Ky rajon, n\u00eb fakt, ka prodhuar nj\u00eb boom universitetesh t\u00eb reja shtet\u00ebrore dhe joshtet\u00ebrore, ve\u00e7an\u00ebrisht gjat\u00eb dekad\u00ebs s\u00eb fundit.\u00a0 K\u00ebshtu ka ndodhur n\u00eb Maqedoni, Serbi, Bosnj\u00eb-Hercegovin\u00eb (madje kjo e fundit m\u00eb shum\u00eb se dy t\u00eb par\u00ebt sa u takon universiteteve shtet\u00ebrore, edhe mbi baza kantonale apo t\u00eb entiteteve), Kosov\u00eb etj..<!--more--><br \/>\nN\u00eb p\u00ebrgjith\u00ebsi, n\u00eb nj\u00eb vend ku raporti i t\u00eb diplomuarve universitar \u00ebsht\u00eb posht\u00eb mesatares evropiane, ideja e avancimit t\u00eb arsimit t\u00eb lart\u00eb \u00ebsht\u00eb nj\u00eb ide iluministe dhe parimisht hap rrug\u00ebn edhe p\u00ebr mb\u00ebshtetjen e universiteteve private. Do t\u00eb ishte kufizim i madh n\u00ebse dikush, mb\u00ebshtetur n\u00eb pasion, sakrific\u00eb e vizion t\u00eb mos b\u00ebj\u00eb di\u00e7ka t\u00eb mir\u00eb dhe t\u00eb avancuar n\u00eb k\u00ebt\u00eb drejtim. Shoq\u00ebrit\u00eb e tregut t\u00eb lir\u00eb dhe konkurrenc\u00ebs jan\u00eb p\u00ebrcaktuese p\u00ebr t\u00eb strukturuar t\u00eb ardhmen ton\u00eb, p\u00ebr t\u00eb shprehur potencialin individual dhe njer\u00ebzor dhe p\u00ebr t\u00eb krijuar besim n\u00eb progres e zhvillim. Shoq\u00ebris\u00eb, n\u00eb thelb, nuk i b\u00ebhet mir\u00eb prej munges\u00ebs s\u00eb konkurrenc\u00ebs dhe kjo fatkeq\u00ebsisht ndodh sot n\u00eb sistemin universitar n\u00eb Shqip\u00ebri, midis universiteteve shtet\u00ebrore dhe joshtet\u00ebrore. N\u00eb \u00e7do fush\u00eb a drejtim t\u00eb jet\u00ebs, \u00e7do gj\u00eb q\u00eb shkon drejt p\u00ebrzgjedhjes mbi baz\u00ebn e konkurrenc\u00ebs \u00ebsht\u00eb pozitive p\u00ebr vet\u00eb shoq\u00ebrin\u00eb. N\u00eb k\u00ebt\u00eb kontekst, disa prej universiteteve private jan\u00eb tashm\u00eb n\u00eb rrug\u00ebn e duhur, p\u00ebr t\u2019u konsideruar si stacione serioze t\u00eb arsimit t\u00eb lart\u00eb.<br \/>\nN\u00eb Ballkan, ve\u00e7an\u00ebrisht n\u00eb Shqip\u00ebri n\u00eb dhjet\u00eb vitet e fundit, ka pasur nj\u00eb shp\u00ebrthim t\u00eb numrit t\u00eb universiteteve private dhe \u00ebsht\u00eb krijuar ideja se ka nj\u00eb mbingopje t\u00eb tregut.\u00a0Megjithat\u00eb, vendet e Ballkanit, edhe pas hapjes s\u00eb universiteteve private, vazhdojn\u00eb t\u00eb ken\u00eb nj\u00eb p\u00ebrqindje m\u00eb t\u00eb ul\u00ebt t\u00eb numrit t\u00eb student\u00ebve n\u00eb krahasim me vendet per\u00ebndimore. Shqip\u00ebria ka nj\u00eb num\u00ebr edhe m\u00eb t\u00eb vog\u00ebl, madje edhe n\u00eb raport me vendet e rajonit.\u00a0P\u00ebr shembull, n\u00eb 100 amerikan\u00eb, t\u00eb pakt\u00ebn 42 prej tyre kan\u00eb nj\u00eb diplom\u00eb t\u00eb shkoll\u00ebs s\u00eb lart\u00eb; p\u00ebr 100 europian\u00eb, p\u00ebraf\u00ebrsisht 32\u201336 kan\u00eb nj\u00eb diplom\u00eb t\u00eb till\u00eb; kurse n\u00eb Shqip\u00ebri m\u00eb pak se 10 veta, ose n\u00ebn 9 p\u00ebr qind, nga 100 njer\u00ebz, kan\u00eb diplom\u00eb universitare. Kjo do t\u00eb thot\u00eb se ka ende vend p\u00ebr zhvillim, p\u00ebr nj\u00eb analiz\u00eb t\u00ebr\u00ebsore t\u00eb gjendjes s\u00eb arsimit t\u00eb lart\u00eb n\u00eb vend, si dhe t\u00eb gjendjes s\u00eb tregut t\u00eb pun\u00ebs. P\u00ebr k\u00ebt\u00eb duhet t\u2019u referohemi praktikave m\u00eb t\u00eb mira, m\u00eb cil\u00ebsore dhe m\u00eb t\u00eb avancuara t\u00eb sistemit t\u00eb arsimit t\u00eb lart\u00eb. Universitetet e hap\u00ebsir\u00ebs anglo-saksone ofrojn\u00eb duksh\u00ebm modelet, praktikat e m\u00ebnyrat m\u00eb t\u00eb suksesshme t\u00eb menaxhimit t\u00eb tyre.\u00a0 K\u00ebt\u00eb e d\u00ebshmojn\u00eb m\u00eb s\u00eb miri tri renditjet e organizuara nga \u201cUniversitas 21\u201d, \u201cShangai Ranking\u201d dhe \u201cTimes Higher Education\u201d, p\u00ebr vitet 2010-2012, ku universitetet e k\u00ebsaj hap\u00ebsire jan\u00eb n\u00eb top 20, nisur nga rezultatet e k\u00ebrkimit shkencor, burimet, lidhjet, mjedisi social dhe gjeopolitik etj..<br \/>\nM\u00eb konkretisht, aleanca e universiteteve angleze (nj\u00eb grup prej rreth 30 universitetesh) analizon \u00e7do vit gjendjen e arsimit t\u00eb lart\u00eb n\u00eb Britanin\u00eb e Madhe dhe aft\u00ebsin\u00eb e tij p\u00ebr t\u2019iu p\u00ebrgjigjur k\u00ebrkesave t\u00eb tregut t\u00eb pun\u00ebs.\u00a0Kjo \u00ebsht\u00eb shum\u00eb interesante, sepse parashtron edhe nj\u00eb model p\u00ebr gjendjen e tregut t\u00eb pun\u00ebs n\u00eb k\u00ebt\u00eb vend. P\u00ebr t\u2019iu referuar tregut t\u00eb pun\u00ebs n\u00eb Britanin\u00eb e Madhe, p\u00ebrdoret sistemi hourglass (or\u00eb r\u00ebre qelqi), kurse p\u00ebr universitetet sistemi piramidik. \u00cbsht\u00eb nevoja e tregut t\u00eb pun\u00ebs ajo q\u00eb kusht\u00ebzon deri diku edhe prodhimtarin\u00eb e universiteteve, sepse p\u00ebrher\u00eb ngrihet pyetja n\u00ebse ekonomia e vendit ka nevoj\u00eb p\u00ebr gjith\u00eb k\u00ebta student\u00eb. Sipas sistemit t\u00eb tregut t\u00eb pun\u00ebs hourglass, Britania e Madhe, me 40 p\u00ebr qind t\u00eb maturant\u00ebve q\u00eb shkojn\u00eb n\u00eb universitete, nuk ka mbiprodhim student\u00ebsh, por, n\u00eb fakt, n\u00eb krahasim me vende t\u00eb tjera t\u00eb zhvilluara, pranohet se mbeten prapa, p\u00ebr shembull, n\u00eb raport me Kanadan\u00eb, Koren\u00eb e Jugut dhe SHBA-t\u00eb, ku mbi 50 p\u00ebr qind e maturant\u00ebve shkojn\u00eb n\u00eb shkoll\u00eb t\u00eb lart\u00eb.\u00a0 Kjo p\u00ebr arsyen se sistemi i sot\u00ebm i tregut t\u00eb pun\u00ebs, i cili dominohet nga teknologjit\u00eb e reja, ka nevoj\u00eb gjithnj\u00eb e m\u00eb t\u00eb madhe p\u00ebr profesionist\u00eb me arsim t\u00eb lart\u00eb, por q\u00eb k\u00ebrkojn\u00eb edhe paga t\u00eb larta.<br \/>\nSistemi hourglass mendohet si dy piramida t\u00eb vendosura mbi nj\u00ebra- tjetr\u00ebn dhe t\u00eb bashkuara n\u00eb kulm. N\u00eb piramid\u00ebn e par\u00eb, me baz\u00ebn n\u00eb tok\u00eb,\u00a0jan\u00eb punonj\u00ebsit e kualifikuar me arsim profesionit ose t\u00eb mes\u00ebm, por jo t\u00eb lart\u00eb. K\u00ebta p\u00ebrb\u00ebjn\u00eb shumic\u00ebn e pun\u00ebtor\u00ebve t\u00eb krahut, ose t\u00eb pun\u00ebve \u201cblue collar\u201d, t\u00eb zanateve etj..\u00a0 Sa m\u00eb lart ngjitesh n\u00eb k\u00ebt\u00eb piramid\u00eb, aq m\u00eb t\u00eb kualifikuar jan\u00eb punonj\u00ebsit. N\u00eb krye t\u00eb saj q\u00ebndrojn\u00eb ata me arsim t\u00eb lart\u00eb n\u00eb vende pune menaxherimi t\u00eb mes\u00ebm, n\u00eb zanate t\u00eb vjetra me dit\u00eb pune monotone. M\u00eb tej, po sipas k\u00ebtij sistemi, ky grup profesionist\u00ebsh sa vjen dhe ngushtohet, sepse natyra e pun\u00ebs s\u00eb tyre po ndryshon p\u00ebr shkak t\u00eb ndryshimeve n\u00eb ekonomi dhe teknologji.\u00a0Mbi k\u00ebto q\u00ebndron nj\u00eb shtres\u00eb profesionist\u00ebsh e pun\u00ebsuar n\u00eb kompani t\u00eb teknologjive t\u00eb reja, ku dita e pun\u00ebs \u00ebsht\u00eb kreative, jo monotone, por e paguar shum\u00eb mir\u00eb. Kjo shtres\u00eb sa vjen e shtohet dhe p\u00ebr k\u00ebt\u00eb arsye ajo q\u00ebndron n\u00eb maj\u00eb t\u00eb piramid\u00ebs s\u00eb par\u00eb, e cila n\u00eb k\u00ebt\u00eb rast \u00ebsht\u00eb dhe kulmi i piramid\u00ebs s\u00eb dyt\u00eb t\u00eb p\u00ebrmbysur si hink\u00eb. \u00a0N\u00eb k\u00ebt\u00eb piramid\u00eb, t\u00eb pun\u00ebsuarit jan\u00eb me arsim t\u00eb lart\u00eb, t\u00eb pun\u00ebsuar n\u00eb zhvillimin e teknologjive t\u00eb reja, si ato kompjuterike, k\u00ebrkimore shkencore, mjek\u00ebsore dhe shum\u00eb fusha t\u00eb tjera ku Per\u00ebndimi dominon n\u00eb know-how. \u00a0Ky sistem k\u00ebrkon q\u00eb universitetet t\u00eb vazhdojn\u00eb t\u00eb prodhojn\u00eb student\u00eb t\u00eb kalibrit t\u00eb lart\u00eb, por q\u00eb universitetet t\u00eb jen\u00eb n\u00eb krye t\u00eb studimeve shkencore, q\u00eb t\u00eb p\u00ebrballojn\u00eb konkurrenc\u00ebn p\u00ebr t\u00eb kualifikuar student\u00eb t\u00eb till\u00eb.<br \/>\nP\u00ebr k\u00ebt\u00eb arsye, sistemi i pun\u00ebs hourglass i v\u00eb universitetet para nj\u00eb k\u00ebrkese t\u00eb lart\u00eb llogarie, p\u00ebr t\u00eb nxjerr\u00eb num\u00ebr t\u00eb madh student\u00ebsh, por t\u00eb nj\u00eb cil\u00ebsie shum\u00eb t\u00eb lart\u00eb. P\u00ebr ta kuptuar m\u00eb thjesht, modeli hourglass mund t\u00eb shihet edhe si nj\u00eb cilind\u00ebr q\u00eb ngushtohet gjithnj\u00eb e m\u00eb shum\u00eb n\u00eb mes. Ky model nuk k\u00ebrkon reduktimin apo seleksionimin menj\u00ebher\u00eb, pa i v\u00ebn\u00eb n\u00eb prov\u00eb, universitetet, qofshin ato shtet\u00ebrore ose joshtet\u00ebrore, por konkurrueshm\u00ebri p\u00ebr t\u00ebr\u00eb sistemin, reform\u00eb financiare dhe garantimin e cil\u00ebsis\u00eb.<br \/>\nMb\u00ebshtetur n\u00eb k\u00ebt\u00eb model, ngrihen dy \u00e7\u00ebshtje t\u00eb r\u00ebnd\u00ebsishme p\u00ebr situat\u00ebn n\u00eb Shqip\u00ebri, p\u00ebr t\u00eb cil\u00ebn ka ende pasiguri.\u00a0S\u00eb pari, p\u00ebrqindja e sakt\u00eb e maturant\u00ebve q\u00eb shkojn\u00eb n\u00eb universitet; s\u00eb dyti, modeli i tregut t\u00eb pun\u00ebs q\u00eb ka Shqip\u00ebria, n\u00ebse \u00ebsht\u00eb or\u00eb r\u00ebre e qelqt\u00eb (hourglass) apo sistem arsimor piramidal. Me shtimin e shtres\u00ebs s\u00eb mesme n\u00eb Shqip\u00ebri, ndoshta mund t\u00eb thuhet se \u00ebsht\u00eb krijuar nj\u00eb sistem m\u00eb shum\u00eb trapezoid, q\u00eb do t\u00eb thot\u00eb me nj\u00eb pllaj\u00eb t\u00eb shesht\u00eb n\u00eb krye, ku q\u00ebndron nj\u00eb num\u00ebr i mir\u00eb profesionist\u00ebsh me arsim universitar dhe pasuniversitar, me p\u00ebrvoj\u00eb t\u00eb huaj dhe t\u00eb paguar shum\u00eb mir\u00eb. Kjo ndodh sot n\u00eb disa universitete private (joshtet\u00ebrore) n\u00eb Shqip\u00ebri, ku p\u00ebrfshihet dhe UET-i.<br \/>\nPor, a ka, n\u00eb fakt, shum\u00eb universitete n\u00eb vendin ton\u00eb? N\u00eb pamje t\u00eb par\u00eb, natyrisht q\u00eb ka, si num\u00ebr, edhe pse p\u00ebr k\u00ebt\u00eb duhet b\u00ebr\u00eb seleksionimi i duhur, me procedura t\u00eb hapura, transparente dhe t\u00eb ndershme, n\u00ebp\u00ebrmjet kompanive t\u00eb mir\u00ebnjohura, qofshin edhe t\u00eb huaja, me q\u00ebllim q\u00eb t\u00eb garantohet cil\u00ebsia, por numri i universiteteve nuk mund t\u00eb kriminalizoj\u00eb sektorin privat t\u00eb arsimit t\u00eb lart\u00eb.\u00a0 P\u00ebr shembull, mendohet t\u00eb jen\u00eb rreth 48 licenca sot n\u00eb Shqip\u00ebri, 11 prej t\u00eb cilave, duke mos raportuar asnj\u00eb student, kan\u00eb mbetur tashm\u00eb de facto jasht\u00eb sistemit. Po ashtu, rreth 20 t\u00eb tjer\u00eb jan\u00eb me nj\u00eb num\u00ebr t\u00eb kufizuar programesh (deg\u00ebsh), ose thjesht me nj\u00eb departament apo program, duke mos g\u00ebzuar k\u00ebshtu statusin e universitetit, sipas ligjit. N\u00eb dhjet\u00eb vitet e fundit, n\u00eb vendet n\u00eb zhvillim, p\u00ebrfshir\u00eb dhe Shqip\u00ebrin\u00eb, vihet re nj\u00eb situat\u00eb e till\u00eb, ku nj\u00eb num\u00ebr gjithnj\u00eb e m\u00eb i madh profesionist\u00ebsh super t\u00eb kualifikuar q\u00ebndrojn\u00eb n\u00eb krye t\u00eb nj\u00eb piramide t\u00eb p\u00ebrmbysur punonj\u00ebsish me arsim t\u00eb lart\u00eb, por pun\u00ebsim t\u00eb nivelit t\u00eb mes\u00ebm.\u00a0N\u00eb k\u00ebt\u00eb kontekst, tregu i pun\u00ebs k\u00ebrkon jo pak\u00ebsim t\u00eb numrit t\u00eb student\u00ebve n\u00eb arsimin e lart\u00eb por shtimin e tyre, si dhe rritjen e cil\u00ebsis\u00eb s\u00eb m\u00ebsimit dhe t\u00eb k\u00ebrkimit shkencor n\u00eb universitetet q\u00eb i p\u00ebrgatisin. Edhe pse qeveria shqiptare duket se ka fituar sfid\u00ebn e masivizimit t\u00eb arsimit t\u00eb lart\u00eb, shtet\u00ebror dhe joshtet\u00ebor, n\u00eb raport me vitet e kaluara jemi ende larg raportit t\u00eb t\u00eb diplomuarve p\u00ebr numrin total t\u00eb popullsis\u00eb.<br \/>\nSi p\u00ebrfundim, trajtimi i k\u00ebtyre \u00e7\u00ebshtjeve do t\u00eb krijonte nj\u00eb ide m\u00eb t\u00eb qart\u00eb t\u00eb gjendjes s\u00eb arsimit t\u00eb lart\u00eb n\u00eb Shqip\u00ebri dhe do t\u00eb jepte p\u00ebrgjigje m\u00eb t\u00eb argumentuar n\u00ebse ka nj\u00eb num\u00ebr t\u00eb tep\u00ebrt universitetesh n\u00eb vend ose jo.
