Si\u00e7 dihet, krahas m\u00ebsimdh\u00ebnies dhe nj\u00eb sh\u00ebrbimi administrativ eficient, nj\u00eb aspekt i r\u00ebnd\u00ebsish\u00ebm p\u00ebr t\u00eb arritur dhe ruajtur cil\u00ebsin\u00eb e pun\u00ebs n\u00eb nj\u00eb institucion t\u00eb arsimit t\u00eb lart\u00eb \u00ebsht\u00eb k\u00ebrkimi shkencor.<br \/>\nDihet po ashtu fort mir\u00eb se sot sigurimi i fonde<!--more-->ve p\u00ebr projektet k\u00ebrkimore dhe k\u00ebrkimin shkencor e projekte sfer\u00eb e nj\u00eb konkurrence t\u00eb fort\u00eb n\u00eb t\u00eb gjitha nivelet e atyre entiteteve q\u00eb japin fonde p\u00ebr k\u00ebrkim e projekte, jan\u00eb nga ato publike, tek ato nd\u00ebrkomb\u00ebtare dhe n\u00eb nivel t\u00eb Bashkimit Europian. P\u00ebr t\u00eb mos folur p\u00ebr fondet p\u00ebr projektet k\u00ebrkimore q\u00eb akordon sektori privat n\u00eb industri dhe sh\u00ebrbime, t\u00eb cilat apriori jan\u00eb objekt i nj\u00eb konkurrence edhe m\u00eb t\u00eb ashp\u00ebr, i nj\u00eb shqyrtimi edhe m\u00eb rigoroz p\u00ebr cil\u00ebsin\u00eb dhe sidomos p\u00ebr rezultatin.<br \/>\nNdaj p\u00ebr t\u00eb dyja k\u00ebto arsye t\u00eb sip\u00ebrp\u00ebrmendura, performanca e institucioneve t\u00eb arsimit t\u00eb lart\u00eb p\u00ebr t\u00eb qen\u00eb konkurruese n\u00eb sigurimin e financimit t\u00eb projekteve k\u00ebrkimore, ka dal\u00eb tashm\u00eb n\u00eb plan t\u00eb par\u00eb kudo. P\u00ebr efikasitetin e menaxhimit, p\u00ebr shkurtimin e burokracive dhe hallkave t\u00eb kota t\u00eb vendimmarrjes, p\u00ebr skemat e lirshme t\u00eb motivimit t\u00eb stafit, p\u00ebr burimet m\u00eb t\u00eb bollshme materiale dhe financiare n\u00eb sh\u00ebrbim t\u00eb projekteve k\u00ebrkimore, universitetet jo shtet\u00ebrore, ose ato q\u00eb menaxhohen mbi parime private, pavar\u00ebsisht nga forma juridike e pron\u00ebsis\u00eb, jan\u00eb duksh\u00ebm n\u00eb avantazh ndaj strukturave universitare shtet\u00ebrore, q\u00eb jan\u00eb m\u00eb t\u00eb v\u00ebshtira n\u00eb vendimmarrje, me t\u00eb gjata n\u00eb koh\u00eb dhe po ashtu m\u00eb t\u00eb ngurta n\u00eb skemat e motivimin dhe shp\u00ebrblimin e stafit.<br \/>\nDuke u kthyer te projektet k\u00ebrkimore, mund t\u00eb themi nj\u00eb t\u00eb v\u00ebrtet\u00eb t\u00eb njohur tashm\u00eb: K\u00ebrkimi \u00ebsht\u00eb sot kudo nj\u00eb prej shtyllave qendrore t\u00eb universiteteve: n\u00eb Britanin\u00eb e Madhe, pjes\u00ebn tjet\u00ebr t\u00eb Europ\u00ebs, SHBA-t\u00eb e gjetk\u00eb. Por, n\u00eb dallim prej tyre, n\u00eb Britanin\u00eb e Madhe, ve\u00e7an\u00ebrisht n\u00eb ciklin pasuniversitar, i vihet nj\u00eb theks i ve\u00e7ant\u00eb p\u00ebrfshirjes s\u00eb pedagog\u00ebve n\u00eb projekte studimore. Kjo b\u00ebhet kryesisht p\u00ebr dy arsye: s\u00eb pari, p\u00ebr t\u00eb ruajtur dhe rritur cil\u00ebsin\u00eb e pun\u00ebs n\u00eb universitete. Kryerja me sukses e k\u00ebrkimit n\u00ebnkupton q\u00eb personi i p\u00ebrfshir\u00eb n\u00eb t\u00eb ka njohuri t\u00eb plota t\u00eb fush\u00ebs s\u00eb vet dhe \u00ebsht\u00eb n\u00eb gjendje t\u00eb piketoj\u00eb se \u00e7far\u00eb mungon n\u00eb k\u00ebt\u00eb dije, ose si mund t\u00eb aplikohen hipoteza t\u00eb caktuara sociale n\u00eb kushte t\u00eb reja, p\u00ebr shembull, n\u00eb Shqip\u00ebri, si nj\u00eb vend i p\u00ebrfshir\u00eb n\u00eb ndryshime dometh\u00ebn\u00ebse sociale, politike, ekonomike dhe kulturore, pas viteve \u201990-t\u00eb.\u00a0 Rezultatet e nj\u00eb pune t\u00eb till\u00eb shtyjn\u00eb m\u00eb tej kufijt\u00eb e dijes. Ato informojn\u00eb aktor\u00ebt p\u00ebrkat\u00ebs t\u00eb fushave, si p\u00ebr shembull, institucionet qeveritare ose OJF-t\u00eb e ndryshme p\u00ebr gjetjet e reja dhe rezultatet, si dhe mbajn\u00eb n\u00eb nivel t\u00eb lart\u00eb edhe m\u00ebsimdh\u00ebnien. S\u00eb dyti, p\u00ebr arsye t\u00eb mir\u00ebfillta financiare. Projektet studimore k\u00ebrkojn\u00eb para dhe jan\u00eb t\u00eb shtrenjta. P\u00ebr k\u00ebt\u00eb arsye, ato pothuajse asnj\u00ebher\u00eb nuk financohen nga vet\u00eb universitetet, por nga organizata t\u00eb tjera. Universitetet e vendeve anglishtfol\u00ebse kan\u00eb nj\u00eb avantazh t\u00eb jasht\u00ebzakonsh\u00ebm, sepse tashm\u00eb thuajse \u00e7do projekt studimor kryhet n\u00eb anglisht. N\u00eb k\u00ebt\u00eb kontekst, duhet q\u00eb universitetet shqiptare, shtet\u00ebrore dhe jo shtet\u00ebrore, t\u00eb ken\u00eb personel t\u00eb aft\u00eb q\u00eb mund t\u00eb p\u00ebrfshihen n\u00eb k\u00ebt\u00eb proces. P\u00ebr shembull, UET-i ka p\u00ebrpunuar tashm\u00eb nj\u00eb masterplan p\u00ebr projekte studimore, drejtime e akse t\u00eb qarta k\u00ebrkimore. Jan\u00eb piketuar, po ashtu, drejtues dhe individ\u00eb q\u00eb mund dhe duhet t\u00eb p\u00ebrfshihen n\u00eb projekte studimore, duke k\u00ebrkuar edhe organizata financuese (brenda dhe jasht\u00eb vendit) dhe objektiva t\u00eb qart\u00eb e t\u00eb realizuesh\u00ebm afatmes\u00ebm dhe afatgjat\u00eb, si dhe nj\u00eb sistem llogaridh\u00ebnieje t\u00eb brendshme p\u00ebr t\u00eb kontrolluar dhe vler\u00ebsuar arritjen e masterplanit.<br \/>\nN\u00eb Shqip\u00ebri ka shum\u00eb pak organizata apo institucione q\u00eb financojn\u00eb ose mb\u00ebshtesin politika p\u00ebr projekte studimore. N\u00eb Britanin\u00eb e Madhe organi kryesor \u00ebsht\u00eb ESRC-ja (Economic and Social Research Council), q\u00eb ka buxhet qeveritar dhe kryen dy detyra kryesore: s\u00eb pari, financon k\u00ebrkimin n\u00eb Britanin\u00eb e Madhe, nj\u00eb k\u00ebrkim q\u00eb jep p\u00ebrfitime t\u00eb qarta p\u00ebr vendin; s\u00eb dyti, kryen vler\u00ebsimin e cil\u00ebsis\u00eb s\u00eb universiteteve, n\u00eb baz\u00eb t\u00eb rezultateve t\u00eb projekteve studimore dhe t\u00eb cil\u00ebsis\u00eb s\u00eb m\u00ebsimdh\u00ebnies. Vendimmarrja p\u00ebr financime projektesh b\u00ebhet me peer-review dhe nuk mbetet n\u00eb dor\u00eb t\u00eb nj\u00eb apo dy individ\u00ebve. Ky vler\u00ebsim b\u00ebhet n\u00eb nivel departamenti dhe qendre studimore, madje duke i klasifikuar me not\u00eb. Kjo lidhet pastaj me nj\u00eb shp\u00ebrblim monetar p\u00ebr \u00e7do pjes\u00ebtar stafi t\u00eb institucionit, puna e t\u00eb cilit paraqitet p\u00ebr vler\u00ebsim nga ESRC-ja. Zakonisht, ato departamente q\u00eb arrijn\u00eb nj\u00eb not\u00eb t\u00eb caktuar, marrin financime t\u00eb mjaftueshme nga ESRC-ja, p\u00ebr t\u00eb pun\u00ebsuar personel studimor, pa pasur nevoj\u00eb t\u00eb k\u00ebrkojn\u00eb financime diku tjet\u00ebr. Kjo motivon stafin edhe p\u00ebr shp\u00ebrblime t\u00eb merituara n\u00eb fund t\u00eb \u00e7do viti akademik.<br \/>\nNe besojm\u00eb se di\u00e7ka e ngjashme mund t\u00eb propozohet t\u00eb krijohet edhe n\u00eb Shqip\u00ebri, n\u00eb nj\u00eb bashk\u00ebpunim t\u00eb ngusht\u00eb midis institucioneve shtet\u00ebrore e jo shtet\u00ebrore t\u00eb arsimit t\u00eb lart\u00eb dhe Ministris\u00eb s\u00eb Arsimit dhe Shkenc\u00ebs. Ndoshta mund t\u00eb shfaqen rezerva ndaj nj\u00eb propozimi t\u00eb till\u00eb, duke konstatuar se \u201ck\u00ebt\u00eb pun\u00eb e b\u00ebn Anglia, kurse ne nuk jemi n\u00eb stadin e k\u00ebtij vendi\u201d,\u00a0 por modeli anglosakson ka provuar sukses dhe superioritet dhe ne, duke pasur me qindra student\u00eb dhe ish-student\u00eb q\u00eb kan\u00eb qen\u00eb dhe jan\u00eb p\u00ebrfitues t\u00eb k\u00ebtij sistemi arsimor, staf t\u00eb arsimuar dhe kualifikuar n\u00eb at\u00eb sistem, mund t\u00eb leht\u00ebsojn\u00eb dhe kontribuojn\u00eb drejtp\u00ebrs\u00ebdrejti n\u00eb p\u00ebrshtatjen me nj\u00eb model t\u00eb till\u00eb.<br \/>\nESRC-ja dhe shum\u00eb institucione t\u00eb tjera n\u00eb Britanin\u00eb e Madhe kan\u00eb arritur cil\u00ebsin\u00eb q\u00eb kan\u00eb, sepse funksionimin e tyre e bazojn\u00eb n\u00eb krijimin e strukturave funksionuese, jo vet\u00ebm n\u00eb p\u00ebrzgjedhjen e njer\u00ebzve. Parimi i ruajtjes s\u00eb ekuilibrit p\u00ebrmes kontrollit (checks&amp;balances) mbetet nj\u00eb parim shum\u00eb i r\u00ebnd\u00ebsish\u00ebm edhe n\u00eb edukim. P\u00ebr k\u00ebt\u00eb arsye, ESRC-ja funksionon n\u00eb baz\u00eb t\u00eb nj\u00eb sistemi peer-review, i cili minimizon rastet e mund\u00ebsis\u00eb s\u00eb abuzimit. Kjo \u00ebsht\u00eb arsyeja, p\u00ebrve\u00e7 t\u00eb tjerave, q\u00eb universitetet e hap\u00ebsir\u00ebs anglosaksone, q\u00eb jan\u00eb struktura publike t\u00eb pavarura, por q\u00eb manaxhohen sipas mekanizmave t\u00eb tregut me natyr\u00eb private, dominojn\u00eb cil\u00ebsisht n\u00eb rankimet e njohura bot\u00ebrore pothuajse 12 mij\u00eb universitetet q\u00eb ekzistojn\u00eb sot n\u00eb bot\u00eb.<br \/>\nUET-i, si institucion privat, por edhe universitetet e tjera jo shtet\u00ebrore ve\u00e7an\u00ebrisht, mund t\u00eb propozojn\u00eb, madje t\u00eb krijojn\u00eb vet\u00eb nj\u00eb \u201cmini ESRC t\u00eb brendsh\u00ebm\u201d, i ngjash\u00ebm m\u00eb nj\u00eb \u201ck\u00ebshill studimor\u201d. N\u00eb k\u00ebt\u00eb kuad\u00ebr, pedagog\u00ebt e brendsh\u00ebm mund t\u00eb bashk\u00ebpunojn\u00eb (edhe pedagog\u00ebt e jasht\u00ebm) me studiues t\u00eb huaj, n\u00eb baz\u00eb t\u00eb njohjes s\u00eb tyre si Honorary Research Fellows. Kjo nuk i jep universitetit asnj\u00eb obligim personeli apo financiar, por e lejon studiuesin t\u00eb ket\u00eb lidhje me nj\u00eb universitet dhe t\u00eb k\u00ebrkoj\u00eb projekte studimore mbi k\u00ebt\u00eb baz\u00eb. Nj\u00eb rol i till\u00eb v\u00ebshtir\u00eb se mund t\u00eb refuzohet, pasi kemi t\u00eb b\u00ebjm\u00eb m\u00eb nj\u00eb interes t\u00eb nd\u00ebrsjell\u00eb t\u00eb pal\u00ebve.<br \/>\nPjes\u00ebmarrja n\u00eb projekte studimore nuk \u00ebsht\u00eb thjesht angazhim apo p\u00ebrfshirje e stafit n\u00eb nj\u00eb detyr\u00eb t\u00eb caktuar, por nj\u00eb lidhje e af\u00ebrt me shoq\u00ebrin\u00eb, me jet\u00ebn reale, me tregun e pun\u00ebs, ku p\u00ebrtej rutin\u00ebs s\u00eb p\u00ebrditshme t\u00eb m\u00ebsimdh\u00ebnies, me an\u00eb t\u00eb shembujve dhe rasteve studimore, p\u00ebrmir\u00ebsohet m\u00eb tej programi i l\u00ebnd\u00ebs, n\u00eb var\u00ebsi t\u00eb disiplinave k\u00ebrkimore, p\u00ebrdit\u00ebsohet me shembuj konkret\u00eb, duke kontribuar k\u00ebshtu n\u00eb rritjen e t\u00eb ardhurave t\u00eb universiteteve dhe p\u00ebrmir\u00ebsimin e cil\u00ebsis\u00eb s\u00eb procesit m\u00ebsimor.\u00a0 N\u00ebp\u00ebrmjet projekteve studimore konstatohet se \u00e7far\u00eb teorie apo aspekti teorik ka v\u00ebshtir\u00ebsi n\u00eb aplikim, apo nuk mund t\u00eb aplikohet fare n\u00eb jet\u00ebn e p\u00ebrditshme, ose \u00e7far\u00eb \u00ebsht\u00eb m\u00eb shum\u00eb praktike, q\u00eb \u00ebsht\u00eb e dobishme p\u00ebr t\u00eb pasuruar programe specifike, me profilet dhe n\u00ebnprofilet p\u00ebrkat\u00ebse.<br \/>\nP\u00ebr t\u2019iu p\u00ebrgjigjur k\u00ebrkesave t\u00eb tregut, duhen ide t\u00eb reja p\u00ebr nj\u00eb arsimim sa m\u00eb cil\u00ebsor, staf akademik m\u00ebsimdh\u00ebn\u00ebs, i cili mb\u00ebshtet dhe u p\u00ebrgjigjet sfidave t\u00eb tilla studimore dhe k\u00ebrkimore.
