Respublica-s, dhe n\u00eb fund, edhe n\u00eb kapje t\u00eb segmenteve t\u00eb caktuara. Sot, brenda k\u00ebtij vendi, n\u00eb jet\u00ebn aktive politike, nuk ekziston nj\u00eb kast\u00eb politike e aft\u00eb t\u00eb prodhoj\u00eb, s\u00eb paku, 10 wise man within the Parliament q\u00eb t\u00eb kuptojn\u00eb jo vet\u00ebm shembjen q\u00eb po ndodh para syve tan\u00eb dhe t\u00eb rind\u00ebrtoj\u00eb skem\u00ebn institucionale t\u00eb shp\u00ebtimit, por q\u00eb edhe t\u00eb g\u00ebzoj\u00eb besimin masiv t\u00eb publikut me burrnin\u00eb e shtetar\u00ebve t\u00eb v\u00ebrtet\u00eb.<br \/>\nAjo q\u00eb po ndodh k\u00ebto tri dit\u00ebt e fundit \u00ebsht\u00eb vet\u00ebm rrjedh\u00eb logjike e gjith\u00eb historis\u00eb s\u00eb k\u00ebtyre viteve n\u00eb politik\u00ebn shqiptare, pasoj\u00eb e informalizimit t\u00eb jet\u00ebs politike, n\u00eb nj\u00eb shk\u00ebmbim t\u00eb mir\u00ebfillt\u00eb material, pasoj\u00eb e klientelizimit t\u00eb segmenteve t\u00eb politik\u00ebs n\u00eb nj\u00eb periudh\u00eb relativisht t\u00eb gjat\u00eb t\u00eb 22 viteve tranzicion. Nuk \u00ebsht\u00eb p\u00ebr t\u2019u \u00e7uditur q\u00eb transformizmi i para tri dit\u00ebve t\u00eb riciklohet shum\u00eb shpejt dit\u00ebt n\u00eb vijim si shenj\u00eb e prishjes s\u00eb ekuilibrave brenda Par\u00ebsis\u00eb tiranase.<br \/>\nN\u00eb nj\u00eb vend normal me demokraci liberale parlamentare nuk mund t\u00eb ndodh\u00eb asnj\u00ebher\u00eb q\u00eb nj\u00eb pjes\u00eb e koalicionit qeveritar t\u00eb pranohet nga opozita n\u00eb radh\u00ebt e veta, 83 dit\u00eb para zgjedhjeve t\u00eb caktuara. Nuk di ndonj\u00eb rast q\u00eb nj\u00eb pjes\u00eb e koalicionit e shk\u00ebputur dhe e drejtuar n\u00eb prehrin e nj\u00eb opozite mjaft t\u00eb vendosur, t\u00eb hamend\u00ebsoj\u00eb se mund ta votoj\u00eb s\u00ebrish qeverin\u00eb, apo edhe t\u00eb abstenoj\u00eb, t\u00eb mbaj\u00eb p\u00ebrfaq\u00ebsuesit e vet n\u00eb administrat\u00ebn lokale dhe t\u00eb em\u00ebruarit n\u00eb administrat\u00ebn e lart\u00eb qeveritare. Nuk ndodh q\u00eb t\u00eb supozohet opsioni i shmangies s\u00eb vot\u00ebbesimit parlamentar t\u00eb qeveris\u00eb kur koalicioni tronditet. Nga ana tjet\u00ebr, t\u00eb pretendosh se n\u00ebp\u00ebrmjet transformizmit do t\u00eb synosh maksimalizmin e fitores, do t\u00eb thot\u00eb se ke th\u00ebn\u00eb nj\u00eb sofiz\u00ebm t\u00eb kulluar, i cili nuk fsheh dot etjen p\u00ebr rimarrje me \u00e7do kusht e \u00e7mim, pa marr\u00eb parasysh idealet dhe nevojat e publikut.<br \/>\nN\u00eb qoft\u00eb se gj\u00ebrat do t\u00eb funksionojn\u00eb k\u00ebshtu, me normalitet n\u00eb dukje, do t\u00eb na duhet t\u00eb pranojm\u00eb se Republika Parlamentare \u00ebsht\u00eb formalizuar e, p\u00ebr rrjedhoj\u00eb, po shkon drejt r\u00ebnies, n\u00eb kushtet e k\u00ebtij kuadri konstitucional.<br \/>\nKjo sepse k\u00ebsaj republike i mungojn\u00eb procedurat ose rregullat zakonore konstitucionale p\u00ebr t\u00eb sistemuar, mbi t\u00eb drejt\u00ebn, raste t\u00eb tilla t\u00eb \u00e7uditshme allashqiptare; i mungon e drejta procedurale e krijimit t\u00eb nj\u00eb qeverie t\u00eb fort\u00eb teknicien\u00ebsh t\u00eb paansh\u00ebm tranzicioni politik q\u00eb garanton paanshm\u00ebri; sistemit nuk i funksionon m\u00eb p\u00ebrfaq\u00ebsimi i p\u00ebrputhsh\u00ebm i elektoratit, i shprehur n\u00eb orientimet e p\u00ebrcaktuara nga partit\u00eb politike n\u00eb momentin e votimit; llogaridh\u00ebnia qeveris\u00eb ndaj Parlamentit ka ardhur duke u fikur (formalizuar) (accountability of the government to parliament); pozicionimet normale pozit\u00eb-opozit\u00eb jan\u00eb deformuar nga interesat e padukshme; balancat institucionale jan\u00eb shtremb\u00ebruar friksh\u00ebm; nd\u00ebrrimi i pakthyesh\u00ebm i elitave n\u00eb pushtetet e pavarura \u00ebsht\u00eb shnd\u00ebrruar n\u00eb nj\u00eb k\u00ebmbim rotativ; transformizmi politik n\u00eb nj\u00eb zakon t\u00eb p\u00ebrs\u00ebritur q\u00eb nuk b\u00ebn asnj\u00eb \u00e7udi. Nd\u00ebrkaq, roli institucional i Presidentit t\u00eb Republik\u00ebs si kreu i shtetit, n\u00eb vend q\u00eb t\u00eb vinte duke u p\u00ebrforcuar dhe t\u00eb b\u00ebhej nj\u00eb institucion mbizot\u00ebrues mbi pal\u00ebt, t\u00eb b\u00ebhej korrektiv dhe kryesues i zgjidhjeve politike (parliamentary system with a presidential corrective), sikurse ndodh n\u00eb kontekstin bashk\u00ebkohor parlamentar t\u00eb vendeve postkomuniste, \u00ebsht\u00eb dob\u00ebsuar e thjesht\u00ebzuar deri n\u00eb p\u00ebrmasa t\u00eb pangjashme me \u00e7do vend parlamentar t\u00eb shekullit XXI (parliamentary system with figurehead president).<br \/>\nN\u00eb periudh\u00ebn pas r\u00ebnies s\u00eb Murit t\u00eb Berlinit, sistemet parlamentare jan\u00eb korrigjuar jo duke forcuar Ekzekutivin dhe duke e b\u00ebr\u00eb at\u00eb jokolegjial, moskok\u00eb\u00e7ar\u00ebs dhe m\u00eb pak t\u00eb p\u00ebrgjegjsh\u00ebm dhe t\u00eb shpjeguesh\u00ebm, por duke b\u00ebr\u00eb t\u00eb kund\u00ebrt\u00ebn: duke rritur p\u00ebrgjegjshm\u00ebrin\u00eb, shpjegueshm\u00ebrin\u00eb e transparenc\u00ebn ndaj sovranit dhe publikut, duke forcuar balanc\u00ebn e pushteteve, ndarjen dhe kontrollin reciprok, duke forcuar rolin e Presidentit t\u00eb Republik\u00ebs Parlamentare n\u00eb mbizot\u00ebrim mbi pal\u00ebt, n\u00eb korrektim, n\u00eb udh\u00ebheqjen e zgjidhjes s\u00eb konflikteve politike, n\u00eb lidershipin politik t\u00eb vendit n\u00eb aspektin e politikave t\u00eb siguris\u00eb dhe n\u00eb marr\u00ebdh\u00ebniet me jasht\u00eb, n\u00eb mbrojtje t\u00eb padallimt\u00eb t\u00eb interesave t\u00eb publikut. N\u00eb Shqip\u00ebri, n\u00eb vend q\u00eb t\u00eb ecej n\u00eb prirjen e sistemeve bashk\u00ebkohore institucionale t\u00eb republikave parlamentare, duke forcuar indikacionet e m\u00ebsip\u00ebrme, \u00ebsht\u00eb b\u00ebr\u00eb e kund\u00ebrta: sistemet kontrolluese dhe balancuese mes institucioneve jan\u00eb dob\u00ebsuar, boshll\u00ebqet ligjore themeltare jan\u00eb zgjeruar, zgjedhjet mbeten gjithnj\u00eb problematike etj. Nga ana tjet\u00ebr, sistemi zgjedhor proporcional, q\u00eb n\u00eb nj\u00eb vend parlamentar normal krijon qeverisje parlamentare me spikatje t\u00eb asambles\u00eb p\u00ebrfaq\u00ebsuese, n\u00eb Shqip\u00ebri ka krijuar n\u00eb m\u00ebnyr\u00eb paradoksale nj\u00eb reaksion t\u00eb kund\u00ebrt: ka \u00e7uar n\u00eb m\u00ebnyr\u00eb t\u00eb zhdrejt\u00eb n\u00eb spikatje t\u00eb Ekzekutivit. Ligji zgjedhor, n\u00eb vend q\u00eb t\u00eb krijonte nj\u00eb p\u00ebrfaq\u00ebsim adekuat t\u00eb bashk\u00ebsive t\u00eb qytetar\u00ebve shqiptar\u00eb, q\u00ebndrueshm\u00ebri politike p\u00ebrmes votimit nj\u00eb-em\u00ebror maxhoritar, q\u00eb eliminon rolin e partizave personale, familjare e klienteliste, ka \u00e7uar n\u00eb shmangie t\u00eb nevojave t\u00eb nj\u00eb vendi q\u00eb d\u00ebshiron stabilitet, duke prodhuar transformiz\u00ebm elektoral si ky q\u00eb na u riciklua k\u00ebto dit\u00eb jo befasisht dhe q\u00eb nuk do t\u00eb ndalet k\u00ebtu.<br \/>\nOpozitat n\u00eb vendet parlamentare kan\u00eb ardhur n\u00eb pushtet duke u mb\u00ebshtetur mbi nj\u00eb kauz\u00eb t\u00eb caktuar politike, mbi nj\u00eb rip\u00ebrt\u00ebritje t\u00eb burimeve humane politike dhe intelektuale (si\u00e7 b\u00ebri sakt\u00ebsisht me shum\u00eb t\u00eb drejt\u00eb PD n\u00eb vitin 2005), dhe jo duke u mb\u00ebshtetur n\u00eb transformizmin e nj\u00eb segmenti t\u00eb r\u00ebnd\u00ebsish\u00ebm t\u00eb pushtetit me an\u00ebn e nj\u00eb martese politike t\u00eb paparimt\u00eb.<br \/>\nZakonisht, spektaklet e tilla transformuese politike jan\u00eb rrjedhoj\u00eb e foshnj\u00ebris\u00eb dhe e dob\u00ebsis\u00eb s\u00eb institucioneve, e amortizimit t\u00eb sistemit elektoral, qasjes korrupsioniste t\u00eb partive politike, e n\u00eb rastin e Shqip\u00ebris\u00eb, edhe t\u00eb nj\u00eb inskenimi uniteti n\u00eb prapaskene q\u00eb mund t\u00eb vij\u00eb si nga ish-falangat e diktatur\u00ebs, ashtu edhe nga konsorciumet monopoliste (Mafiokracia em\u00ebrtohet n\u00eb literatur\u00eb). Ajo q\u00eb ndodhi k\u00ebto dit\u00eb m\u00eb ngjan t\u00eb jet\u00eb nj\u00eb sponsorizim m\u00eb s\u00eb shumti i ithtar\u00ebve t\u00eb hoxhizmit dhe i konsorciumeve t\u00eb nd\u00ebrlidhura me nj\u00eb mij\u00eb fije t\u00eb padukshme.<br \/>\nT\u00eb humburit e m\u00ebdhenj e gjith\u00eb k\u00ebsaj q\u00eb po ndodh do t\u00eb jen\u00eb qytetar\u00ebt e thjesht\u00eb shqiptar\u00eb q\u00eb do vazhdojn\u00eb t\u00eb vuajn\u00eb paq\u00ebndrueshm\u00ebrin\u00eb politike dhe munges\u00ebn e rip\u00ebrt\u00ebritjes ekonomike; do t\u00eb jen\u00eb forcat liberal-demokrate (qoft\u00eb edhe brenda Partis\u00eb Socialiste, q\u00eb n\u00ebn Rilindje edhe besuan p\u00ebr rip\u00ebrt\u00ebritje t\u00eb parametrave t\u00eb shtetit), q\u00eb aspirojn\u00eb nj\u00eb Shqip\u00ebri europiane; e djathta tradicionale shqiptare, elektorati q\u00eb nuk pa nj\u00eb dit\u00eb t\u00eb mir\u00eb n\u00ebn regjimin komunist dhe q\u00eb nuk u kompensua asnj\u00ebher\u00eb n\u00eb m\u00ebnyr\u00eb adekuate nga shteti i tranzicionit, bijt\u00eb e familjeve q\u00eb u vran\u00eb, u burgos\u00ebn, u internuan dhe u d\u00ebbuan nga sht\u00ebpit\u00eb dhe vatrat familjare dhe sot mbeten t\u00eb pap\u00ebrfaq\u00ebsuem, t\u00eb harruem, t\u00eb denigruem e t\u00eb n\u00ebp\u00ebrkambun. Kjo sepse kostoja e martes\u00ebs politike me partit\u00eb e majta me tradicion komunist \u00ebsht\u00eb e till\u00eb. Kjo sepse zhvendosja n\u00eb gjirin e opozit\u00ebs q\u00eb doli me flamur liberal, e s\u00eb nj\u00ebjt\u00ebs, p\u00ebrve\u00e7 vyshkjes q\u00eb i sjell menj\u00ebher\u00eb pjes\u00ebs idealiste t\u00eb veprimtaris\u00eb opozitare, do t\u2019i p\u00ebrcjell\u00eb linj\u00ebs politike t\u00eb saj edhe inatet provinciale ndaj kultur\u00ebs per\u00ebndimore, ndaj liberal-demokracis\u00eb tradicionale, bot\u00ebs qytetare shqiptare dhe do mbart\u00eb ve\u00e7an\u00ebrisht paragjykimin e mir\u00ebnjohur t\u00eb k\u00ebsaj pjese t\u00eb Zon\u00ebs s\u00eb Par\u00eb Operative ndaj Shqip\u00ebris\u00eb Veriper\u00ebndimore. Shkrirja k\u00ebsisoj do t\u00eb dob\u00ebsoj\u00eb qasjet e nj\u00ebmendta europianizuese dhe per\u00ebndimizuese, t\u00eb linj\u00ebs s\u00eb politik\u00ebs socialiste shqiptare, duke vonuar edhe n\u00eb t\u00eb ardhmen proceset integruese.<br \/>\nPor kjo \u00ebsht\u00eb Shqip\u00ebria e postkomunizmit: e ng\u00ebrthyer nga fantazmat e tij t\u00eb \u201creformuara\u201d, nga nj\u00eb bot\u00eb e padukshme q\u00eb luan lojtar\u00ebt e politik\u00ebs s\u00eb p\u00ebrditshme n\u00eb kahun e dob\u00ebsimit t\u00eb shtetit.<br \/>\nSot sistemi parlamentar me ngjan t\u00eb jet\u00eb n\u00eb r\u00ebnie t\u00eb lir\u00eb drejt s\u00eb panjohur\u00ebs n\u00eb qoft\u00eb se mbi k\u00ebt\u00eb sistem nuk vendoset dor\u00eb p\u00ebr ta korrektuar n\u00eb ADN-n\u00eb e vet, n\u00eb Kushtetut\u00eb. Korrektimi mund t\u00eb ndodh\u00eb si brenda kuadrit t\u00eb Republik\u00ebs Parlamentare, duke e b\u00ebr\u00eb at\u00eb me t\u00eb v\u00ebrtet\u00eb Republik\u00eb t\u00eb nj\u00eb parliamentary system with a presidential corrective, ashtu edhe duke transformuar Republik\u00ebn ton\u00eb drejt nj\u00eb parliamentary with president.<br \/>\nPra, Republika jon\u00eb mund t\u00eb mbetet parlamentare, por t\u00eb b\u00ebhet m\u00eb shum\u00eb funksionale n\u00eb aspektin e rritjes s\u00eb rolit t\u00eb institucioneve kontrolluese, balancuese dhe drejtuese, n\u00eb aspektin e krijimit t\u00eb nj\u00eb qeverie shum\u00eb m\u00eb t\u00eb shpjegueshme n\u00eb planin praktik dhe n\u00eb ngritjen deri n\u00eb p\u00ebrmasat udh\u00ebrr\u00ebfyese e korrektuese t\u00eb rolit t\u00eb kreut t\u00eb shtetit, q\u00eb pik\u00ebrisht p\u00ebr k\u00ebt\u00eb arsye m\u00eb t\u00eb lart\u00eb funksionale, mund t\u00eb zgjidhet drejtp\u00ebrdrejt nga populli.<br \/>\nShqip\u00ebria ka nevoj\u00eb p\u00ebr nj\u00eb nd\u00ebrhyrje n\u00eb sistemin zgjedhor p\u00ebr ta b\u00ebr\u00eb at\u00eb m\u00eb p\u00ebrfaq\u00ebsues, por edhe m\u00eb produktiv n\u00eb aspektin e prodhimit t\u00eb q\u00ebndrueshm\u00ebris\u00eb dhe shmangies s\u00eb transformizmit politik t\u00eb paprincipt\u00eb dhe gjith\u00ebp\u00ebrfaq\u00ebsimit t\u00eb elektoratit dhe bashk\u00ebsive t\u00eb ve\u00e7anta t\u00eb shtetasve shqiptar\u00eb.<br \/>\nShqip\u00ebria ka nevoj\u00eb p\u00ebr nj\u00eb nd\u00ebrhyrje fort mir\u00eb t\u00eb studiuar n\u00eb forcimin e laicitetit dhe shekullarizmit, q\u00eb t\u00eb rregulloj\u00eb jo vet\u00ebm aspektet e brendshme t\u00eb sjelljes politike n\u00eb p\u00ebrgjith\u00ebsi, t\u00eb sjelljes s\u00eb politikan\u00ebve brenda n\u00eb institucionet shtet\u00ebrore, por edhe ato t\u00eb marr\u00ebdh\u00ebnieve me jasht\u00eb.<br \/>\nNd\u00ebr hapat e par\u00eb q\u00eb mund t\u00eb nd\u00ebrmerren n\u00eb legjislatur\u00ebn e ardhshme do t\u00eb duhet t\u00eb jet\u00eb ndryshimi i ligjit mbi partit\u00eb politike, n\u00eb t\u00eb gjith\u00eb aspektet, ligj q\u00eb duhet t\u2019i shnd\u00ebrroj\u00eb ato n\u00eb koalicione t\u00eb m\u00ebdha interesash programore nacionale. Kjo sepse historia politike n\u00eb nj\u00eb vend demokratik \u00ebsht\u00eb histori e elektorateve dhe e p\u00ebrzgjedhjeve t\u00eb tyre t\u00eb lira, dhe jo fryt i vendimeve imponuese personale, i politikave transformative, deformuese t\u00eb individeve q\u00eb drejtojn\u00eb forcat politike, si\u00e7 po ngjan me dhimbje n\u00eb dit\u00ebt tona. Nj\u00eb demokraci zgjedhore \u00ebsht\u00eb n\u00eb thelb nj\u00eb shtet me konkurrim t\u00eb partive politike, me zgjedhje t\u00eb lira konkurrenciale dhe me ndarje t\u00eb pushteteve midis deg\u00ebve t\u00eb ndryshme t\u00eb qeveris\u00eb, nj\u00eb shtet q\u00eb mbron plot\u00ebsisht t\u00eb drejtat e lirit\u00eb civile universale dhe imponon shtetin e s\u00eb drejt\u00ebs dhe barazin\u00eb e qytetar\u00ebve para ligjit.
