Ekrem Bardha p\u00ebr ftes\u00ebn, si dhe t\u00eb gjith\u00eb juve p\u00ebr pranin\u00eb n\u00eb k\u00ebt\u00eb mbr\u00ebmje gala.\u00a0 Ju shpreh mir\u00ebnjohjen time m\u00eb t\u00eb thell\u00eb, q\u00eb m\u00eb krijuat mund\u00ebsin\u00eb t\u00eb ndajm\u00eb s\u00eb bashku k\u00ebt\u00eb fest\u00eb t\u00eb madhe, n\u00eb k\u00ebto dit\u00eb t\u00eb sh\u00ebnuara p\u00ebr kombin ton\u00eb.<\/p>\n<p>&nbsp;<\/p>\n<p>Zonja dhe zot\u00ebrinj,<\/p>\n<p>Un\u00eb i besoj historis\u00eb, sepse, si\u00e7 thot\u00eb Hegeli, \u201c\u00ebsht\u00eb e vetmja shk\u00ebnc\u00eb e sakt\u00eb\u201d.\u00a0 Por, nga ana tjet\u00ebr, kam edhe dyshimet e mia p\u00ebr t\u00eb, pasi, si\u00e7 shprehet Presidenti i Shtetit t\u00eb Izraelit, Shimon Peres, \u201cjam lodhur me historin\u00eb, se ajo p\u00ebrb\u00ebn nj\u00eb keqkuptim t\u00eb gjat\u00eb\u201d.<\/p>\n<p>M\u00eb jepet t\u00eb them q\u00eb n\u00eb fillim se historia jon\u00eb \u00ebsht\u00eb v\u00ebrtet\u00eb nj\u00eb keqkuptim i gjat\u00eb, madje mund t\u00eb thuhet, pa hezitim, se ajo ka qen\u00eb, n\u00eb raport me shum\u00eb ngjarje e figura q\u00ebndrore e fallsifikuar, k\u00ebsisoj analizmi i saj p\u00ebrb\u00ebn nj\u00eb nevoj\u00eb j\u00ebtike p\u00ebr neve, por kjo mbetet detyr\u00eb e historian\u00ebve dhe studiesve t\u00eb tjer\u00eb, jo e politikan\u00ebve.\u00a0 Historia jon\u00eb duhet ridimensionuar!<\/p>\n<p>Megjithat\u00eb, p\u00ebrtej k\u00ebsaj, historia jon\u00eb na b\u00ebn t\u00eb besojm\u00eb realisht disa gj\u00ebra: mbijetes\u00ebn ton\u00eb, fatin e keq t\u00eb shqiptar\u00ebve, sulmet ndaj kombit dhe gjuh\u00ebs shqipe, etj.., por ajo, ve\u00e7an\u00ebrisht pas vitit 1920, na b\u00ebn t\u00eb besojm\u00eb edhe nj\u00eb t\u00eb v\u00ebrtet\u00eb tjet\u00ebr t\u00eb madhe: miq\u00ebsin\u00eb me kombin e madh amerikan, me SHBA-t\u00eb, e cila po d\u00ebshmohet sot, m\u00eb me forc\u00eb se kurr\u00eb, prandaj dhe ne festojm\u00eb k\u00ebt\u00eb 100-vjetor n\u00eb rrethana favorizuese p\u00ebr kombin shqiptar (sapo u vendos k\u00ebto dit\u00eb n\u00eb Tiran\u00eb busti i ish Presidentit t\u00eb SHBA-ve, \u00cb. \u00cbilson).\u00a0 Por, n\u00ebse shqiptar\u00ebt dit\u00ebn t\u2019u p\u00ebrcjellin brezave t\u00eb rinj \u201cidentitetin e tyre m\u00eb t\u00eb thell\u00eb, gjuh\u00ebn, traditat e sidomos fen\u00eb\u201d<a title=\"\" href=\"file:\/\/\/C:\/Users\/Pjeter%20Jaku\/Documents\/Akademi%20solemne.docx#_ftn1\">[1]<\/a>, sot nuk mungojn\u00eb q\u00ebndrimet emocionale apo mungesa e objektivitetit ndaj disa figurave t\u00eb njohura t\u00eb kombit: Ded\u00eb Gjo\u2019 Lulit, k\u00ebtij burri t\u00eb madh t\u00eb Mal\u00ebsis\u00eb, Don Zef Asht\u00ebs, Imzot Nikoll\u00eb Ka\u00e7orrit, Luigj Gurakuqit, Prenk Bibdod\u00ebs, Preng\u00eb Do\u00e7it, e disa t\u00eb tjer\u00ebve.\u00a0 Bilanci pra q\u00eb duhet t\u00eb b\u00ebjm\u00eb k\u00ebrkon paanshm\u00ebri dhe objektivitet,<a title=\"\" href=\"file:\/\/\/C:\/Users\/Pjeter%20Jaku\/Documents\/Akademi%20solemne.docx#_ftn2\">[2]<\/a> si dhe nj\u00eb raport tjet\u00ebr me t\u00eb v\u00ebrtet\u00ebn.<\/p>\n<p>&nbsp;<\/p>\n<p>I.<\/p>\n<p>Nacionalizmi shqiptar, si l\u00ebvizje politike, nisi me Lidhjen Shqiptare t\u00eb Prizrenit (1878), si nj\u00eb nevoj\u00eb e bashkimit t\u00eb shqiptar\u00ebve p\u00ebr t\u2019u mbrojtur prej rrezikut t\u00eb ndarjes s\u00eb tokave midis Serbis\u00eb dhe Greqis\u00eb.\u00a0 N\u00eb k\u00ebto toka banonin shqiptar\u00eb t\u00eb t\u00eb tre besimeve fetare: mysliman\u00eb (sunit\u00eb dhe bektashinj\u00eb), ortodoks dhe katolik\u00eb, duke paraqitur Shqip\u00ebrin\u00eb si nj\u00eb shoq\u00ebri tipike multifetare.\u00a0 N\u00eb k\u00ebt\u00eb kontekst, mund t\u00eb konsiderohet e fituar dhe e sukseshem sfida, jo aq e leht\u00eb, e krijimit t\u00eb identitetit komb\u00ebtar mb\u00ebshtetur n\u00eb kat\u00ebr identitete fetare, secili m\u00eb rolin dhe kontributin e vet.\u00a0 Pavar\u00ebsisht pejsazhit fetar, Shqip\u00ebria arriti t\u00eb kishte nj\u00eb faktor p\u00ebrbashkues q\u00eb t\u2019iu afronte Evrop\u00ebs dhe Per\u00ebndimit n\u00eb p\u00ebrpjekje p\u00ebr t\u00eb vendosur fatin e tyre. Ky ishte Gjegj Kastrioti-Skenderbeu, i cili ishte jo thjesht mit<a title=\"\" href=\"file:\/\/\/C:\/Users\/Pjeter%20Jaku\/Documents\/Akademi%20solemne.docx#_ftn3\">[3]<\/a>, si\u00e7 thon\u00eb disa n\u00eb Shqip\u00ebri, por realisht p\u00ebrcaktues n\u00eb procesin e gjat\u00eb dhe t\u00eb v\u00ebshtir\u00eb t\u00eb nd\u00ebrtimit t\u00eb identitetit komb\u00ebtar shqiptar.\u00a0 Nisur nga specifika jon\u00eb si shoq\u00ebri multifetare, ne e kemi jetike harmonin\u00eb dhe toleranc\u00ebn nd\u00ebrfetare, si garanci p\u00ebr kohezion social dhe bashk\u00ebjetes\u00eb normale n\u00eb rrethanat e reja t\u00eb nj\u00eb shoq\u00ebrie t\u00eb hapur, t\u00eb lir\u00eb dhe demokratike.<\/p>\n<p>&nbsp;<\/p>\n<p>M\u00eb von\u00eb, Enver Hoxha, i udh\u00ebhequr nga ideologjia komuniste dhe nacionaliste, vet\u00ebm n\u00eb funksion t\u00eb pushtetit t\u00eb tij personal absolut, nd\u00ebrmori keqtrajtimin m\u00eb t\u00eb ashp\u00ebr q\u00eb nj\u00eb ish udh\u00ebheq\u00ebs i Lindjes kishte\u00a0 nd\u00ebrmarr\u00eb ndaj komuniteteve fetare. N\u00eb vend t\u00eb tezave t\u00eb Vaso Pash\u00ebs, Gjergj Fisht\u00ebs, Don Nikoll\u00eb Ka\u00e7orrit, apo t\u00eb Luigj Gurakuqit, ai preferoi Marksin.\u00a0 M\u00eb tej, me sulmin ndaj gegnishtes, rregjimi komunist nuk ishte thjesht kund\u00ebr saj, por kund\u00ebr gjuh\u00ebs liturgjike, si sh\u00ebnja m\u00eb dalluese e identitetit ton\u00eb komb\u00ebtar, prandaj dhe riatdhesimi i \u201cMesharit t\u00eb Gjon Buzukut\u201d, k\u00ebto dit\u00eb n\u00eb Tiran\u00eb, mund t\u00eb konsiderohet nj\u00eb ngjarje historike p\u00ebr kombin ton\u00eb n\u00eb k\u00ebt\u00eb 100 vjetor.<\/p>\n<p>Pas viteve \u201890-t\u00eb, Per\u00ebndimi, m\u00eb shum\u00eb sesa p\u00ebr identitetin fetar t\u00eb krishter\u00eb, u konsiderua prej shqiptar\u00ebve t\u00eb t\u00eb kat\u00ebr komuniteteve fetare si sistem politik\u00a0 demokratik, vendi i liris\u00eb s\u00eb besimit dhe ideve, i respektimit t\u00eb t\u00eb drejtave t\u00eb njeriut.\u00a0 Shkurt, komunitetet fetare n\u00eb Shqip\u00ebri, pavar\u00ebsisht k\u00ebndv\u00ebshtrimeve t\u00eb ndryshme q\u00eb ekzistojn\u00eb n\u00eb trajtimin e rolit t\u00eb tyre n\u00eb shekuj, kan\u00eb kontribuar ndjesh\u00ebm n\u00eb rim\u00ebk\u00ebmbjen morale dhe shpirt\u00ebrore n\u00eb m\u00ebnyr\u00eb integrale n\u00eb t\u00ebr\u00eb shoq\u00ebrin\u00eb shqiptare.<\/p>\n<p>&nbsp;<\/p>\n<p>Zonja dhe zot\u00ebrinj,<\/p>\n<p>&nbsp;<\/p>\n<p>V\u00ebshtir\u00eb se mund t\u00eb kuptojme zgjidhjen e situatave t\u00eb ndryshme n\u00eb favorin e shqiptar\u00ebve pa rolin e At\u00eb Gjergj Fisht\u00ebs, duke mos l\u00ebn\u00eb m\u00ebnjan\u00eb n\u00eb k\u00ebt\u00eb rast edhe kontributin e tij te drejtp\u00ebrdrejt\u00eb n\u00eb themelimin e revist\u00ebs \u201cHylli i Drit\u00ebs\u201d.\u00a0 Ai do t\u00eb ishte ndoshta nd\u00ebr t\u00eb par\u00ebt q\u00eb do t\u00eb lart\u00ebsonte n\u00eb m\u00ebnyr\u00eb t\u00eb merituar figur\u00ebn e Ded\u00eb Gjo\u2019 Lulit, n\u00eb k\u00ebng\u00ebn kushtuar atij tek \u201cLahuta e Mal\u00ebis\u00eb\u201d, nj\u00eb epope e v\u00ebrtet\u00eb e mal\u00ebsor\u00ebve atdhetar\u00eb.\u00a0\u00a0 At\u00eb Gjergj Fishta \u00ebsht\u00eb ndoshta nd\u00ebr t\u00eb rrall\u00ebt klerik\u00eb e studiues q\u00eb ka sintetizuar \u201cme nj\u00eb mjeshtri e v\u00ebrtet\u00ebsi profesionale\u201d<a title=\"\" href=\"file:\/\/\/C:\/Users\/Pjeter%20Jaku\/Documents\/Akademi%20solemne.docx#_ftn4\">[4]<\/a> epopen\u00eb e mal\u00ebsor\u00ebve t\u00eb Mbishkodr\u00ebs, ve\u00e7an\u00ebrisht tek \u201cHylli i Drit\u00ebs\u201d.\u00a0 Ishin k\u00ebto ngjarje t\u00eb k\u00ebsaj pjese t\u00eb vendit, q\u00eb parap\u00ebrgatiten n\u00eb fakt pavar\u00ebsin\u00eb e Shqip\u00ebris\u00eb. Mal\u00ebsia jon\u00eb u shnd\u00ebrrua n\u00eb djepin e Shqip\u00ebris\u00eb etnike dhe kryengritjet e saj u b\u00ebn\u00eb p\u00ebrcaktuese p\u00ebr pavar\u00ebsi. L\u00ebvizjet e Mal\u00ebsis\u00eb trondit\u00ebn themelet e Perandoris\u00eb otomane.\u00a0 Por, n\u00eb nd\u00ebrkomb\u00ebtarizimin e k\u00ebsaj l\u00ebvizjeje dhe k\u00ebtyre kryengritjeve nj\u00eb rol par\u00ebsor luajit edhe Kryeipeshkvi i Shkodr\u00ebs Imzot Jak Serreqi.\u00a0 Ky i fundit mbetet nj\u00eb figur\u00eb e r\u00ebnd\u00ebsishm\u00eb publike dhe patriotike, jo thjesht fetare, n\u00eb p\u00ebrpjekjet nd\u00ebrmjet\u00ebsuese, p\u00ebr t\u00eb shp\u00ebtuar popullin e tij prej asgj\u00ebsimit t\u00eb pushtuesit.<\/p>\n<p>Si p\u00ebrfundim, mund t\u00eb thuhet se q\u00ebndrimi i klerit ka qen\u00eb gjithnj\u00eb nj\u00eb q\u00ebndrim objektiv, atdhetar, moderator dhe n\u00eb p\u00ebrputhje me L\u00ebvizjen Komb\u00ebtare Shqiptare.<\/p>\n<p>&nbsp;<\/p>\n<p>II.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00cbsht\u00eb momenti tani t\u2019i rikthehemi aktualitetit, raportit ton\u00eb m\u00eb demokracin\u00eb dhe lirin\u00eb, pas 100 viteve shtet shqiptar.\u00a0 Mendimi shqiptar nuk ka m\u00eb koh\u00eb dhe nuk mund t\u00eb luhatet m\u00eb tej sa i takon orientimit.\u00a0 Pasi braktis\u00ebm izolacionizmin n\u00eb vitin 1990, ndon\u00ebse realitetet e nd\u00ebrvar\u00ebsis\u00eb jan\u00eb sot t\u00eb pashmangshme, rruga jon\u00eb tashm\u00eb \u00ebsht\u00eb e qart\u00eb: integrimi n\u00eb BE dhe nj\u00eb aleanc\u00eb e fort\u00eb, e q\u00ebndrueshme dhe startegjike me kombin e madh amerikan, si garancia m\u00eb e madhe e interesave tona komb\u00ebtare.\u00a0 Kjo edhe p\u00ebr nj\u00eb arsye tjet\u00ebr t\u00eb fort\u00eb: n\u00eb duhet t\u00eb jemi t\u00eb bindur se mund ta p\u00ebrsosim demokracin\u00eb n\u00eb vend, duke pranuar, m\u00ebsuar dhe zbatuar n\u00eb jet\u00ebn ton\u00eb shoq\u00ebrore dhe politike vlerat e demokracis\u00eb amerikane, parimet dhe shprehit\u00eb demokratike t\u00eb k\u00ebtij vendi t\u00eb madh. Amerika si fanar p\u00ebr pjes\u00ebn tjet\u00ebr t\u00eb njer\u00ebzimit, ve\u00e7an\u00ebrisht p\u00ebr kombin ton\u00eb, \u00ebsht\u00eb dhe duhet t\u00eb jet\u00eb udh\u00ebrr\u00ebfyese e mendimit politik shqiptar, p\u00ebr t\u00eb garantuar demokracin\u00eb, tregun e lir\u00eb dhe t\u00eb ardhmen ton\u00eb demokratike.\u00a0 Duhet t\u00eb l\u00ebm\u00eb m\u00ebnjan\u00eb skepticizmin dhe t\u2019u besojm\u00eb idealizmit, realizmit dhe pragmatizmit t\u00eb ish president\u00ebv amerikan\u00eb: \u00cboodro\u00eb \u00cbilson, Franklin Roosvelt, Ronald Reagan dhe t\u00eb gjith\u00eb president\u00ebve amerikan\u00eb t\u00eb shek. 20-t\u00eb dhe 21-t\u00eb.<\/p>\n<p>Ne kemi nevoj\u00eb t\u00eb mos jemi folklorik, apo t\u00eb shfaqim shenja t\u00eb nj\u00eb patriotizmi pa thelb, primitive, aspak demokatik dhe kushtetues, por n\u00eb vend t\u00eb tij, parimet, vlerat themelore t\u00eb demokracis\u00eb amerikane dhe shprehit\u00eb demokratike t\u2019i p\u00ebrqafojm\u00eb q\u00eb t\u00eb b\u00ebhen baz\u00eb e edukimit qytetar demokratik dhe qytetaris\u00eb demokratike, sipas modelit amerikan.<\/p>\n<p>Ne n\u00eb Shqip\u00ebri v\u00ebrtet\u00eb kemi nj\u00eb jubile t\u00eb r\u00ebnd\u00ebsish\u00ebm, por \u00ebsht\u00eb momenti m\u00eb i volitsh\u00ebm p\u00ebr t\u00eb b\u00ebr\u00eb edhe nj\u00eb bilanc, se \u00e7far\u00eb kemi b\u00ebr\u00eb dhe \u00e7far\u00eb nuk k\u00ebmi b\u00ebr\u00eb si duhet, si t\u00eb sillemi n\u00eb 100-vjetorin e dyt\u00eb t\u00eb shtetit shqiptar. Kemi ende probleme p\u00ebr t\u00eb kuptuar dhe zbatuar m\u00eb mir\u00eb parimet kryesore demokratike: qeverisjen e shumic\u00ebs, por me mbrojtje p\u00ebr pakic\u00ebn, p\u00eblqimin e t\u00eb qeverisurve, nj\u00eb qeveri t\u00eb kufizuar nga ligji kushtetues, shoq\u00ebri e hapur, dinjitet njer\u00ebzor dhe shenjt\u00ebri e individit, si dhe m\u00eb shum\u00eb sovranitet t\u00eb ligjit dhe t\u00eb drejt\u00ebn p\u00ebr nj\u00eb proces t\u00eb drejt\u00eb dhe t\u00eb rregullt gjyq\u00ebsor.\u00a0 Po ashtu, akoma nuk kemi b\u00ebr\u00eb pjes\u00eb t\u00eb natyrshme t\u00eb jet\u00ebs son\u00eb\u00a0 t\u00eb p\u00ebrditshme, t\u00eb sjelljes shoq\u00ebrore dhe politike, vlerat themelore demokratike: t\u00eb drejat individuale ose njer\u00ebzore, t\u00eb mir\u00ebn e p\u00ebrbashk\u00ebt, drejt\u00ebsin\u00eb, barazin\u00eb e shanseve, diversitetin, raportin me t\u00eb v\u00ebrtet\u00ebn, si dhe patriotizmin. Ky i fundit, p\u00ebr shembull, nuk mund t\u00eb vijohet t\u00eb p\u00ebrdoret apo keqp\u00ebrdoret n\u00eb form\u00ebn e tij tradicionale, folkorike, thjesht si dashuri p\u00ebr atdheun, por duhet t\u00eb manifestohet konkretisht n\u00eb form\u00ebn e nj\u00eb detyrimi p\u00ebr t\u00eb marr\u00eb pjes\u00eb n\u00eb \u00e7\u00ebshtje sociale dhe politike dhe p\u00ebr t\u00eb qen\u00eb t\u00eb p\u00ebrgjegjsh\u00ebm p\u00ebr vitalitetin e natyr\u00ebs demokratike t\u00eb shoq\u00ebris\u00eb, jo si p\u00ebrkrahje e verb\u00ebr e vendit ton\u00eb, por angazhim dhe p\u00ebrpjekje q\u00eb parimet dhe vlerat demokratike t\u00eb praktikohen n\u00eb mas\u00ebn e plot\u00eb. Pra, duhet t\u00eb flitet p\u00ebr patriotiz\u00ebm kushtetues, demokratik, duke b\u00ebr\u00eb thirrje p\u00ebr dialog dhe kompromise t\u00eb arsyeshme, me q\u00ebllim q\u00eb t\u00eb gjithe vendet dhe popujt t\u00eb mund t\u00eb jetojn\u00eb s\u00eb bashku n\u00eb paqe dhe t\u00eb jen\u00eb n\u00eb gjendje t\u00eb prosperojn\u00eb.<\/p>\n<p>Ju jeni udh\u00ebrr\u00ebfimi jon\u00eb m\u00eb i mir\u00eb n\u00eb rrug\u00ebn ton\u00eb drejt nj\u00eb demokracie funksionale, n\u00eb shr\u00ebbim t\u00eb shtetasve, me pun\u00ebn dhe arritjet tuaja, si dhe me besnik\u00ebrin\u00eb ndaj sistemit demokratik amerikan dhe qeveris\u00eb amerikane.<\/p>\n<p>&nbsp;<\/p>\n<p>III.<\/p>\n<p>&nbsp;<\/p>\n<p>M\u00eb lejoni, s\u00eb fundi, t\u00eb p\u00ebrq\u00ebndrohem n\u00eb rajonin ton\u00eb, kryesisht n\u00eb status-quo-n\u00eb e marr\u00ebdh\u00ebnieve me Malin e Zi.\u00a0 Un\u00eb kam patur fatin t\u00eb jap m\u00ebsim n\u00eb Deg\u00ebn e M\u00ebsuesis\u00eb n\u00eb Gjuhen Shqipe n\u00eb Universkitetin e Malit t\u00eb Zi, p\u00ebr tri vite (nj\u00eb projekt i mb\u00ebshtetur nga Konsullata Amerikane n\u00eb Podgoric\u00eb).\u00a0 Kjo ka b\u00ebr\u00eb q\u00eb t\u00eb njoh mir\u00eb situat\u00ebn atje, t\u00eb v\u00ebzhgoj nga af\u00ebr zhvilimet politike dhe pozicionin e shqiptar\u00ebve.\u00a0 Ekziston n\u00eb fakt nj\u00eb literatur\u00eb e kufizuar q\u00eb fokusohet n\u00eb transnacionalizmin n\u00eb Ballkan, q\u00eb \u00ebsht\u00eb krijuar p\u00ebrm\u00ebs lidhjeve cross-border, praktikave, bashk\u00ebpunimit individual dhe t\u00eb grupeve sociale, veprimeve dhe institucioneve t\u00eb p\u00ebrbashk\u00ebta q\u00eb kap\u00ebrcejn\u00eb kufijt\u00eb.<\/p>\n<p>Procesi i globalizimit dhe bashk\u00ebpunimi rajonal, ka minimizuar, n\u00eb fakt, dallimin dhe pengesat midis vendeve. Shqip\u00ebria dhe Mali i Zi kan\u00eb \u201cp\u00ebrfituar\u201d nga kjo hap\u00ebsir\u00eb. Bashk\u00ebpunimi rajonal \u00ebsht\u00eb b\u00ebr\u00eb domosdoshm\u00ebri p\u00ebr t\u00eb dy vendet fqinje. Projektet e p\u00ebrbashk\u00ebta n\u00eb fush\u00ebn e mjedisit, kontrolli dhe shkembimi i njohurive dhe informacionit, tregtia, edukimi, \u00e7\u00ebshtjet e siguris\u00eb, \u00ebtj., kan\u00eb krijuar nj\u00eb atmosfer\u00eb m\u00eb t\u00eb ngroht\u00eb dhe bashk\u00ebpunuese. \u00cbsht\u00eb b\u00ebr\u00eb m\u00eb e qart\u00eb p\u00ebr t\u00eb dyja pal\u00ebt se demokracia pa integrimin social t\u00eb pakicave dhe vlerave t\u00eb p\u00ebrbashk\u00ebta nuk \u00ebsht\u00eb e mundur.<a title=\"\" href=\"file:\/\/\/C:\/Users\/Pjeter%20Jaku\/Documents\/Akademi%20solemne.docx#_ftn5\">[5]<\/a>\u00a0 K\u00ebto dy vende jan\u00eb pjes\u00eb t\u00eb r\u00ebnd\u00ebsishme t\u00eb Evrop\u00ebs me traditat e tyre pozitive, edhe pse historia e tyre e zhvillimeve demokratike mbeti jasht\u00eb korrenteve kryesore t\u00eb politik\u00eb globale.<\/p>\n<p>Por, shqiptar\u00ebt n\u00eb Malin e Zi, ndryshe ndoshta nga disa pakica t\u00eb tjera, jan\u00eb popull autokton, k\u00ebsisoj kan\u00eb nevoj\u00eb p\u00ebr garanci t\u00eb forta ligjore, p\u00ebr nj\u00eb korrniz\u00eb tjet\u00ebr ligjore.\u00a0 Atyre nuk u lejohet t\u00eb identifikohen me simbolet kombetare, m\u00eb flaurim shqiptar dhe nevoja p\u00ebr nj\u00eb p\u00ebrmir\u00ebsimt\u00eb m\u00ebtejsh\u00ebm t\u00eb statusit t\u00eb tyre n\u00eb Malin e Zi, p\u00ebrmes ndryshimeve kushtetuese, \u00ebsht\u00eb e domosdoshme.\u00a0 Kjo do t\u00eb p\u00ebrmir\u00ebsonte procesin e integrimit social t\u00eb shqiptar\u00ebve n\u00eb shoq\u00ebrin\u00eb dhe shtetin malazias, do t\u00eb rriste luajalitetin ndaj strukturave shtet\u00ebrore malaziase, do t\u00eb p\u00ebrforconte bashk\u00ebjetes\u00ebn paq\u00ebsore dhe harmonin\u00eb midis grupeve t\u00eb ndryshme etnike, si dhe do t\u00eb siguronte p\u00ebrpjekje t\u00eb p\u00ebrbashk\u00ebta drejt integrimit evropian.\u00a0\u00a0 Integrimi institucional do t\u00eb arrij\u00eb nj\u00eb nivel m\u00eb t\u00eb lart\u00eb, n\u00ebse do t\u00eb nd\u00ebrmerren reforma t\u00eb tjera brenda sistemit politik malazias.<\/p>\n<p>M\u00eb konkretisht, t\u00eb p\u00ebrmir\u00ebsohet, duke zgjeruar, niveli i p\u00ebrfaq\u00ebsimit t\u00eb shqiptar\u00ebve, n\u00eb nivel lokal dhe q\u00ebndor, ku si hap i par\u00eb dhe shum\u00eb i r\u00ebnd\u00ebsish\u00ebm mbetet njohja e Komun\u00ebs s\u00eb Mal\u00ebsis\u00eb, duke ruajtur unitetin administrativ t\u00eb Mal\u00ebsis\u00eb, jo vet\u00ebm me Hotin dhe Grud\u00ebn, por edhe me Triepshin dhe Koj\u00ebn (m\u00eb rreth 18.000 banor\u00eb).\u00a0 Mal\u00ebsia e Madhe nuk g\u00ebzon t\u00eb drejt\u00ebn p\u00ebr vet\u00ebqeverisje, edhe pse e garantuar me kushtetut\u00eb, por ligji p\u00ebr organizimin territorial t\u00eb Malit t\u00eb Zi, edhe pse jan\u00eb punuar tre elaboratet p\u00ebrkat\u00ebse, nuk e mund\u00ebson akoma di\u00e7ka t\u00eb till\u00eb.\u00a0 Komuna e Mal\u00ebsis\u00eb mund t\u00eb q\u00ebndroj\u00eb dhe mund t\u00eb mbahet juridikisht, politikisht dhe praktikisht, me qend\u00ebr Tuzin.\u00a0 Lipset vet\u00ebm vullnet politik p\u00ebr t\u00eb zbatuar ligjin dhe pranuar faktet, gj\u00eb q\u00eb ka rreth 10 vite q\u00eb nuk ekziston.\u00a0 Decentralizimi \u00ebsht\u00eb parim demokratik evropian dhe duhet zbatuar n\u00eb p\u00ebrputhje me k\u00ebto parime.\u00a0 Republika e Malit t\u00eb Zi t\u00eb mbroj\u00eb standardet evropiane t\u00eb t\u00eb Drejtave t\u00eb Njeriut.\u00a0 Po ashtu, ajo t\u00eb financoj\u00eb me m\u00eb shum\u00eb bursa sistemin arsimor, por k\u00ebtu edhe qeveria shqiptare duhet t\u00eb b\u00ebjn\u00eb m\u00eb shum\u00eb, pasi ajo ka detyrime t\u00eb punoj\u00eb m\u00eb fort n\u00eb k\u00ebto drejtime, me mjete diplomatike, hap pas hapi, dhe n\u00eb frym\u00ebn e nj\u00eb dialogu t\u00eb vazhduesh\u00ebm.\u00a0 P\u00ebr shembull, n\u00eb fush\u00ebm e arsimit, abetarja e unifikuar mund t\u00eb p\u00ebrfshij\u00eb dhe shqiptar\u00ebt e Malit t\u00eb Zi, si dhe m\u00eb shum\u00eb bursa p\u00ebr student\u00ebt q\u00eb vijn\u00eb nga trojet, ku t\u00eb p\u00ebrfshihen konkretisht Ulqini, Tivari, Rozhaja, Plav\u00eb e Guci, Mal\u00ebsia e Madhe.<\/p>\n<p>Shqiptar\u00ebt t\u00eb vijonn\u00eb t\u00eb jen\u00eb pjes\u00eb e qeveris\u00eb malaziase (kane nisur q\u00eb n\u00eb 1998), por t\u00eb negociojn\u00eb rreth t\u00eb drejt\u00ebs p\u00ebr veto p\u00ebr t\u00eb gjitha grupet minoritare, ndoshta dhe vendosja e nj\u00eb dhome t\u00eb dyt\u00eb legjislative, ve\u00e7an\u00ebrisht p\u00ebr pakicat (12 \u2013 14 vende), quota fikse p\u00ebr grupet minoritare p\u00ebr t\u2019u sanksionuar n\u00eb kushtetut\u00eb, bazuar n\u00eb pesh\u00ebn specifike t\u00eb grupeve minoritare dhe vot\u00ebn popullore:\u00a0 kjo do t\u00eb thot\u00eb dy p\u00ebrfaq\u00ebsues shqiptar\u00eb (aq kan\u00eb aktualisht, plus nj\u00eb tjet\u00ebr shqiptar, por n\u00eb list\u00ebn e nj\u00eb partie malaziase, Mali i Zi Pozitiv) dhe dy vende nga grupet e tjera minoritare, p\u00ebrve\u00e7 vot\u00ebs popullore (75 an\u00ebtar\u00eb ka Parlamenti i MZ).\u00a0 Pse nuk votojn\u00eb diaspora, gj\u00eb q\u00eb ishte e mundur para vitit 2006, kur Mali i Zi shpalli shk\u00ebputjen nga Serbia? Shqiptar\u00ebt pra duan garanci institucionale, pasi ata ndjejn\u00eb se statusi i tyre ka t\u00eb b\u00ebj\u00eb fort me p\u00ebrkrahnen e fuqive t\u00eb huaja, ve\u00e7an\u00ebrisht t\u00eb SHBA-ve.\u00a0 N\u00eb fund t\u00eb fundit, niveli i demokracis\u00eb matet nga m\u00ebnyra sesi respektohen pakicat, sa konkret \u00ebsht\u00eb integrimi i tyre social dhe institucional, duke ruajtur n\u00eb t\u00eb nj\u00ebjt\u00ebn koh\u00eb identitetin e tyre kulturor dhe komb\u00ebtar.<\/p>\n<p>T\u00eb dyja vendet kan\u00eb shprehur qart\u00eb vullnetin politik q\u00eb t\u2019i bashkohen Evrop\u00ebs, si projekt i suksessh\u00ebm n\u00eb p\u00ebrfitim t\u00eb qytetar\u00ebve t\u00eb tyre.
