Na jemi t\u00eb bindun se p\u00ebrpjekjet e atyne q\u00eb dishirojn\u00eb me ba nji gja t\u00eb njimendte p\u00ebr Shqipnin\u00eb e shekullit t\u00eb XXI, nuk do t\u00eb ishin t\u00eb plota pa njohun, analizue dhe reflektue edhe mendimin politiko-juridik t\u00eb Luigj Gurakuqit mbi Shtetin, t\u00eb Drejt\u00ebn, Lirin\u00eb dhe Demokracin\u00eb n\u00eb k\u00ebt\u00eb shtet t\u00eb shqiptar\u00ebve.<br \/>\nP\u00ebr Gurakuqin, nd\u00ebrtimi i nji shteti t\u00eb ri e modern \u00e0sht nji detyr\u00eb sa e madhe, aq edhe e shenjt\u00eb, sepse \u201clypet t\u00eb marrim parasysh gjith\u00eb jet\u00ebn e kombit ton\u00eb\u201d, p\u00ebr t\u2019i sigurue atij t\u00eb tashmen e t\u00eb ardhmen. N\u00eb k\u00ebt\u00eb rrug\u00eb duhet \u201ct\u00eb kemi parasysh vet\u00ebm t\u00eb mir\u00ebn e popullit, t\u00eb mir\u00ebn e atdheut e t\u00eb lam\u00eb m\u00ebnjan\u00eb gjith\u00eb mejtimet e tjera\u201d.<br \/>\nN\u00eb \u00e7ashtjen e nd\u00ebrtimit t\u00eb shtetit shqiptar, Gurakuqi i p\u00ebrmbahet \u201cudh\u00ebs s\u00eb mesme\u201d, asaj t\u00eb mir\u00ebkuptimit dhe t\u00eb paqes mes shqiptar\u00ebve, e cila do t\u00eb thot\u00eb: hartim i \u201cligjeve q\u00eb i p\u00ebrshtaten popullit ton\u00eb\u2026tue marr\u00eb parasysh zakonet e gjith\u00eb viseve t\u00eb Shqipnis, tue marr\u00eb parasysh nevojat e t\u00eb gjith\u00eb krahinavet\u201d. Udha e mesme \u00e0sht rruga q\u00eb do t\u2019i siguroj\u00eb vllaznimin gjith\u00eb popullit, i cili duke u udh\u00ebhequn nga \u201cligje t\u00eb p\u00ebrbashk\u00ebta\u201d, do t\u00eb garantoj\u00eb \u201cjo vet\u00ebm rrojtjen e tij, por edhe p\u00ebrparimin e qytetnimin e vet\u201d.<br \/>\nThemeli i nd\u00ebrtimit t\u00eb shtetit, p\u00ebr Gurakuqin, jan\u00eb statuti, kodet dhe rregulloret. Shteti n\u00eb tan\u00ebsin\u00eb e vet territoriale duhet t\u00eb ket\u00eb nji unitet ligjesh, sepse n\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb siguron efekshm\u00ebrin\u00eb e veprimtaris\u00eb qeveritare dhe zbatimin e reformave. Kjo n\u00ebnkupton domosdoshm\u00ebnin\u00eb e eliminimit t\u00eb privilegjeve t\u00eb cilat ma mbrapa, bahen objekt i lindjes s\u00eb trazinave. N\u00eb nji vend t\u00eb prapambetun ekonomikisht, ku mund\u00ebsia e trazinave dhe e kaosit \u00e0sht evidente, bahet i domosdosh\u00ebm nd\u00ebrtimi i ligjeve t\u00eb forta dhe vendosja n\u00eb krye t\u00eb pun\u00ebve t\u00eb qeveris\u00eb e njer\u00ebzve t\u00eb zot e besnik. N\u00eb planin e jasht\u00ebm nji mas\u00eb e till\u00eb ka r\u00e0ndsi mbasi u tregon vendeve t\u00eb p\u00ebrparueme e t\u00eb qytetnueme t\u00eb Europ\u00ebs, se Shqipnia i ka mund\u00ebsit\u00eb me u qeveris\u00eb n\u00eb m\u00ebnyr\u00eb njer\u00ebzore.<br \/>\nLigjet e drejta duhen p\u00ebr \u201cme siguruem lirin\u00eb e ndergjegjes, t\u00eb fjal\u00ebs e t\u00eb shtypit e t\u00eb drejt\u00ebn e pasunis, p\u00ebr me rregullue marr\u00ebdhanat nd\u00ebrmjet organeve t\u00eb shtetit e me caktuem funksionet e tyne, p\u00ebr me evituem diktatyrat\u2026 pa pasun nevoj\u00eb p\u00ebr gjakderdhje, por tue qarkuem me ligje ata qi mund t\u2019i andrrojn\u00eb\u201d. Duke bamun ligje moderne \u2013 thot\u00eb Gurakuqi, \u2013 do t\u00eb bajm\u00eb t\u00eb mundun \u201czhvillimin arsimuer e p\u00ebrmir\u00ebsimin ekonomik, dy gjana p\u00ebr t\u00eb cilat ka ma tep\u00ebr nevoj\u00eb populli i yn\u00eb\u201d. N\u00eb k\u00ebt\u00eb rrug\u00eb duhet \u201ct\u00eb mos shkojm\u00eb ala tyrka\u201d \u2013 thot\u00eb Ai,- por t\u00eb nd\u00ebrtojm\u00eb nji shtet t\u00eb pajisun me \u201cligje konstitucionale\u201d, q\u00eb do t\u00eb thot\u00eb, nji shtet i s\u00eb drejt\u00ebs sipas modeleve t\u00eb p\u00ebrparueme evropiane.<br \/>\nN\u00eb zbatim t\u00eb k\u00ebsaj ideje, Gurakuqi qysh n\u00eb vitin 1921, i jepte r\u00e0nd\u00ebsi t\u00eb v\u00eb\u00e7ant\u00eb ndarjes s\u00eb pushteteve brenda shtetit. Sipas Tij, detyra par\u00ebsore e Parlamentit shqiptar do t\u00eb ishte me p\u00ebrcaktue \u201cdetyrat e tri fuqivet t\u00eb shtetit, exekutive, legislative e judiciare\u201d. K\u00ebto tri pushtete duhej t\u00eb ishin t\u00eb pavaruna nga njena-tjetra dhe kjo duhej t\u00eb sigurohej me ligj. Ky ligj, do t\u00eb duhej t\u00eb garantonte pavar\u00ebsin\u00eb e nji pushteti ndaj tjetrit. Sipas Gurakuqit, kjo do t\u00eb realizohej kur dy pushtete t\u00eb mos mish\u00ebrohen tek i njejti person, pra \u201c\u2026ja t\u00eb parap\u00eblqejm\u00eb deputetsin\u00eb, ja t\u00eb marrim nji n\u00ebpun\u00ebsi tue hequn dor\u00eb nga deputetsia\u201d. Kjo ide reflekton p\u00ebrvoj\u00ebn ma t\u00eb efekshme t\u00eb zbatueme nd\u00ebr vendet Per\u00ebndimore dhe q\u00ebndron edhe sot aktuale, ve\u00e7an\u00ebrisht p\u00ebr kushtet e sotshme t\u00eb Shqipnis\u00eb.<br \/>\nMendime tep\u00ebr realiste, t\u00eb p\u00ebrparueme e origjinale ka shfaqun Gurakuqi edhe p\u00ebr shkallen e centralizimit t\u00eb shtetit. Teorikisht, Ai ishte p\u00ebr nji shtet t\u00eb decentralizuem, por n\u00eb kushtet q\u00eb ndodhej Shqipnia e 1921-shit duhej q\u00eb \u201cma perpara se t\u00eb ndajm\u00eb administrat\u00ebn e t\u00eb bajm\u00eb desentralizasion, duhet t\u00eb formojm\u00eb konsijanc\u00ebn e njisin\u00eb komb\u00ebtare, at\u00ebher\u00eb vet\u00ebm mund t\u00eb aplikojm\u00eb\u201d decentralizimin (R.G.,T.T.).<br \/>\nLigji, p\u00ebr Gurakuqin, \u00e0sht vendimtar p\u00ebr nd\u00ebrtimin e nji shteti bashk\u00ebkohor shqiptar, \u201c\u2026pse vetem tue u zbatuem ligjet e tue u shikjuem drejt\u00ebsia, populli mund t\u00eb shkoj\u00eb p\u00ebrpara, atdheu mund t\u00eb lul\u00ebzohet. N\u00ebn mbretnimin e ligj\u00ebs e t\u00eb drejt\u00ebsis nuk do t\u00eb mund t\u00eb merren masa arbitrare kund\u00ebr popullit\u201d.<br \/>\nNji nga shqet\u00ebsimet ma t\u00eb m\u00ebdha t\u00eb Tij gjat\u00eb seancave t\u00eb K\u00ebshillit Komb\u00ebtar kan\u00eb qen\u00eb pyetjet q\u00eb Ai u ka drejtue shpesh qeveritarvet: \u201cA e ruani nj\u00ebsin\u00eb e nomit (ligjit)?; A jan\u00eb t\u00eb gjith\u00eb shqiptar\u00ebt barabar? (para ligjit) (R.G.,T.T.).<br \/>\nRespektimi dhe zbatimi i ligjshm\u00ebris\u00eb konceptohet nga Ai si nji kusht i domosdosh\u00ebm p\u00ebr jet\u00ebgjat\u00ebsin\u00eb dhe mbijetes\u00ebn e shtetit t\u00eb s\u00eb drejt\u00ebs. Ligji duhet t\u00eb jet\u00eb i nd\u00ebrtuem n\u00eb m\u00ebnyr\u00eb t\u00eb atill\u00eb q\u00eb t\u00eb mos i lihet ndonji \u201cderi\u00e7k\u00eb e \u00e7ilun atij q\u00eb e ka n\u00eb dore ligj\u00ebn, p\u00ebr shp\u00ebrdorime\u201d. N\u00eb rast se nji abuzim i caktuem \u00e0sht i p\u00ebrs\u00ebritun disa her\u00eb, Parlamenti vendos nji dispozit\u00eb ndaluese n\u00eb ligjin themelor.<br \/>\nLegjislatori i aft\u00eb e i ndersh\u00ebm e nd\u00ebrton ligjin n\u00eb m\u00ebnyr\u00eb t\u00eb atill\u00eb q\u00eb detyron zbatimin e tij n\u00eb t\u00eb gjitha strukturat dhe hallkat e administrat\u00ebs dhe eviton zbraz\u00ebtinat ligjore, q\u00eb mund\u00ebsojn\u00eb abuzimet. \u201cMa e para detyr\u00eb e atyne q\u00ed i thon\u00eb vetes p\u00ebrfaq\u00ebsues t\u00eb popullit, pjestar\u00eb e mprojt\u00ebs t\u00eb fuqis\u00eb ligjvuese, \u00e0sht t\u2019i n\u00ebnshtrohen dhe ta respektojn\u00eb ligjin. Vet\u00ebm at\u00ebher\u00eb Parlamenti ka t\u00eb drejt\u00ebn morale t\u2019i k\u00ebrkoj\u00eb qeveris\u00eb t\u00eb zbatoj\u00eb ligjet dhe vendimet e Parlamentit dhe t\u00eb th\u00ebrras\u00eb n\u00eb llogaridhanie p\u00ebr realizimin e zbatimit t\u00eb ligjshm\u00ebnis\u00eb\u201d.<br \/>\nLigji dhe lirija jan\u00eb t\u00eb lidhuna n\u00eb m\u00ebnyr\u00eb t\u00eb pazgjidhshme p\u00ebr konceptet juridiko \u2013 politike t\u00eb Gurakuqit. Liri brenda kuadrit t\u00eb ligj\u00ebs, sepse p\u00ebrndryshe kemi shkap\u00ebrcimet e popullit dhe shp\u00ebrdorimet e n\u00ebnpun\u00ebsve. Demokracia e mb\u00ebshtetun n\u00eb ligj dhe liberalizmi kaotik jan\u00eb dy gjana t\u00eb kund\u00ebrta. Dh\u00ebnia e liris\u00eb \u00e7do qytetari, q\u00eb t\u00eb apeloj\u00eb mbr\u00ebnda kufijve t\u00eb ligj\u00ebs, do t\u2019i krijoj\u00eb mund\u00ebsin\u00eb atij q\u00eb t\u00eb veproj\u00eb n\u00eb m\u00ebnyr\u00eb paq\u00ebsore dhe do t\u00eb siguroj\u00eb n\u00eb vend paqen shoqnore. Kur ligji t\u00eb siguroj\u00eb lirin\u00eb e plot\u00eb dhe t\u00eb drejtat e qytetarit, atehere ai do t\u00eb veproj\u00eb legalisht e nuk do t\u00eb ket\u00eb ma nevoj\u00eb t\u00eb p\u00ebrdor\u00eb violenc\u00ebn, as t\u00eb k\u00ebrkoj\u00eb udh\u00eb t\u00eb tjera ilegale.<br \/>\nE lidhun ngusht\u00eb me respektimin e ligjshm\u00ebnis\u00eb \u00e0sht problemi i ruajtjes s\u00eb rendit publik. N\u00eb konceptet juridike dhe sociale t\u00eb Gurakuqit shkaku baz\u00eb i prishjes s\u00eb rendit publik, \u00e0sht i bazuem n\u00eb dizorganizimin, korrupsionin e shkat\u00ebrrimin e administrat\u00ebs, njikohsisht dhe n\u00eb paaft\u00ebsin\u00eb e n\u00ebpun\u00ebsve t\u00eb ministris\u00eb p\u00ebrkat\u00ebse, q\u00eb ka n\u00eb var\u00ebsi p\u00ebrkujdesjen e k\u00ebsaj gjendjeje jetike t\u00eb domosdoshme p\u00ebr mbar\u00ebvajtjen e Kombit. Nji qeveri p\u00ebr ruajtjen e rendit publik ka dy rrug\u00eb: s\u00eb pari at\u00eb t\u00eb dhun\u00ebs dhe s\u00eb dyti at\u00eb t\u00eb prevenimit. Gurakuqi u rekomandon politikan\u00ebve e ligjv\u00ebn\u00ebsve shqiptar\u00eb, prevenimin me masa ligjore t\u00eb k\u00ebtij fenomeni. P\u00ebr me arritun k\u00ebt\u00eb objektiv duhet q\u00eb trupi legjislativ, t\u00eb cilit i p\u00ebrket pushteti dhe p\u00ebrgjegj\u00ebsia kryesore, duhet t\u00eb nd\u00ebrtoj\u00eb ligje t\u00eb rrepta ndaj prish\u00ebsve t\u00eb qet\u00ebsis\u00eb publike dhe jo falje t\u00eb paprincipta.<br \/>\nDuke i analizue m\u00e0 tej shkaqet e munges\u00ebs s\u00eb rendit, Gurakuqi i p\u00ebrmbahet ides\u00eb, se ky fenomen dhe moszbatimi i ligjshm\u00ebnis\u00eb \u00e0sht karakteristik\u00eb e vendeve me zhvillim t\u00eb ul\u00ebt ekonomik e kulturor. Ndaj, nd\u00ebr an\u00ebt e tjera q\u00eb ndihmojn\u00eb n\u00eb prevenimin e k\u00ebtij fenomeni, bile \u201cma e nevojshmja \u00e0sht shkolla\u201d; duhet t\u2019i mbushim mendjen shqiptarit, qi t\u00eb jet\u00eb i bindun n\u00eb ligjet e shtetit e t\u00eb bashk\u00ebpunoj\u00eb p\u00ebr v\u00ebllaz\u00ebrimin e p\u00ebr Atdheun.<br \/>\nParlamenti p\u00ebr Luigj Gurakuqin \u00e0sht nji vend i shenjt\u00eb, sepse \u201ck\u00ebtu \u00e7koqiten e mprohen interesat e kombit dhe t\u00eb atdheut\u201d. Kjo e drejt\u00eb legjitime buron nga vota popullore e n\u00eb k\u00ebt\u00eb kuptim Parlamenti, n\u00eb nji shtet demokratik, \u00e0sht shpreh\u00ebs i vullnetit t\u00eb popullit. Gurakuqi i njeh Parlamentit ato kompetenca baz\u00eb q\u00eb i kan\u00eb p\u00ebrgjithsisht shtetet p\u00ebr\u00ebndimore me regjime parlamentare, si p\u00ebr shembull: nxjerrjen e ligjeve, kontrollin ndaj qeveris\u00eb, p\u00ebrcaktimin e politik\u00ebs s\u00eb mbrendshme dhe t\u00eb jashtme t\u00eb shtetit, vendosjen e taksave etj. Ai thekson, se k\u00ebto kompetenca duhet t\u00eb njihen e t\u00eb vihen vet\u00ebm n\u00eb funksion t\u00eb shtetit e Shqipnis\u00eb. \u201cParlamenti \u2013 shkruen Ai, \u2013 duhet t\u00eb ruhet prej \u00e7far\u00ebdo influencash t\u00eb cilat mund t\u00eb dalin t\u00eb damshme, si n\u00eb politik\u00eb, ashtu n`ekonomi. E m\u00eb t\u00eb v\u00ebrtet\u00eb p\u00ebr nji shtet si ky i yni, \u2013 vazhdon Ai \u2013 shtet i vog\u00ebl, akoma i pakonsoliduem mir\u00eb, faktori politik duhet p\u00ebrdorur me urti t\u00eb madhe, pse mund t\u00eb na shnd\u00ebrrohet n\u00eb dor\u00eb n\u00eb nji shpat\u00eb me dy teha, q\u00eb pret n\u00eb dy an\u00ebt. R\u00e0nd\u00ebsia e shtetit ton\u00eb n\u00eb politik\u00ebn e p\u00ebrbotshme \u00e0sht aq tep\u00ebr e vog\u00ebl, sa q\u00eb nuk mund t\u00eb besohet kurr\u00eb q\u00eb t\u2019arrijm\u00eb me nd\u00ebrruem p\u00ebr nji her\u00eb q\u00ebndrimin e Pushtetevet t\u00eb m\u00ebdha kundrejt nesh, cilido qoft\u00eb sh\u00ebrbimi q\u00eb t\u00eb p\u00ebrpiqemi t\u2019u bajm\u00eb apo t\u00eb drejta q\u00eb t\u2019u japim. Po t\u00eb nisim pastaj t\u00eb krijojm\u00eb privilegje t\u00eb njinjishme, do t\u00eb sht\u00ebrngohemi t\u2019u apim edhe t\u00eb tjer\u00ebvet. N\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb nuk do t\u00eb shkoj\u00eb shum\u00eb koh\u00eb e n\u00eb ras\u00ebn ma t\u00eb par\u00eb, do t\u00eb mbaroj\u00eb indipendenca ekonomike e p\u00ebr nji her\u00eb edhe sypranija politike e jona\u201d.<br \/>\nDuke folun p\u00ebr Qeverin\u00eb, Luigj Gurakuqi thekson se nji \u201cqeveri e fort\u00eb \u00e0sht vet\u00ebm ajo qi mund t\u00eb mb\u00ebshtetet nd\u00eb nji shumic\u00eb t\u00eb madhe t\u00eb Parlamentit\u201d, dhe nj\u00ebkohsisht ajo \u201cduhet t\u00eb sillet nj\u00eblloj p\u00ebr t\u00eb gjith\u00eb, nuk duhet t\u00eb ket\u00eb dy mas\u00eb e dy peshime\u201d. Gurakuqi ia njeh kompetencat ekzekutive Qeveris\u00eb dhe \u00e0sht p\u00ebr zbatimin sa ma t\u00eb plot\u00eb e t\u00eb drejt\u00eb t\u00eb tyne. Por n\u00eb t\u00eb nj\u00e0jt\u00ebn koh\u00eb duke dashun t\u00eb b\u00e0j\u00eb diferencim mes Qeveris\u00eb si organi ma i nalt\u00eb i Pushtetit Ekzekutiv dhe Parlamentit si organi ma i nalt\u00eb i Pushtetit Ligjvan\u00ebs, Ai diferencon natyr\u00ebn e vendimeve t\u00eb tyne. Sipas Tij, \u201curdhnat ministror, nuk jan\u00eb nome\u201d, (ligje, R.G., T.T.). Kjo pik\u00ebpamje e lejon at\u00eb t\u00eb p\u00ebrfundoj\u00eb se, \u201cnuk duhet t\u00eb mendojm\u00eb se Qeveria \u00e0sht e zbritun nga qjelli\u201d.<br \/>\nEfikasiteti i pun\u00ebs s\u00eb Qeveris\u00eb varet nga p\u00ebrbamja dhe zot\u00ebsija e Administrat\u00ebs. \u201cN\u00ebnpun\u00ebsit e tep\u00ebrm \u2013 thot\u00eb Gurakuqi, \u2013 i sjellin popullit dame t\u00eb shuma e t\u00eb ndryshme, shtojn\u00eb shpenzimet p\u00ebr rroga t\u00eb panevojshme, nd\u00ebrlikojne veprimet e Administrat\u00ebs me formalitete burokratike, largojn\u00eb inteligjencen prej tregtis\u00eb dhe industris\u00eb, fusin n\u00eb pun\u00eb edhe njerez t\u00eb paaft\u00eb\u2026. Administrata e jon\u00eb, \u2013 k\u00ebshillon Ai, \u2013 t\u00eb jet\u00eb si nji maqin\u00eb e leht\u00eb, t\u00eb ket\u00eb pak n\u00ebpun\u00ebs, por t\u00eb zot\u00eb, n\u00ebpun\u00ebs t\u00eb paguem mir\u00eb, por t\u00eb marrun me konkurs\u201d.<br \/>\nSa p\u00ebr ushtrin\u00eb komb\u00ebtare t\u00eb shtetit shqiptar, Luigj Gurakuqi mendon q\u00eb ajo t\u00eb jet\u00eb n\u00ebn p\u00ebrkujdesjen e kontrollin e Parlamentit.<br \/>\nPushteti gjyq\u00ebsor p\u00ebrfaq\u00ebson p\u00ebr t\u00eb, nji nga tre fuqit\u00eb e shtetit. Ai duhet t\u00eb jet\u00eb i pavarun nga Pushteti Legjislativ dhe nga Qeveria. Por n\u00eb t\u00eb njejt\u00ebn koh\u00eb \u201cdrejt\u00ebsia \u2013 thekson Ai, \u2013 duhet t\u00eb mbaj\u00eb gjithmon\u00eb parasysh terezin\u00eb e Per\u00ebndesh\u00ebs Temi, e cila nuk varesh kurr\u00eb as me njan\u00ebn, as me tjetr\u00ebn an\u00eb\u201d.<br \/>\nDuke i vleresue si t\u00eb nji r\u00e0ndsie t\u00eb ve\u00e7ant\u00eb raportet mes shtetit dhe besimeve fetare, Gurakuqi na ka lan\u00eb aksioma aq t\u00eb arrime, sa q\u00eb ato duhet t\u00eb jen\u00eb parasysh kurdoher\u00eb n\u00eb trajtimin e k\u00ebtij problemi. Ato jan\u00eb rezultat i formimit t\u00eb Tij kulturor dhe demokrat \u2013 liberal, i njohjes s\u00eb thell\u00eb t\u00eb ve\u00e7orive kulturore dhe fetare t\u00eb popullit ton\u00eb.<br \/>\nP\u00ebrcaktimin e sakt\u00eb t\u00eb rezultatit t\u00eb k\u00ebtyne q\u00ebndrimeve t\u00eb tija, na e ka dhan\u00eb Fan Noli, i cili shkruan se Ai \u201cq\u00ebndronte aq larg fanatizm\u00ebs fetare t\u00eb ngusht\u00eb, sa muhamedan\u00ebt e Veriut kishin nj\u00eb besim t\u00eb pakufish\u00ebm\u201d, aq sa n\u00eb Geg\u00ebni, \u201cs\u2019ka patur nj\u00eb tjet\u00ebr udh\u00ebheq\u00ebs, i cili\u2026bashkonte rreth vehtes s\u00eb tij, katolik\u00ebt e muhamedan\u00ebt geg\u00eb\u201d\u2026\u201d Ai ka qen\u00eb aq pak regjionalist sa, q\u00eb kur lindi \u00e7\u00ebshtja komb\u00ebtare, s\u2019ka patur nj\u00eb geg\u00eb patriot, aq t\u00eb dashur midis tosk\u00ebve sa Gurakuqi\u201d.<br \/>\nPra t\u00eb jesh i pranuesh\u00ebm nga t\u00eb gjitha aspektet e kompleksitetit shqiptar, duhet me ken\u00eb shum\u00eb i madh, duhet me pas vizione t\u00eb kjarta e largpam\u00ebse, kulturore, politike e mbi t\u00eb gjitha nacionale. N\u00eb Kongresin e Durr\u00ebsit, n\u00eb mbledhjen p\u00ebr formimin e qeveris\u00eb s\u00eb kryesueme nga Turhan Pasha, Gurakuqi i p\u00ebrmb\u00e0het ides\u00eb, se t\u00eb gjitha fet\u00eb duhet t\u00eb jen\u00eb t\u00eb nderueme. \u00c7\u00ebshtja e liris\u00eb dhe nderimit t\u00eb fevet n\u00eb Shqipni, duhet t\u00eb zgjidhet simbas formules: \u201cFeja e lir\u00eb n\u00eb shtet t\u00eb lir\u00eb\u201d. Gurakuqi \u201c\u2026\u00e0sht kundra qi n\u00eb nji mbledhje komb\u00ebtare t\u00eb p\u00ebrmenden fjal\u00ebt tosk\u00eb e geg\u00eb e t\u00eb krishter\u00eb e mysliman\u201d. Sipas bindjes s\u00eb Tij, shteti shqiptar duhet t\u00eb udh\u00ebhiqet nga k\u00ebto parime n\u00eb \u00e7ashtjen fetare: \u201cBesime t\u00eb lira n\u00eb shtet t\u00eb lir\u00eb, mostrazim i shtetit n\u00eb \u00e7\u00ebshtjen e besimtar\u00ebve, nderim i njeni-tjetrit p\u00ebr besimin e shoqishoqit\u201d. Zbatimi i k\u00ebtyne parimeve sigurohet me hartimin e ligjeve t\u00eb drejta e t\u00eb njinjishme q\u00eb garantojn\u00eb \u201clirin\u00eb e nderimin e besimeve, e tue ndaluem q\u00eb shteti t\u00eb p\u00ebrzihet n\u00eb pun\u00ebt e tyne\u201d. \u201cTrazimi i shtetit n\u00eb \u00e7ashtjet fetare, jo vet\u00ebm q\u00eb \u00e0sht i padrejt\u00eb, por, sidomos n\u00eb Shqypni, mund t\u00eb dal\u00eb edhe fort i rreziksh\u00ebm. Po t\u00eb nis\u00eb e t\u00eb p\u00ebrzihet shteti n\u00eb pun\u00ebt e njenit e t\u00eb tjetrit besim, p\u00ebr t\u00eb mir\u00eb a p\u00ebr t\u00eb keq t\u00eb tyne, do t\u00eb shkaktohen hidh\u00ebnime e pak\u00ebnaq\u00ebsi, do t\u00eb rrjedhin vishtirsi e ngat\u00ebrresa\u201d.
